About this file

This is a Questions and Answers document for Fort Sill Post Custodial contract W9124L-25-R-A006, containing 75 contractor questions and government responses from Session 1, dated August 6, 2025.

The document addresses key contract details including custodial services for Fort Sill with working hours from 7:30am to 4:00pm Monday through Friday. The government will provide storage space in building 4700 (approximately 1,035 sqft with loading dock access upon request) and utilities within serviced buildings, but no utilities are available at the contractor parking area. Personal vehicles (POVs) are not authorized for custodial crews, though properly licensed and insured vehicles may be used on base. The contract requires compliance with Army Regulation AR70-14-10.a and CIMS-GB standards, and hand sanitizer will be government-provided. Service calls historically average 2-3 per month during normal duty hours, typically for toilet paper or jammed dispensers.

Pricing details include allowance for 4 decimal places ($0.0125) with reimbursable CLINs not included in the Total Evaluated Price (TEP). The contract covers approximately 60% hard floors and 40% carpets in admin spaces, with all hard floors in latrines. About 10 facilities require government escort for access, and one facility requires cell phones to be secured. The collective bargaining agreement is effective through September 30, 2025. Key personnel resumes are required both with proposal submission and within one week of award. Products used include jumbo, coreless, and regular 2-ply paper products, with Sierra Soft Foam Hand Wash 1.25 liter refills for soap dispensers.

2. QUESTION: Can you publish the list of attendees from the Site Visit?

ANSWER: List of attendees will be provided within attachment 6.

3. QUESTION: During the site walk multiple hand sanitizer stations were mounted on the walls. Is the contractor responsible for hand sanitizer?

ANSWER: No.

4. QUESTION: Will the government please allow the pricing sheet to be 4 decimal places ($0.0125)? With the amount of square footage in this contract, even half a cent can make a considerable difference.

ANSWER: Yes, revised pricing worksheet will be provided.

5. QUESTION: Will the government be providing a building for the contractor for supply storage and deliveries? Will the government please provide the building number? Will the government please provide the SF of the space and if it will have a loading dock?

ANSWER: Yes, space can be made available (upon request) in the basement of building 4700 to store supplies. The square footage of the space is approximately 1,035 sqft. The loading dock would be available for use.

**Contractor must notify the government of their request to use storage space so it can be properly documented with Real Property – Space Utilization Department.

6. QUESTION: Per Performance Work Statement (PWS) 3.1, is there a government owned building or office in this parking area?

ANSWER: No, it is only a gravel parking lot.

7. QUESTION: Per PWS 3.4, please confirm that the contractor is not allowed to utilize POV to move from building to building.

W9124L-25-R-A006 Post Custodial Recompete - Fort Sill

ANSWER: POV’s are not authorized for the custodial crew to work out of.

8. QUESTION: Per PWS 3.4, please confirm that the incumbent contractor is not utilizing

POV.

ANSWER: Please refer to the PWS paragraph you mentioned for current standards set for this contract.

9. QUESTION: Per PWS 3.5, are utilities in place for the contractor parking area? Or would utilities need to be brought in if needed?

ANSWER: No utilities are available in the gravel parking space.

10. QUESTION: Per PWS 5.3.6.4.1, Resupplying Dispensers – During the site visit all toilet dispensers that we saw were empty. Please confirm that this is not covered in the current contract but is required in the solicitation.

ANSWER: The standards are clearly set in the PWS paragraph you mentioned for this solicitation. Please refer to the PWS.

11. QUESTION: Will the contractor need to be CIMS Certified at the time of proposal submission?

ANSWER: Per PWS para 4.3.2, the contractor shall adhere to Army Regulation AR70- 14-10.a and CIMS-GB standards.

12. QUESTION: Is the work required to be completed during the day or at night?

ANSWER: Per PWS para 1.7.5 the hours of operation are between 7:30am to 4:00pm.

13. QUESTION: Will the contractor have keys for all buildings to gain access as needed for cleaning?

ANSWER: The contractor will have access to all facilities during normal working hours.

If facilities are locked, the government will assist with getting the contractor authorized access.

14. QUESTION: Per Technical Exhibit (TE) C, the column labeled “reimbursed” – What is reimbursed for that building? Floor work? All cleaning? Restrooms?

ANSWER: This column is for government use only to track customer status. It has no bearing on the contractor.

15. QUESTION: Per TE C, there are several buildings that are identified as reimbursable. Is it right to assume these buildings will be accounted for in the Firm Fixed Price (FFP)?

ANSWER: Yes. These facilities are accounted for in the FFP. This column is utilized by the government to track customer status.

16. QUESTION: For each level of service, is the total SF presented the total per month for cleaning?

ANSWER: The square footage provided on Attachment 4 – Pricing Worksheet and Technical Exhibit C - Facility Listing and Estimated Workload is the total amount of square footage for each building. It does not represent the total square footage to be cleaned under each level of service. The actual square footage to be cleaned will vary depending on the specific requirements of each level of service.

17. QUESTION: When putting in prices in columns B-F, these prices are not calculating for the reimbursement CLINS in columns J-N.

ANSWER: Reimbursable CLINs do not contain square footage at the start of the contract. Please input your pricing in the purple boxes for future pricing, however reimbursable totals will not calculate any amounts into the total proposal. They will not be included in the Total Evaluated Price (TEP).

18. QUESTION: Columns J-N are only calculating 1 (one) month of time and not the entire base year.

ANSWER: This will be corrected, and a revised pricing sheet will be provided.

19. QUESTION: The pricing sheet (Attachment 4) shows no square footage for CLINs 0007 & 0008 (Green service level) or for the IDIQ CLINs 0009 through 0013. Is this intentional or should there be square footages listed for these CLINs? Are they part of the TEP?

ANSWER: Please see response to questions #17.

20. QUESTION: PWS 5.1 and 8.1 reference TE-H Floor Plans, but no TE-H document was provided with the solicitation. Please provide the TE-H Floor Plans, if available.

ANSWER: Not currently available.

21. QUESTION: PWS 5.3.2.1 Removable Walk off Mats – Is the contractor to provide the walk off mats, or will the Government provide them? If the contractor, please provide a list of quantities, locations, and sizes of walk off mats.

ANSWER: The contractor will not provide walk off mats, only clean/service them.

22. QUESTION: PWS 1.4 Scope states that as ordered/requested tasks include “cleaning of windows located on exterior walls (ground floor and above) to prevent algae/moss/mold growth.” However, PWS 5.3.10 Exterior Glass states that “the Contractor shall clean exterior glass surfaces (windows surrounding entrances and exits of contracted buildings [but not windows located on exterior walls], doors, and transoms).”

a. Please confirm the contractor is to clean only those glass surfaces surrounding entrances/exits and no other exterior windows/glass.

ANSWER: As the PWS states “As Ordered / Requested Task included (based on separate CLIN structure and applying a reimbursement MOA, as required)”. This is not a part expected required service. You would need the capability to perform if requested and the separate CLIN would then be modified to the contract, and it would be a direct cost to the requesting unit. Section 5.3.10 of the PWS refers to what is expected as part of the required service.

23. QUESTION: PWS 5.4 CDC/CYSS – Please confirm there are no CDC/CYSS areas to be cleaned under this contract.

ANSWER: There will be no CDC/CYSS as a part of this contract.

24. QUESTION: PWS 5.5 Gyms/PFCs – Please confirm there are no Gyms/PFC areas to be cleaned under this contract.

ANSWER: There will be no Gyms/PFCs as a part of this contract.

25. QUESTION: The following discrepancies exist between the Attachment 4 Pricing Worksheet and Technical Exhibit C Facility Listing and Estimated Workload. Please confirm quantities of SF per month for these CLINs:

a. CLIN 0001 lists 1,346,660 SF per month, but TE-C shows 1,346,660 SF twice/month, which is 2,693,320 SF per month.

b. CLIN 0002 lists 82,636 SF per month, but TE-C shows 82,636 SF once/week, which is 330,544 SF per month (assuming 4 weeks per month).

c. CLIN 0003 lists 408,559 SF per month, but TE-C shows 408,559 SF once/week, which is 1,634,236 SF per month (assuming 4 weeks per month).

d. CLIN 0004 lists 24,728 SF per month, but TE-C shows 24,728 SF twice/week, which is 197,824 SF per month (assuming 4 weeks per month).

W9124L-25-R-A006 Post Custodial

e. CLIN 0005 lists 7,073 SF per month, but TE-C shows 7,073 SF thrice/week, which is 84,876 SF per month (assuming 4 weeks per month).

f. CLIN 0006 lists 2,595 SF per month, but TE-C shows 2,595 SF thrice/week, which is 31,140 SF per month (assuming 4 weeks per month).

ANSWER: The square footage that is listed in Attachment 4 and Technical Exhibit C represent the total amount of square footage there is in each building. Offerors shall base their proposed price per square foot on the actual square footage to be cleaned, taking into account the required frequency of services per month, and incorporating all associated costs – including labor, overhead, general & administrative (G&A) expenses, profit, and any other applicable factors. The intent is for the price per square foot to fully reflect the level of service required under each CLIN.

26. QUESTION: The Continuation of Supplies or Services and Prices/Costs in the solicitation document has the contractor pricing per “job.” Should the unit price be the price per SF or the annual price from Attachment 4?

ANSWER: The Quantity on the awarded contract will be One (1) and the Unit Price will be Job. Utilizing this allows more flexibility for potential changes on the contract.

27. QUESTION: PWS 2.1.1 - AbilityOne Commission is described in 2.0 Definitions and Acronyms, but there is no mention of using AbilityOne elsewhere. Is the Offeror required to use AbilityOne in any capacity upon contract award?

ANSWER: No, the Offeror is not required to use the AbilityOne Program for this requirement.

28. QUESTION: Please confirm whether the use of small utility vehicles is authorized on Fort Sill for custodial contractors to perform tasks across dispersed buildings and locations.

ANSWER: As per PWS para 4.4: “The contractor shall ensure all equipment shall meet applicable Federal, State, local, DoD and Army laws, codes, regulations, and other requirements.” This means all vehicles utilized must be properly licensed, insured and road authorized to drive on Ft. Sill.

29. QUESTION: PWS 1.7.11.5 Contractor Key Personnel states, “Contractor shall provide a resume of key personnel, who will be designated in writing, to the KO and COR within one week of the contract award (List of Attachments and Exhibits, paragraph 8.1, Technical Exhibit B Deliverables [FY26-FY30]).” However, Solicitation page 83, Volume II Staffing Plan (Custodial Services), states that the Offeror shall include “Resumes for all proposed key personnel (e.g. supervisors, project managers, etc.)” with their proposal submission.

W9124L-25-R-A006 Post Custodial

a. Please confirm whether key personnel resumes are required with the proposal or within one week of contract award.

ANSWER: Resumes for key personnel are required to be submitted with the proposal and again within one week of award. While this acquisition will be awarded on a price-only basis, resumes submitted with the proposal are required for informational and responsibility-related purposes only and will not be evaluated as part of the source selection process. Resumes submitted post-award will be used to confirm that proposed personnel meet any applicable qualifications identified in the PWS.

30. QUESTION: PWS 3.1, is there an office and supply storage building on the 26,000 SF parking area? If not, can the contractor place temporary trailers on the parking area?

ANSWER: No.

31. QUESTION: PWS 3.5, the paragraph state the Government shall not provide any utilities. Does this just apply to the Government provided parking area? Will the Government provided utilities in the various buildings requiring service - such as water for mopping on electric for vacuuming?

ANSWER: Yes, water and electricity are provided in the buildings being serviced.

32. QUESTION: TE C, The exhibit has some buildings highlighted with a blue background, and the column titled "Reimbursed" is marked yes. Can you please explain what this means?

ANSWER: It is designation markers for government to track specific types of customers.

33. QUESTION: PWS 1.4 & 2.1.15, PWS Paragraph 1.4 states the contractor is to clean windows on exterior walls ground floor and above. Paragraph 2.1.15 defines exterior window as windows surrounding entrances and exits but not windows located on exterior walls. Which definition is correct?

ANSWER: PWS para 1.4 states: “As Ordered / Requested Task included (based on separate CLIN structure and applying a reimbursement MOA, as required)” Meaning the contractor should have the capability to perform, but it would be a modification to the contract and have a separate CLIN for this effort. PWS para 2.1.15 is nothing more than definition and acronym portion of the PWS.

34. QUESTION: PWS 4.0, is the use of contractor owned motor vehicles and/or electric golf carts allowed on Fort Sill?

ANSWER: As per PWS para 4.4: “The contractor shall ensure all equipment shall meet applicable Federal, State, local, DoD and Army laws, codes, regulations, and other
