Legibility, clarity and coherence are very important.
Your responses will be evaluated against the Technical factors defined in 52.212-2, Evaluation Factors for Award.
Each section shall be separately tabbed and shall address the following areas:
The technical volume should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Statements that the offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. The offeror shall address as specifically as possible the actual methodology to be used for accomplishing the PWS tasks.
Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror's proposal. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.
TAB A – Management Approach. The Offeror shall describe, in detail, their overall management approach for this effort, understanding of the requirement, and completeness of the proposed solution to include the following:
(a) Offeror shall provide an organizational chart identifying the management structure of key personnel, to include a description of their roles and responsibilities, required to fulfill the tasks outlined in the PWS.
(b) A narrative fully describing the management control system that will be used to effectively accomplish multiple and complex tasks simultaneously as well as how the Offeror will update the Government and bring matters to the attention of the Government.
(c) Offeror shall provide a detailed approach to how they will develop and implement an effective quality control plan that adheres to requirements specified in the Quality Assurance Surveillance Plan.
TAB B – Element 2 Staffing. The Offeror shall submit a staffing plan that identifies the proposed staff required to fulfill tasks outlined in this requirement. The Staffing Approach must demonstrate a complete understanding of the solicitation requirements. The following items shall also be included in the Staffing Approach:
(a) A detailed list of the labor categories, number of personnel proposed for each labor category, and associated labor hours deemed necessary to perform the requirement for each performance period (Base Period, Option Years, and Six month extension).
(b) Any other explanations or supporting data (matrix, charts, or other graphics) determined necessary for the Government to fully understand your methodology and approach.
(c) Job qualifications/certifications associated with each labor category that demonstrates the skills considered necessary for each labor category proposed.
VOLUME III - Price. Volume III shall consist of a Price Breakdown: Volume III must be clearly marked “VOLUME III – PRICE PROPOSAL, W9124C-24-R-0013.” Electronic versions of the Price Proposal should be submitted and shall not be read only or password protected. All formulas, lookup tables, and links should be intact, and no links shall exist to files not included with the submission. Spreadsheets shall not contain hidden worksheets. PDF or flat files will not be considered adequate. The offeror must submit a proposed unit price and amount for each Contract Line Item Number (CLINs) listed in the solicitation. Insert proposed unit price, and extended prices for the appropriate CLIN in the Pricing.
The Offeror shall ensure the units prices are represented in two decimal positions only (example: $0.27, not $0.27458). Other Than Certified Cost or Pricing Data is necessary to support a determination of reasonableness and balanced pricing, and the following must be submitted with the Volume III price proposal. No rounding up or down!
Examples below:
The Procurement System does not accept anything beyond two digits (acceptable $1.57) (not acceptable $1.57333). Therefore, if rounding up/down is in the calculation the total amount will not equate.
Examples below:
WRONG (ROUNDING NOT DIVIDE EVENLY)
$5.25/2 = $2.6250 does not divide evenly. Can’t round up to $2.63 or down to $2.62. Neither will equal the total amount of $5.25 ($2.63 x 2 = $5.26) ($2.62 x 2 = $5.24) $11.47/3 = $3.82333 does not divide evenly. Can’t round to an even number that will equal the total amount of $11.47 ($3.82 x 3 = $11.46)
CORRECT (DIVIDES EVENLY)
$5.50/2 = $2.75 $40,143.36/12 = $3,345.28 ($3,345.28 x 12 = $40,143.36)
In accordance with the proposed instructions in FAR 52.212-1, the offer shall complete all CLINS including the total amount for each period and the total amount for total contract price. The Contractor shall include a spreadsheet showing a roll up of these calculations (Base CLIN, Option years and Total Contract Price).
Completed Direct Labor Table: (Example Attachment 3)
Labor Category
Area Wage Determination Code
FLSA
Exempt Non-Exempt
# of FTEs
Total Labor Hr
Wage Rate
Fringe Benefits
Offerors shall provide a statement that shall address the total percentage of labor dollars to be performed by the prime and each teaming partner, in order to validate compliance with FAR
52.219-14, LIMITATIONS ON SUBCONTRACTING.
VOLUME IV – Past Performance. The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past Performance, focusing on and targeting performance which is relevant to the work being procured under this solicitation and as defined in Section M.
Offeror shall provide documented proof of satisfactory past performance of Custodial Services. The offeror SHALL NOT go back any farther than 3 years for services for the submitted data. The Government may also use data obtained from the wide Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov. A prospective contract shall not be determined responsible or non-responsible solely on the basis of a lack of relevant performance history.
