About this file

This document provides details for a forthcoming solicitation seeking transition assistance program services for Soldiers. The U.S. Army Mission and Installation Contracting Command at Fort Knox intends to issue a request for proposal for a non-personal services contract to provide transition services to Soldiers in accordance with applicable regulations and directives. Services will include pre-separation counseling, transition planning, career skills support, employment assistance, and coordinating with employers. Support will be provided throughout the continental United States as well as locations in Korea, Kuwait, Germany and Italy. The contract is anticipated to have a firm fixed price structure with cost reimbursable travel and other direct costs. The acquisition will use a tradeoff best value approach with performance consisting of a phase-in period, a 10-month base period, and four 12-month option periods starting July 4, 2020. The NAICS code is projected to be 624310 with a $11 million size standard. The acquisition is reserved as a 100% set-aside for service-disabled veteran-owned small businesses. The solicitation is planned for release on or around November 19, 2019 with a 30-40 day response time. Industry is requested to review attached draft documents and provide any questions or comments by November 5.
