McCoy Q&A
| No. | Section No. | Subsection, Paragraph, or Bullet No. | Page No. | Question |
| 1 | L | Addendum to 52.212-1, I.C.4.c(3) | 109 of 114 | Will the Government please consider expanding the Past Performance Volume Summary Page count from one page to at least three pages? |
| Answer | Three pages is acceptable to the Government | |||
| 2 | L | 109 of 114 | The Government did not place a limit on the number of past performance citations that a prime and its' major subcontractors may submit (Attachment K). Was this an oversight, or was it intended? If no limits are placed on the number of project descriptions, the volume could be quite large with a significant number of Past Performance Questionnaires for the Government to collect and track. | |
| Answer | The offeror shall limit the submission for the Past Performance contracts listed in their Volume III submission to five. | |||
| 3 | L | Addendum to 52.212-1, I.C.4.c(3) | 108 of 114 | Specific Relevant Contract forms are limited to no more than 3 pages per reference. One of the items Attachment K requests is negative performance documentation. Is the Government anticipating at documentation excluded from the 3-page limit? Please clarify. |
| Answer | The Government will increase the page limit to five. Yes, this documentation is excluded from the five page limit. | |||
| 4 | L | Addendum to 52.212-1, I.C.4.c(3) | 108 of 114 | One of the items Attachment K requests is negative performance documentation. Specifically, the Government has requested, "A copy of any cure notices, show cause letters or contract discrepancy reports received on each contract listed and a description of any corrective |
action by the offeror or proposed subcontractor." If an offeror may also provide positive performance documentation in completion of Attachment K, would such documentation be excluded from the 3-page limit per reference?
Additionally, may an offeror also provide positive performance documentation - not counted in the 3-page limit?
| Answer | Yes, this documentation is excluded from the five page limit. Additional positive performance documentation can be added, however, this will be counted on the five page limit. | |||
| 5 | L | Addendum to 52.212-1, I.C.4.c(3) | 108 of 114 | Summary Page and Specific Relevant Contracts Format reference Attachment 2. There is no Attachment 2. Does the Government mean Attachment K? Please clarify. |

| 6 | L | Addendum to 52.212-1, I.C.4.c(3) | 108 of 114 | Consent Letters reference Attachment 1. There is no Attachment 1. Does the Government mean Attachment J? Please clarify. |

| 7 | PWS | 2.2.3 | 64 of 114 | Project Manager, Dining Facility Manager(s), Quality/Safety Manager, Quality/Food Safety Training Manager, and Supervisory (PWS 2.2.3.1) as key personnel. However, Addendum 52.212-1, I.C.4.b(4), page 106 of 114 does not list the Quality/Food Safety Training Manager. Was this omission intentional, or should we assume that, as a stated key position a resume will be required for this important position? |
| Answer | The Quality/Food Safety Training Manager has been added to Addendum. Resumes are only required IAW PWS 2.2.3, however, for evaluation purposes, you need to submit the information required IAW 52.212-1 and it's Addendum | |||

| Answer | The PRS identifies the items that the Government will be performing inspection on a monthly basis to determine successful services. There are other ancillary services within the PWS i.e. 12% of contract price that is not included in the PRS items. However, the mere fact that these services are not included within the PRS does not prevent the Government from inspecting these services as required. | |||

Request for relevant information: Nondisplacement of Qualified Workers Under Service Contracts; The regulations require that workers on a federal service contract who would otherwise lose their jobs as a result of the completion or expiration of a contract be given the right of first refusal for employment with the successor contractor.
Since the Federal Government’s procurement, interests in economy and efficiency are served when the successor contractor hires the predecessor’s employees. Government studies have shown that a carryover work force reduces disruption to the delivery of services during the period of transition between contractors and provides the Federal Government the benefits of an experienced and trained workforce that is familiar with the Federal Government’s personnel, facilities, and requirements.
As an LPTA contract, the new proposals may significantly underprice the labor, and create a signficant staffing risk. Please provide all Offerors, the number of incumbent employees employed on the contract over the past year.
The employee wages and benefits are the major direct cost passed through as a direct cost to the government. Will the Union provide the current seniority list; if this information is not provided, this creates a significant competitive advantage to all new bidders. Will the Government please provide:
| a. | A copy of the current contractor's personnel seniority list so that each offeror may more accurate price for accumulation of vacation time for each employee. | ||||
| b. | The average number of years of seniority for the non-key incumbent employee pool. | ||||

Such list shall also contain anniversary dates of employment on the contract either with the current or predecessor Contractors of each such service employee. The Contracting Officer shall turn over such list to the successor Contractor at the commencement of the succeeding contract" | ||||
| 36 | PWS | 6. Contractor Furnished Equipment | 83 of 114 | Is there a Government maintenance team that will replace light bulbs, or will this be a responsibility of the Food Services contractor? | |

| 37 | Volume II – Technical Volume | Attachment H - Staffing Matrix | 106 of 114 | How many contract employees are currently working under this contract as full-time? and part-time? | |

| 38 | PWS | 6. Contractor Furnished Equipment | 83 of 114 | Will Ft. McCoy provide a the successful contractor with internet access to facilitate backoffice support to the site team? Is there an internet service provider(s) that the contractor can use at the Fort McCoy facility? | |
| Answer | During the Phase-in period, the Government will not provide office space to the successful contractor. After Phase-in, the Government will provide Building 1601 to the successful Contractor. This building has Government internet access for Government-provided computers. The successful Contractor may set up their own internet access in this building with a commercial provider after coordinating this with the Fort McCoy Network Enterprise Center. | ||||
| 39 | PWS | 6. Contractor Furnished Equipment | 83 of 114 | Is the contractor required to provide any type of trash containers, dumpsters, and/or roll offs, or will these items be Government furnished? | |
| Answer | The Contractor is not required to provide any type of trash containers, dumpsters, and/or roll offs. Please note that for all Contractor-purchased office equipment, the Contractor is responsible for disposal off Fort McCoy. Fort McCoy will not accept Contractor-purchased office equipment for disposal. | ||||
| 40 | PWS | 6. Contractor Furnished Equipment | 83 of 114 | The RFP did not show any information concerning the PM Office, Supply & Equipment storage areas or the housekeeping closets. Please provide the locations and dimensions of these spaces that will be made available on-site for contractor management and performance operations. | |
| Answer | The Government will provide building 1601 on Fort McCoy for the PM office and supply/equipment storage area. The approximate square foot of this building is 4,175. This building is approximately half office space and half supply storage area. This building was pointed out during the site visit. | ||||

The Contractor shall provide the definitive listing of all its key personnel to the contracting officer within ten (10) calendar days after notice to proceed date. Key positions must be filled within 24 hours of being vacated, as a temporary mitigation and filled within 30 days with a permanent employee. The Contracting Officer’s Representative (COR) must be notified immediately upon temporary replacement of key personnel and the contracting officer must be notified within 72 hours. Key personnel will not be permanently replaced without prior notification of the contracting officer. Prior to employment, the Contractor will provide a resume for personnel proposed to permanently fill key positions. The Government reserves the right to review qualifications. Named Key Positions are to be not less than one (1) FTE." |
As the RFP and workload data indicate, none of the Ft. McCoy dining facilities are projected to operate more than 200 days per year, as a result there would not be a requirement for an FTE Dining Facility Manager and alternate as shown in Attachment H. The above referenced paragraph states that all Key Positions must be at least one (1) FTE. Is it the Government’s expectation that the Offeror show the Dining Facility Managers in the PMO as full-time equivalents? Is it required that the Offeror show a Full FTE Dining Facility Manager for each Dining Facility with projected operational days? Please clarify.
| Answer | It is the Government's expectation that the Offeror show all dining facility managers/alternates in each headcount band for each dining facility in the Staffing Matrix. Dining Facility managers are not to be show in the PMO. The PWS has been updated/corrected. | |||
| 42 | L | ADDENDUM TO 52.212-1 | 106 of 114 | Table 2 – Proposal Submittal Instructions and Format. The instructions for electronic submittal format is Word or Excel. However, many of the Government's forms are PDF and PDF fillable forms. Will the Government please consider allowing the Offerors to provide text files in searchable PDF format and the Excel submittals in working Excel format? |
| Answer | There is no change to the solicitation submission requirements. | |||
| 43 | PWS | 2.2.3 Key Personnel | 66 of 114 | In 2.2.3 Key Personnel of the PWS, the Quality/Safety Manager requirements description states, " At a minimum, the QSM must have current food protection manager certification in accordance with the paragraph 2-102.20, and must be able to demonstrate application of Hazard Analysis and Critical Control Point (HACCP) principles in accordance with the." | Answer | PWS has been updated/corrected. | |||
| 44 | L | Vol. 3 Past Performance; para. c | 108 of 114 | The Government has provided a template, Attachment J, Subcontractor Consent form for Release of Information; however, the Government did not provide a template for client release of commercial contract information although cited in Para. c of the proposal instructions, "For each identified effort for a commercial customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror’s performance." Will the Government please provide this template as an additional template to the RFP? |
| Answer | Template for "Client Authorization Letter" has been included under Attachment J | |||
| 45 | L | B.1 | 102 of 114 | With respect to the last State of WI's endeavors with an R-SA qualified contractor, have they request to be allowed to bid on this contract? |
Also, pursuant to the court case of "STATE OF WISCONSIN DEPARTMENT OFWORKFORCE DEVELOPMENT, DIVISION OF VOCATIONAL REHABILITATION, OPINION and ORDER Plaintiff, 09-cv-011-bbc
v. UNITED STATES DEPARTMENT OF EDUCATION, MARGARET SPELLINGS, in her official capacity as Secretary of the United States Department of Education, and JANET DICKEY" will the Government be reviewing the State's last past performance on the Ft. McCoy Food Services contract with Janet Dickey and Blackstone Consulting, Inc. ?
| Answer | The SLA has expressed interest in FFS at Fort McCoy. Per the RFP, all timely submitted offers will be evaluated per the terms of the RFP which includes a past performance evaluation factor. If the WI SLA submits an offeror, the WI SLA will also be evaluated IAW theRFP which again includes a past performance evaluation factor. | |
| 46 | The last two procurements for the Full Food Services at Fort McCoy were set-aside as Woman-Owned Small Business (WOSB). DCT Incorporated believes that the solicitation should NOT be solicited as a Small Business but remains set-aside as a Woman-Owned Small Business. DCT Incorporated and another vendor that is WOSB are both listed as interested vendors for this procurement and both companies had attendees at the site visit. Therefore, the government has reasonable expectation that two or more WOSB vendors may make offers. We have provided the portion of the set-aside procedures for your convenience. |
19.1505 Set-aside procedures.
(c) A contracting officer may restrict competition to WOSB concerns eligible under the WOSB Program (including EDWOSB concerns), for requirements in NAICS codes designated by SBA as substantially underrepresented if there is a reasonable expectation based on market research that—
(1) Two or more WOSB concerns eligible under the WOSB Program (including EDWOSB concerns), will submit offers and;
(2) Contract award may be made at a fair and reasonable price.
(d) The contracting officer may make an award, if only one acceptable offer is received from a qualified EDWOSB concern or WOSB concern eligible under the WOSB Program.
(e) The contracting officer must check whether the apparently successful offeror filed all the required eligibility documents, and file a status protest if any documents are missing. See 19.1503(d)(2).
Based on the fact that the past two Contracts set-aside preferences were for WOSB, DCT Incorporated requests that the agency modifies the solicitation to issue as a WOSB set-aside, not as Small Business set-aside.
| Answer | The published RFP's 100% total small business set-aside under FAR 19.5 will not be changed. Prior to publishing the RFP and IAW FAR 19.203(c) and FAR 19.502-2(b), the contracting officer considered the results of market research and the agency progress in fulfilling its small business goals in determining that total small business set-aside was appropriate for this RFP. Further, the results of the market research, conducted prior to publishing the RFP IAW FAR, did not support FFS at Fort McCoy being set-aside for the small business socioeconomic contracting programs (i.e., 8(a), HUBZone, SDVOSB, or WOSB programs), but instead supported a 100% set-aside for total small business IAW FAR 19.502-2. All laws, regulations, and policies were followed in making this determination prior to publishing the RFP. | ||
| 47 | 2.2.1.2 | 63 | Employee Heath, Hygiene and Dress Code: It states: "The Contractor shall ensure employees wear an approved government uniform. The Contractor shall submit uniforms to the COR 10 days after the award to determine acceptability." |
Question: What is the required dress code standard for the following positions: Project Manager, Quality/Safety Manager, Quality/Food Safety Training Manager, Dining Facility Manager, Cook II, Cook I, Food Service Worker, Administration/AFMIS Clerk, Rations Clerk, Cashier?
| Answer | The Government does not have specific uniform requirements for each position. The Government's expectation is that the Contractor's employees will present a sanitary and highly professional food service appearance in relation to the specific duty positions they each hold. Current food service industry holds many examples of professional food service uniforms for consideration. | ||
| 48 | 2.2.3 | 66 | Key Personnel; Under Dining Facility Manager (s) (Key): It states: "Dining Facility Manager or alternate must be on site full time during dining facility operational hours..." |
Question: What are the on-site requirements for the Project Manager, Quality/Safety Manager and Quality/Food Safety Training Manager?
| Answer | There are no specific on-site requirements for the Project Manager, Quality/Safety Manager and Quality/Food Safety Training Manager; however, since all of these positions are FTEs, it is the Government's expectation that they will be on duty at Fort McCoy as full-time employees operating successful food service operations. | ||
| 49 | 2.2.3 | 66 | Key Personnel; Under Quality/Safety Manager (KEY): It states: "The Contractor will maintain proof of valid (unexpired) QSM food safety certification on file for inspection at all times." |
Question: Is this certification different then the previously mentioned "current food protection manager certification"?
| Answer | The certification is not different than the Current Food Protection Manager Certification. | ||
| 50 | 3.1.2.3 | 75 | The contractor shall safeguard and serve food during serving periods at each dining facility operated; under d) STD: "Serve at a minimum of 8.5 diners per minute per full food service line, or 10.5 diners per minute for a full food service line plus short order section". |
Question: Please clarify: Breakfast serving line requirements would be a minimum of 8.5 diners per minute? And if the lunch and dinner servings lines are a combination to include both main line and short order the minimum serving line requirement if 10.5 per minute?
| Answer | The breakfast meal standard is 8.5 diners per minute. When the lunch and dinner main line and short order line food items are combined into one single service line, the standard is 8.5 diners per minute. | ||
| 51 | 3.1.2.3 | 75 | The contractor shall safeguard and serve food during serving periods at each dining facility operated; under f) STD: "Operate hot and cold serving lines, beverage lines and dining rooms based on projected headcounts and design capacity of dining facility." |
Question: What are the minimum serving line requirements based on the projected headcount to operate more than one serving line?
| Answer | The Government does not have a specific projected headcount to operate a second serving line, beverage line, dining room, etc.; however, dining facilities on Fort McCoy feed Soldiers in a training environment.
