About this file
This pre-solicitation notice seeks information from industry regarding an upcoming Request for Proposal for Soldier For Life Transition Assistance Program services. The U.S. Army Mission and Installation Contracting Command at Fort Knox intends to issue an RFP for a non-personal services contract to provide transition services to Soldiers according to established standards at locations throughout the continental United States as well as overseas areas including Korea, Kuwait, Germany and Italy. Services will include pre-separation counseling, personalized transition planning, employment assistance, and supporting career events. The contract is anticipated as firm-fixed-price with some cost-reimbursable elements for travel and other direct costs. The acquisition will use a tradeoff best value approach and is set aside entirely for Service-Disabled Veteran-Owned Small Businesses. The performance period is expected to consist of a two-month phase-in, a ten-month base period, and four option periods of twelve months each. Industry is asked to review the draft RFP and provide any questions or comments by November 5, 2019 to help finalize the solicitation. The anticipated release date for the RFP is November 19, 2019, allowing 30-40 days for proposal responses.
