Q# Solicitation
Section Paragraph #
Page No.(s)
Reference/Issue Question(s) Answer
1 NA General Question regarding Collective Bargaining Agreement (CBA). If the contract is governed by a CBA, offerors are unable to provide realistic pricing without the current CBA.
Is the current contract for DES work at Fort Irwin governed by a Collective Bargaining Agreement (CBA) or are the incumbent hourly staff members paid SCA wages? If there is one, will the Government please provide the CBA?
See amendment seven (7) with the updated Wage Determination dated 27 December 2022. This solicitation is NOT bound by the incumbent’s CBA.
2 A9 Technical Exhibit 09 Wage Determination
133 of
The current Wage Determination and SCA rates show only one fire- related labor category (27070 Firefighter).
Are there other SCA wage determination labor categories for crew members who are not basic firefighters and require higher level certifications and qualifications?
See amendment seven (7) with the updated Wage Determination dated 27 December 2022. The reference to paramedics is a misnomer.
Any reference to paramedics within the solicitation should actually refer to EMTs, for which there is a classification in the WD.
3 NA General Questions Will the Government please define the total number of buildings that require inspection by the Prevention staff? On average, how many Prevention inspections are performed in a calendar year?
There are 2377 occupancies requiring inspection. Inspection frequency depends upon the occupancies and their hazards, monthly, quarterly, biannually, annually. The estimated inspection number annually is 3120 which does not account for follow up inspections.
Standards are identified in the international codes, NFPA, UFC and other applicable codes.
4 NA General Questions Will the Government please define what is considered a call to the dispatch center?
Will the Government please provide the number and types of calls that the dispatch center receives monthly?
NThere are three categories of calls – police (including alarm), medical, and fire. Dispatch receives approximately 750 calls per month.
5 A8 Technical Exhibit 08 Major Performance Requirement s Summary (PRS) Matrix

Staffing A8 Technical Exhibit 08 Major Performance Requirements Summary (PRS) Matrix Row 5 calls for the “Fort Irwin Fire Department staffed with personnel certified in fire protection skills to include Fire Fighter, Paramedic, HAZMAT/CBRNE and properly trained in fire prevention” IAW AR 420-1, DoD Manual 6055.06 and their references with rollout times IAW Department of the Army Memo Subject Army Fire & Emergency Services Scope of Services Policy Memorandum dated 1/18/2017. Does this indicate that the Government requires compliance with the minimum staffing level standards provided in the referenced DoD Manual 6055.06, specifically Table 1 F&ES Service Delivery Staffing in column B regarding suppression crew staffing and vehicle response for on scene personnel responding to an incident?
Yes, all requirements in DoDM 6055.06, AR 420-1 and all other documents and standards listed within the PWS.

Question: Is the Service Provider required to provide a registered fire protection engineer to conduct a technical design review of all military construction (sustainment, restoration, and modernization) projects to verify the project has the fire protection and life safety features required by UFC 3- 600-01 and applicable NFPA codes as implemented by the DoD Component, as called for in DODI 6055.06 Section 10: Fire Protection a. (1).
DODI 6055.06 Section 10: Fire Protection a. (2) says: Fire prevention inspectors do not conduct technical design reviews (e.g., hydraulic calculations, occupant load or exit calculations). Fire prevention inspectors conduct an operational review of plans to ensure required features are present to alert responders, provide emergency responders with access to the facility, and ensure fire detector, suppression, and alarm systems are available for use without delay.
Please confirm the Service Provider does not perform “design” reviews.
The Fire Prevention Chief certified in accordance with DoDM 6055.06 and complete reviews in accordance with DoDI 6055.06.
See Amendment seven (7) correcting PWS to read “Fire prevention inspectors do not conduct technical design reviews (e.g., hydraulic calculations, occupant load or exit calculations). Fire prevention inspectors conduct an operational review of plans to ensure required features are present to alert responders, provide emergency responders with access to the facility, and ensure fire detector, suppression, and alarm systems are available for use without delay.”

22 Amendment 2, 1)
Attachment C2 Specific Relevant Contract Template
2) A. Section L
3. c. v. (5) Specific Relevant Contracts Format
Page Limit for Attachment C2
Previous to the release of Amendment 0002 on 11/9/2022, we asked the Government to expand the length of each Attachment C2 Specific Relevant Contract References from 4 pages maximum to 8 pages maximum to adequately provide specific narrative explanation and rationale supporting objectives achieved and assertion of relevance.
Upon review of Attachment C2 provided in Amendment 0002, we noted two things:
1. The Relevancy Description requirements in Attachment C2 Item number 5 to be addressed has been expanded from the relevancy description requirements specified in Section L 3.c.v.(5). See below:
See change to section L permitting six (6) pages per reference.
Relevancy Description. […] “In determining relevancy, consideration should be given but not limited to such things as product/service similarity, product/service, size and complexity, contract type, contract environment, division of company proposing, and subcontractor interaction.”
Section L 3. c. v. (5) which states, […] “The submittal shall include specific narrative explanation and rationale supporting objectives achieved and assertion of relevance and how it was determined that the work performed previously was the same or similar in nature, size, and complexity to the work specified by this solicitation.”
2. The Attachment C2 template consumes approximately ¾ of a page (with numbered section instructions deleted) of the page limitation set for each contract reference.
Question: In order for Offerors to adequately demonstrate relevancy in the expanded requirements above and considering the template takes up approximately ¾ of a page, will the Government EITHER, 1) expand the page limit for each Attachment C2 Specific Contract Reference to 10 pages excluding Item 6. Narrative Explanation and Item 7. Negative Performance Documentation from the contract reference page limit, OR 2) expand the page limit for each Attachment C2 Specific Contract Reference to 12 pages including Item
6. Narrative Explanation and Item 7.
Negative Performance Documentation?

Mutual Aid agreements do not affect manning
25 PWS 5.1.2 37 Station 413 During the site visit, there was an engine (structural engine) at Station 413 (Daggett); however, the PWS does not state that there is a structural component for response for Fire Station 413. Is the structural engine required to be staffed in accordance with NFPA 1710 para 5.2.3.1 in support of mutual aid and fire suppression?
No, The Structure Engine was in support of a special assignment.
26 Amendment
- Proposal Due Date To allow Offerors to adequate time to respond to the Government’s responses to questions, we request a two-week extension to December 21, 2022.
The proposal due date was moved in multiple amendments.
Follow-up questions to the answers provided to industry is due one week from the date of amendment seven (7) posting.
24 February 2023 is the proposal due date.
PWS 2.1.9.1.2 23
Project Manager / Public Works
The qualifications for Project Manager do not seem appropriate for Fire & Emergency Services (FES) leadership role and seem to be meant for Public Works project manager.
Question: Will the Government please reconcile these inconsistencies? In addition, will the Government allow for the contractor to identify Key Personnel, with appropriate FES knowledge, skills, and abilities, and submit qualifications that they will hire against for those positions?
2.1.9.1.2 Project Manager
(PM). The individual designated to perform as the PM will be responsible for the proper execution of all aspects of the contracted work, be invested with signatory authority and final review responsibility for all contractual documentation under the contract and ensure no disruption of daily operations. The PM must possess no less than a Bachelor’s degree in a facilities or program management field of study, six (6) years of experience in emergency services, and have no less than ten (10) years of verifiable job experience in broad operational base support management of the scale and magnitude similar in scope and breadth to this contract. The PM must be on-site and available during normal duty hours. In any absence of the PM beyond one business day, a suitable Alternate Project Manager, meeting these qualifications, must be provided, by name, to the Contracting Officer no later than 8:00 a.m., Pacific
PWS 2.2.3.1 25
Work Standards/ Public Works
This section, titled Work Standards, appears to contain narrative that is applicable to Public Works, not Fire & Emergency Services (FES).
Question: Should this section be replaced with FES-specific language?
See amendment seven (7) rewording section 2.2.3.1: Work Standards. The technical specifications within this PWS define the quality of Fire and Emergency Service, Fire Prevention and Emergency Dispatching accomplished under this Contract. Contractor must perform all work requirements and standards in accordance with all references listed under section 9 as well as all NFPA and ICEMA standards. If two references or standards conflict the more stringent standard will apply.
PWS 2.3.1 25
Environmental Requirements PWS states “Environmental Requirements. The Contractor must meet all requirements that are identified by DPW-Environmental Division (ED). See section 2.13 of this PWS.” However, there is no section numbered 2.13. The environmental requirements are in Section 2.10.
Question: Will the Government please confirm the location of the applicable environmental requirements?
See amendment seven (7) correcting 2.3.1on the PWS from section 2.13 to 2.10.
PWS 2.9.2.1 29
New Facilities Equipment Training/ Public Works
This section titled New Facilities Equipment Training does not appear to be relevant to Fire & Emergency Services, but does seem to relate to the Public Works industry.
Question: Can the Government please clarify what new facilities equipment the Contractor would encounter that requires training?
See amendment seven (7) removing New Facilities Equipment Training from Section 2.9.2.1 and renumbering sections that follow.
PWS 2.9.2.2 29
Asbestos Training / Public Works
This section refers to asbestos training for people who may disturb asbestos while performing their duties.
Question: Would the Government please confirm that this section was intended for this PWS for Fire & Emergency Services and not for Public Works?.
Section 2.9.2.2 Asbestos awareness training is a requirement during fire mitigation
PWS 2.10.3.2
and 2.10.3.3
RCRA and non-RCRA waste items / Public Works
These sections discuss RCRA and non- RCRA waste items typically found in Public Works activities, not Fire & Emergency Services (FES).
Question: Will the Government please clarify the applicability of this section to the FES contract requirements?
ee amendment seven (7) correcting section 2.10.3.2 to read “RCRA waste items associated with Installation activities include: all waste items mentioned in the preceding sentence, contaminated rags (depending on chemical saturation), adhesives, and all aerosol cans.”
PWS 2.11.3.2 35
Dispute Contingency Plan / Public Works
This section addresses Public Works activities not related to Fire & Emergency Services (FES), such as “preventive maintenance” tasks and “emergency and urgent service and work orders.”
Question: Will the Government please clarify the relevance of these references to FES?
See amendment seven (7) correcting section 2.11.3.2 of the PWS to read “Labor Contingency Plan” and correcting section c to read “Telephonically relay work orders.”
PWS 5.2.4.a, Section 4
Standards PWS states “FIRE/POLICE: At least 90% of the calls received monthly must have an accurate dispatch action appropriately forwarding the call IAW section 4 of this PWS. At least 95% of the ICIDS alarms received monthly must have an accurate dispatch action appropriately dispatching police IAW section 4 of this PWS.”
Question: Would the Government please clarify how Section 4 (which addresses the PRS and Quality Control) pertains to this PWS item?
4.2.1 must maintain files for all inspections and tests to include dispatching and time allocations.
PWS 7.2 45
Property Management System
PWS states “Property Management System (PMS). The contractor must submit their PMS procedures at least thirty (30) days after award.”
Question: Should the statement instead read “The contractor must submit their PMS procedures no later than thirty
(30) days after award?”
See amendment seven (7) deleting section 7.2 Property Management System from the PWS and renumbering sections that follow.
PWS 7.7 47
Contractor Facilities PWS states in part “The Government will provide office accommodations at Fort Irwin for the Contractor’s Public Works Office. The facility will be provided on contract performance start date and during the contract period.
The Contractor will use existing Government furnishings in the provided facilities or otherwise provide their own as CFP.
Contractor to provide contractor Project Management Office facilities which will be located at Fort Irwin’s Green Acres site. Exact location at Green Acres will be determined at award of contract. Contractor will coordinate location of facilities with Master Planning and Real Property Officer will assign a building number at that time.” It appears that this narrative was meant for a different contract not related to Fire & Emergency Services (FES).
Question: Will the Government please update/correct this text to be pertinent to FES?
See Amendment seven (7) deleting 7.7 “Contractor Facilities” from the PWS and renumber sections that follow.
PWS 7.9 48
Government-owned computers
This section titles Government-Owned Computers references “Government information systems such as GFEBS.”
GFEBS is used for DPW-type service contracts and is not relevant to Fire Services contracts. Further, there is extensive discussion of Government-furnished facilities, including handling vermin, use of space, and alterations to Government facilities. None of the narrative applies to computers.
Question: Will the Government please replace this text with the appropriate narrative?
See Amendment seven (7) correcting the PWS by removing GFEBS from the section titled “Government-owned computers.”
Government owned computers will be provided to contractor personnel required to work on government information systems.
PWS 7.13.f and 7.13.g
Documentation / Public Works
These two PWS sections are related to DPW-type work and are not pertinent to the Fire Services contract Question: Will the Government please replace/revise these sections as appropriate?.
See Amendment seven (7) removing section 7.13 from the

Past Performance Many companies are structured with multiple divisions or multiple legal entities that individually perform Prime Contracts but fall under a broader corporate umbrella. Recognizing such corporate structures exist across the industry, the procurement rules and numerous GAO decisions have made clear that procuring agencies may evaluate and credit an offeror with the past performance and corporate experience of affiliate companies where the offeror’s proposal demonstrates that the resources of the affiliate (e.g., workforce, management, facilities, or other resources) will be meaningfully contributed to contract performance. See GM–Bulltrack, B-
414591.6 (Comp. Gen. Oct. 30, 2018) (holding that an agency may properly attribute the experience or past performance of an affiliated company), and Iyabak Construction, LLC, B- 409196 (Comp. Gen. Feb.6, 2014) (holding that the agency failed to articulate a rational basis for solicitation’s refusal to consider experience and past performance of affiliates).
The Offeror may cite the past performance and experience of an affiliate company so long as the Offeror demonstrates how the resources of the affiliate will meaningfully contribute to the performance of this solicitation.
Would the Government please confirm that the Offeror may cite the prime contract past performance and experience of an affiliate company so long as the Offeror demonstrates how the resources of the affiliate will meaningfully contribute to the performance of the opportunity?
