1. Is the current contractor operating to Cleaning Industry Management Standards and is this a requirement for certification at the time of the proposal submission?

ANSWER: Yes

2. Does the facility limit the use of KiaVac, microfiber, Tom Cat, backpack vacuum use or any other specific equipment?

ANSWER: No

3. Are there janitorial closets on each floor and at each location?

ANSWER: Yes

4. Is there a current union agreement in place that should be considered for the pricing?

ANSWER: No

5. Has a crystallization method ever been utilized on any of the flooring?

ANSWER: No, we are not aware of any crystallization methods being utilized.

6. Are the Quality Control Inspectors (QCI) required to be on site and specifically dedicated to this operation or can they be a designated/qualified company representative? Example would be our operations manager, an area super intendant or general manager. Is there a minimal amount of hours that must be met specifically on site?

ANSWER: No, they need to be independent of each other. There is not a minimum number of hours on site.

7. Will all incumbent employees be allowed to keep their current badging, or will they be subject to the badging process and wait period?

ANSWER: Badges will be issued in accordance with the new contract award. See the Fort Jackson Vetting Policy in the solicitation.

8. Section 2.5.6 mentions disposal including hazardous materials. Is the contractor responsible for the disposal of hazardous materials and, if so, is there an EPA ID number that can be provided to allow me to get the most accurate quote possible?

ANSWER: There should be no hazardous materials.

9. Should pricing include lab pack materials and drums for hazardous waste? Is there a list of historical collected materials and quantities that could be provided?

ANSWER: There should be no hazardous materials.

10. Is the contractor permitted to purchase from fueling station on base for vehicles or are they to purchase fuel off base?

ANSWER: The fueling station is for Government vehicles only. The Army & Air Force Exchange Service (AAFES) Service Stations can be utilized.

11. Is the contractor responsible for periodic replacement of floor mats?

ANSWER: No

12. Is the contractor permitted to have product specific dispensers installed per base process, should our products be different from the current in use?

ANSWER: If the company product dispensers differ from the current in use, replacements are permitted (only in CDC area) but they must be approved for use in areas occupied by children.

13. Are work orders and periodic work actions tracked in CMMS or a similar system that the contractor needs to be adept?

ANSWER: No

14. Under Volume II Technical Proposal, it lists Tab A – Management Approach outlining the approach and organization chart with management structure, and a quality control plan and QASP. Then Tab B – Element 2 Staffing which requires a staffing plan with LCATS, number of personnel, job qualifications and certifications to be submitted.

Can you clarify the requirement?

ANSWER: See Pricing matrix, Attachment 3

15. Page 127 of 144 under Section M Basis for Award and Evaluation Criteria, it lists the following factors and elements stating that the proposal will be evaluated under three evaluation factors: Technical, Price and Past Performance. It then lists the following:

• Factor 1: Technical

• Element 1 – Management Approach

• Element 2 – Staffing Approach

• Factor 2: Price

• Factor 3: Past Performance

We have not found in Section L a Factor 3: Past Performance mentioned.

ANSWER: See Volume IV – Past Performance

16. There is no mention of how many projects are to be furnished by Offeror nor requirements of the projects. Please advise how many projects and what information is required.

ANSWER: Two. The SSI (Soldier Support Institute) one (1) building, and CDC (Child Development Centers) nine (9) buildings.

17. In the Evaluation Criteria, there is no mention of the criteria required for the Past Performance although it states it will be evaluated. Please advise if Past Performance is required and what criteria the Government would prefer.

ANSWER: See Volume IV – Past Performance.

18. Will the government consider accepting another round of questions after the site visit is completed?

ANSWER: Questions were allowed after the site visit and due by 11:00 am on 7 February 2024.

19. The solicitation provides an anticipated start date of 18 March 2024, but an anticipated award date of 29 March 2024. Will the government please provide clarification or a revision to the provided dates?

ANSWER: The contract start date (phase in) will be 18 March 2024 with anticipated award date of 15 March 2024.

20. Key Personnel: Can the Project Manager also perform as the Quality Control Manager, or does the government require these positions to be individually staffed?

ANSWER: No, they need to be staffed individually.

21. Can the government please clarify the Past Performance requirement for offeror proposals? There is no Past Performance requirement in the solicitation’s Instructions to Offerors. However, Past Performance appears as Evaluation Factor 3 on pages 142 and 144 of the solicitation.

ANSWER: See Volume IV – Past Performance.

22. Does the government intend to publish a standardized excel file for offeror’s to apply pricing, or does the government want offerors to submit their in-house excel file for the pricing component of the proposal?

23. Who is the incumbent? What is the contract number? What's the total value of the contract?

25. Number of stories per building?

ANSWER: Building 10,000 has four stories and a ground floor. All other buildings are one story.

26. Flooring: Can a portable carpet cleaning extractor be used on all floors to avoid need for a sub-contractor?

ANSWER: Yes

27. Flooring: Please provide Sq. footage of VCT, Carpet, terrazzo, etc. per building

ANSWER: We do not have that info

28. Waste Removal - Unclear about hauling waste requirements, please confirm govt.to provide service to remove off site.

ANSWER: Refuse will be disposed of in dumpsters located outside of buildings.

29. Locations: Confirm only the 9 buildings are on frequency schedule and all other facilities at Fort Jackson to be as requested for event or emergency only?

ANSWER: At this time there are only nine buildings on this contract.

30. Identify how the cost for emergency and event cleaning will be determined?

ANSWER: This “Emergency Service Cleaning” CLIN will be removed for SSI. The CDC “Emergency Service Cleaning” CLIN will be a Not to Exceed” amount.

31. Is the sq. footage cost to be used for the emergency cleaning and special event cleaning?

ANSWER: The CDC “Emergency Service Cleaning” CLIN will be a Not to Exceed” amount.

32. Locations: Provide distance between all buildings?

ANSWER: They are all within a 1.5-mile radius.

33. Storage and Access: Is there a janitorial closet in each building.

ANSWER: Yes

34. If not, please provide locations of janitorial closets?

ANSWER: NA

35. Storage and Access: Is there a washer and dryer hook up available for contractor use? If so, where is it located?

ANSWER: No

36. How long does the average clearance take?

ANSWER: Usually badges take about a week, depending on Forth Jackson Physical Security Office workload.

37. Is there a cost to the contract for clearance / badge issuance?

ANSWER: No

38. 3.0 Work Capability Levels – CDC and Youth Services - What does the number between the frequency and description mean in the blue highlighted section? Ex. D2,BO and 2Y 6,BS

ANSWER: It’s for Government use but describes what is to be cleaned and the frequency. The information in the Legend of Attachment 1 (3.0 Work Capability Levels) provides explanation.

39. Wage Determination: Please provide updated wage determination date 12.26.2023, rev. 24 for use or state if not applicable.

ANSWER: The current Wage Determination located on SAMS.gov is Wage Determination No.: 2015-4429 Revision No.: 24 Date Of Last Revision:

12/26/2023 and will be incorporated into the solicitation.

40. Wage Determination: Which Health and welfare rate listed on the wage determination is applicable to this contract? $4.98 per hour or $4.57 per hours? Please clearly provide amount per hour.

41. Regarding Schedule B - Please advise what the sq. footage pricing will be used for?

ANSWER: The Government need sq. footage pricing for reimbursable customers.

42. Volume III – Price - Is there a spreadsheet format the government would like used?

ANSWER: See Attachment 3 – Pricing Matrix

44. Past Performance – Factor 3 of evaluation - Please advise if contractor should include CPARS or information on contracts performed and in which volume of the proposal?

47. Is the Contractor responsible for disposing of the Waste and/or the Recycling?

ANSWER: Responsible for the waste.

48. Is there an approximate square footage for this solicitation? If not, can you provide a complete list of the facilities for this solicitation?

ANSWER: Square Footage for buildings is located in attachment #1 of the Performance Work Statement.

49. The requirement for three volumes in the proposal submission, and in accordance with the evaluation criteria stipulated, we comprehend the necessity to include past performance information. However, it is not explicitly stated in the solicitation document which volume should contain the details of past performance.

Could you kindly clarify this aspect for us?

50. Section L lists two Technical sections to address (Management and Staffing), but Section M mentions a third section, Past Performance, that is not covered elsewhere in the RFP. Will the Govt. clarify whether Past Performance is a required part of this proposal, and if so, release requirements for that information including whether it counts against the page limitation?

51. Do cover pages, Tables of Contents, and/or divider pages count against the 50-page limit in the Technical Volume?

ANSWER: Yes

52. The provided wage determination reflects $16.20 however the current rate per SAM.gov is $17.20. By paying a lower rate, this is a risk to the agency in staffing if we pay a lower rate than the minimum. WAGE DETERMINATION 07/10/23

53. Can you provide maps for all the buildings that will need to be cleaned? It is indicated in the solicitation that the maps are in Technical Exhibit 1, but I do not see them in that exhibit.

ANSEWR: Yes, maps added.

54. Can you include the types of flooring for each building?

ANSWER: There is a mixture of carpet, vinyl, and tile.

55. Can you provide the quantity and size of all trash receptacles for each building?

ANSWER: No, there is a mixture

56. Can you provide the number of restrooms, sinks, toilet tissue dispensers, urinals, paper towel dispensers, sanitary napkin dispensers, toilet seat cover dispensers, and soap dispensers for each building?

ANSWER: No, we do not have that information

57. Will WAWF be used for invoicing?

ANSWER: Yes

58. The SF 1449 in the solicitation has a revision date of 2/2012, but there is a new revision dated 11/2021. Do you still want us to use the version dated 2/2012?

61. Will the government please confirm in that volume to include our past performance?

62. The government is calling for Sanitation of the Technical, does the government want an un-sanitized version also?

ANSWER: Only a sanitized version required

63. Will the government provide the breakdown in flooring types?

ANSWER: No, there is a mixture of carpet, vinyl, and tile. They type constantly changes especially in the CDC area.

64. Please provide clarification if the offeror needs to submit Past Performances along with the submission. If yes, what is the minimum and the maximum number of past performances that we can include in our proposal?

ANSWER: See Volume IV– Past Performance. Only three (3) performances required.

65. Please provide clarification on whether resumes for key personnel (Project Manager, Quality Control Manager (QCM), Quality Control Inspectors (QCI) need to submitted along with the proposal or not? If yes, will the resumes be counted in the Page Limit?

ANSWER: Resumes are not required, but proposal need to state the number of years of experience for Quality Control Manager and Quality Control Inspector.

66. Please provide a breakage of square foot of different floor type by space (for eg:

carpet, hard floor, vinyl, wood, ceramic, cement etc).

ANSWER: Square Footage for buildings is located in attachment #1 of the Performance Work Statement.

b. Also, provide restroom sq ft and quantity of restroom fixtures (toilet, urinal, wash basin, mirror etc) Please provide quantity for the below mentioned:

67. Instructions under Volume III – Price say: The Offeror shall ensure the units prices are represented in two decimal positions only ( example $0.27, not $0.27458).

Given this drives the TEP on a contract being evaluated on an LTP basis, this could impact the award decision. We respectfully request Quidance on the expectations for rounding at the unit price and extended price level. Should unit prices and extended prices be in whole dollars ot two decimal places?

ANSWER: No rounding up or down. The Procurement System does not accept anything beyond two digits (acceptable $1.57) (not acceptable $1.57333).

Therefore, if rounding is in the calculation the total amount will not equate.

Examples below:

WRONG (ROUNDING NOT DIVIDE EVENLY)

$5.25/2 = $2.6250 does not divide evenly. Can’t round up to $2.63 or down to $2.62. Neither will equal the total amount of $5.25 ($2.63 x 2 = $5.26) ($2.62 x 2 = $5.24)

68. Instructions under Volume III – Price say: Other Than Certified Cost or Pricing Data is necessary to support a determination of reasonableness and balanced pricing, and the following must be submitted with the Volume III price proposal.

In accordance with the proposed instructions in FAR 52.212-1, the offer shall complete all CLINS including the total amount for each period and the total amount for total contract price. The Contractor shall include a spreadsheet showing a roll up of these calculations (Base CLIN, Option years and Total Contract Price).

77. During the site visit it was confirmed that the contractor is not responsible for servicing the classrooms regarding the SSI building.

78. Will the government provide an updated amount of square footage that is to be serviced by the contractor since classrooms are not needed?

79. The PWS states that the SSI building is to be serviced 3 times each week (Monday, Wednesday, Friday). However, the building manager stated in the site visit that the auditorium is vacuumed daily. Will the government clarify the frequency of cleaning for the auditorium?

ANSWER: Clean per Attachment 1 (3.0 Work Capability Levels) 3 Days a week

80. During the site visit, the Children’s Director stated that only certain products could be used to prevent illness of the children. Does the government have an approved and authorized list of products to be used? If not, will the government be willing to create a list of products to assist the contractor?

ANSWER: See PWS 2.15.5.1 Cleaning Products Approval. The Government does not currently have an approved list as products continually change.

81. During the site visit, the Children’s Director stated that high cleaning was to be done once per year, and pointed out duct work in a gymnasium that was approximately 25 feet above the floor. Will the government please clarify if such ceiling heights are to be serviced by the contractor?

ANSWER: See section 2.12 in the Performance Work Statement. States approximately six (6) feet up to ten (10) feet.

82. During the site visit, the SSI Building Manager stated that the contractor was not responsible for providing hand soap for the building. However, the RFP states the contractor is responsible for providing hand soap. Will the government please clarify if the contractor is responsible for providing hand soap for the SSI building?

ANSWER: You are not responsible for hand soap at SSI

83. What is the current Contract Value?

84. Can you clarify the hallway floor cleaning requirement for the Solomon Center.

86. What is the entire square footage for the solicitation?

It is unclear what is meant in the solicitation regarding a “detailed approach to QCP implementation”.

ANSWER: The contractor will need to develop and explain their approach on how they will manage Quality Control. The actual QCP document will be due within 30 days after contract award for the Government review and approval.

90. If a full QCP is required in the proposal, would the government increase the page limitation (50 pages) of Volume II – Technical Capability?

ANSWER: The contractor will need to develop and explain their approach on how they will manage Quality Control. Not provide the completed QCP at this time.

91. Can you please confirm building numbers and sq ft to be cleaned in the CDC area?

ANSWER: See updated Technical Exhibit 1 located in the Performance Work Statement.

92. There was discussion regarding supplies provided by the contractor such as clear vs black trash bags, paper products, etc. please clarify?

ANSWER: Clear trash bags are be used in the SSI building, no preference given for CDC. The Government supplies all paper products.

93. Clarify times when access is available for cleaning.

ANSWER: After 6:00PM at the CDCs and after 4:00PM at SSI

94. What is the current level of staffing (FTEs)?

ANSWER: The Government does not tell the contractor how many FTE’s to use to perform the contract. Current level of staffing not know.

95. Are electric vehicles, such as golf carts, provided or allowed for transporting trash or supplies?

ANSWER: The Government does not supply any type of vehicles.

96. Is building 5975 and the Solomon building the same?

ANSWER: NO

97. Is window cleaning in the SSI facility interior and exterior or interior only?

ANSWER: Both

98. How many classrooms are required to be cleaned in the CDC?

ANSWER: ALL

99. Please confirm the cleaning time for the Child Development Centers.

ANSWER: After 6:00

100. Are there any state requirements required for the staff to work in the Child Development Centers?

103. The Government used the term "Hospital Grade" cleaning is required however we do not see a reference to "Hospital Grade" in the solicitation. Please confirm offerors are required to perform at the task and frequencies identified in 3.0 Work Capability Levels. We see the term "Clinical Level of Service" in Technical Exhibit 1 however we want to ensure that the contractor is not required to perform outside the scope of the task and frequencies identified in 3.0 Work Capability Levels.

ANSWER: Caliber of the cleaning service for Child Development Services facilities will be specified as hospital-grade quality, as per AR 608-10 Ch 5-37 a.

104. For Item No. 0003 - the months provide in pricing is 11 months, however on pg 67 the months are 12 months (POP 01-APR-2024 TO 31-MAR-2025). Please confirm.

ANSWER: For Item No. 0003 - the months is 11 months, (POP 01-APR-2024 TO 28-

FEB-2025)

105. As per pricing the Period of performance months are 15 days, however scope says 30 days Phase in/out.

ANSWER: There is a 15-day phase in/phase out period.

106. Please confirm the CDCs are Enhanced Services and SSI is Standard Services level

ANSWER: Refer to 3.0 Work Capability Levels

107. Please clarify if Window Cleaning is required at Bldg. 6510 (Soloman Center), as it is not in the technical exhibit and we had a walkthrough for that building.

ANSWER: YES

108. "The Contractor shall provide a Project Manager (PM) who is responsible for the performance of the work. The PM shall havrelating to daily operation of the contract.

The name of the PM shall be provided to the KO and shall be present and on-site and available during normal duty hours." Does this mean the Project Manager must be exclusively dedicated to the contract and on site at all times during normal hours? full authority to act for the Contractor on all contract matters.

ANSWER: PM should be available while contract employees are performing duties.

109. Please clarify the "Overlapping between 2 contractors in the Soloman Center during special events"? It was explained to us there another contractor for special event cleaning and we handle regular cleaning and we cross over at certain times. And cleaning more then what we paid for.

ANSWER: No overlapping of between contractors. Government employes currently clean the Soloman Center.

110. Why is there no Day Porters factored at CDC's. It was stated that "The Government. Maintenance Team does a "Mid-Day Trash Pull" at the CDC's on behalf of the Contractor.

ANSWER: If you can coordinate with the CDC that’s fine; but they don’t want contractors working when kids are in the rooms.

111. "Please clarify Complete Construction Schedule for the CDC's specified? It was stated that: ""Large CDC (4581) will closing"""

ANSWER: Bldg. 4581 will close around 15 March and be closed for at least one (1) year for renovation work. Some of their services will be moved to the Solomon Center Bldg. 6510. When the work is completed bldg. 4581 will open back up.

This solicitation will cover the Solomon Center for one (1) year. The option years starting 2025 will cover building 4581 when reopened.

112. "2.4.3.3 Quality Control Manager (QCM) The Contractor shall designate a full time QCM on site during normal duty hours." Does this mean the Quality Control Manager must be exclusively dedicated to the contract and on site at all times during normal hours?

ANSWER: YES, QCM should be available while contract employees are performing duties.

113. How does the Government secure the cleaning contractor's supplies and equipment? In our experience in CDCs, the teachers use our supplies and equipment which escalates our cost. Will the cleaning contractor have desiganted storage that only we will have access via lock and keys?

ANSWER: Storage is available at each building. The building manager/coordinator will have a key to all storage areas.

114. So that we can properly price the dispenser, please provide specifications of the toilet tissue dispensers, towel dispensers, soap dispensers, toilet seat cover dispensers, and sanitary napkin dispensers currently being used.

ANSWER: Do not have that info

115. Considering the condition of the facilities, high expectations of services and health risk to the children in the CDCs, we suggest in order for the Government to get the best quality that the Government uses a evaluation method other than a Lowest Price Technically Acceptable (LPTA). The House has passed HR-5528, to require OMB to evaluate and report within six months on whether using the lowest price technically acceptable (LPTA) process for federal procurement poses a national security risk.

116. Please provide clarification if the offeror needs to submit Past Performances along with the submission. If yes, what is the minimum and the maximum number of past performances that we can include in our proposal?

117. Please provide clarification on whether resumes for key personnel (Project Manager, Quality Control Manager (QCM), Quality Control Inspectors (QCI) need to submitted along with the proposal or not? If yes, will the resumes be counted in the Page Limit?

ANSWER: Resumes are not required, but proposal need to state the number of years of experience for Quality Control Manager and Quality Control Inspector.

118. Please confirm the fiscal year annual contract amount is approximately $881,000 and that the requirement in the current solicitation has the same requirements as the current contract. If not, the same requirements please identify if the contract requirements are less or more than the current solicitation.
