1 2.7.1

"The Contractor must maintain a training file for each employee and provide to the Government upon request IAW Department of the Army Memo Subject Army Fire & Emergency Services Scope of Services Policy Memorandum dated 1/18/2017."

Does the Fort Irwin Fire Department currently utilize an LMS (Learning Management System) for tracking, storing and processing training certifications, training hours, licenses and other necessary information? If not, what system is currently being used?

The government currently pays for a third-party online program that tracts employee training records that may be utilized by the new contractor.

2 5.1.2.13

There is no assigned recruitment cadre. If positions are available, applicants will be tested by the FIFD contractor.

CLIN xxx6 Section B Pricing Answer

"ICEMA regulates required tools and equipment on fire trucks. In the interest of clarifying this requirement and given the poor state of much of the existing ICEMA required equipment for the existing fire trucks, the government will now require pricing this line item with new required equipment for every firetruck. ICEMA regulates required tools and equipment on fire trucks. In the interest of clarifying this requirement and given the poor state of much of the existing ICEMA required equipment for the existing fire trucks, the government will now require pricing this line item with new required equipment for every firetruck."

ICEMA regulates medical equipment required to be on non transport units. ICEMA does not regulate firefighting tools and equipment such as ladders, hoses, nozzles, axes, fans etc. Will the government clarify if it wants all firefighting tools and equipment replaced along with the medical equipemnt?

The government errored on previous answersr regarding medical and fire equipment. The correct response is provided below:

NFPA 1901 Chapters 5 -9 recommends the minimum required equipment for the different firetrucks.

ICEMA provides a listing of required medical equipment.

The contractor is responsible for replacing the medical and firetruck equipment “as needed.”

6 2.1.9.1.2 22 Project Manager (PM) - The PM must possess no less than a bachelor’s degree in a facilities or program management field of study, six (6) years of experience in emergency services….

In our experience multiple Mission and Installation Contracting Command (MICC) offices routinely accept experience as a substitute for education.

Will the Government consider an associate’s degree and experience, or experience alone, in lieu of the bachelor’s degree.

As an example: An associate’s degree plus 3 years of experience is equivalent to a bachelor’s degree or no degree, and 8 years of experience is equivalent to a bachelor’s degree.

The government remains firm on its PM requirements.

63 - 65 Answer States: …All future equipment needs, or replacement equipment not listed in ANNEX B which are requirements to perform the PWS must be CFP.

Annex B does not provide an equipment/tools list. It is unreasonable for bidding contractors to price ALL equipment/tools on ALL apparatus without understanding what equipment/tools are on each apparatus and what serviceable state they are currently in. During industry site visit, contractors were not provided the opportunity to view apparatus compartments or take pictures, for reference, of any vehicle or station equipment.

Will the Government provide a list of all equipment/tools on each piece of apparatus by compartment, or in the station? Please provide date the piece of equipment/tools was put into service, the original purchased price, and current serviceable state.

NFPA 1901 Chapters 5 -9 recommends the minimum required equipment for each firetruck. The contractor is responsible for replacing any new equipment “as needed.”
