About this file

This document presents the evaluation criteria for award of a firm-fixed-price contract or purchase order for appliance repair and maintenance services, specifically for washers and dryers. The Government will employ a Lowest Price Technically Acceptable (LPTA) evaluation methodology, awarding to the responsible offeror with the lowest evaluated price among all technically acceptable quotes.

The technical evaluation employs a pass/fail rating system requiring quotes to achieve an "Acceptable" rating to proceed to price evaluation. Offerors must demonstrate clear understanding of and ability to meet all Performance Work Statement requirements through submission of a comprehensive technical approach addressing repair services (including demand maintenance order response and completion timeframes), preventive maintenance procedures, and equipment hook-up and salvage methodologies. The management approach section requires identification of a Program Manager and Alternate Program Manager, with the PM resume demonstrating experience managing similar-sized requirements, plus evidence of personnel qualifications and maintenance of current appliance manufacturer certifications. Offerors must submit three mandatory plans: a Quality Control Plan addressing process control, inspection procedures, discrepancy identification and correction, root cause analysis, and customer feedback; a Safety Plan detailing OSHA and Army safety regulation compliance; and a Physical Security Plan describing facility safeguarding, unauthorized access prevention, and key control procedures. Failure to meet any minimum technical requirement results in an "Unacceptable" rating and ineligibility for award. The price evaluation assesses total evaluated price fairness and reasonableness, requires completion of the pricing schedule for all contract line items covering the base year and all option years, and selects the lowest-priced technically acceptable offeror pending a responsibility determination.

Evaluation Criteria for Award

1. BASIS FOR AWARD.

Award Decision: The Government intends to award a single Firm-Fixed-Price (FFP) contract or purchase order to the responsible offeror whose quote, conforming to the solicitation, is determined to be the most advantageous to the Government, based on a Lowest Price Technically Acceptable (LPTA) evaluation process.

Process:

Technical Evaluation: Quotes will first be evaluated for technical acceptability on a pass/fail basis against the Technical factor. A quote must receive an "Acceptable" rating for the Technical factor to be considered for award.

Price Evaluation: The prices of all technically acceptable quotes will be evaluated for fairness and reasonableness.

Selection: The award will be made to the offeror with the lowest evaluated price among all technically acceptable quotes.

Offeror Responsibility: The Government will also assess the offeror's responsibility. An offeror must be determined responsible to be eligible for award.

2. EVALUATION FACTORS

The evaluation will consist of two (2) factors:

Factor 1: Technical

Factor 2: Price

To be eligible for award, an offeror must receive a rating of "Acceptable" for the Technical factor.

Rating Description Acceptable The quote clearly meets the minimum requirements of the solicitation.

Unacceptable The quote does not clearly meet the minimum requirements of the solicitation.

3. FACTOR 1: TECHNICAL EVALUATION

To achieve an "Acceptable" rating, the offeror’s quote must demonstrate a clear understanding of and ability to meet all requirements specified in the Performance Work Statement (PWS). The quote must, at a minimum, provide the following:

Technical Approach and Capability: The offeror must provide a comprehensive narrative detailing their approach to fulfilling the specific tasks outlined in PWS Part 5, including but not limited to:

Repair Services (PWS C.5.2): A plan for receiving, responding to, and completing Demand Maintenance Orders (DMOs) within the timeframes specified in PWS C.5.2.6, C.5.2.7.1, and C.5.11.

Preventive Maintenance (PWS C.5.10.1): An approach for conducting recurring preventive maintenance on all government-owned equipment.

Equipment Hook-up and Salvage (PWS C.5.3, C.5.4): A methodology for installing new equipment and salvaging parts from decommissioned machines.

Management Approach:

Key Personnel (PWS C.1.6.10.1): The offeror must identify a Program Manager (PM) and an Alternate Program Manager (APM). The quote shall include a resume for the proposed PM demonstrating experience relevant to managing a requirement of similar size, scope, and complexity.

Staffing and Qualifications (PWS C.1.6.8): The offeror must demonstrate how they will ensure all personnel possess and maintain current appliance manufacturer's certifications to service the washers and dryers covered under this contract.

Required Submittal Plans: The offeror must submit the following plans. The Government will evaluate these plans to ensure they are complete and demonstrate a credible approach to meeting PWS requirements.

Quality Control Plan (QCP) (PWS C.1.6.1.1): The plan must address, at a minimum, process control, inspection procedures, discrepancy identification and correction, root cause analysis, and customer feedback procedures as required in PWS C.1.6.1.1.2.

Safety Plan (PWS C.1.8.1.1): The plan must detail the offeror’s approach to ensuring all work is conducted safely and in compliance with OSHA and Army safety regulations.

Physical Security Plan (PWS C.1.6.7.1.3): The plan must describe procedures for safeguarding government facilities, preventing unauthorized access, and managing key control in accordance with Army regulations.

A failure to meet any of the minimum requirements above will result in the quote being rated "Unacceptable" and therefore ineligible for award.

4. FACTOR 2: PRICE EVALUATION

The Government will evaluate the price of all technically acceptable quotes. The evaluation will include, but is not limited to:

Price Reasonableness: The total evaluated price will be analyzed to determine if it is fair and reasonable (e.g., based on adequate price competition or other price analysis techniques in accordance with FAR 13.106-3).

Completeness: The offeror must complete the pricing schedule as provided in the RFQ. The Government will review the submission to ensure prices are provided for all contract line items (CLINs) for the base year and all option years.

The total evaluated price will be the sum of the prices for the base period and all option periods.

The offeror with the lowest total evaluated price among all technically acceptable quotes will be selected for award, pending a determination of responsibility.
