Solid Waste Management (Refuse Collection and Disposal Services)
Fort Huachuca, Arizona
Site Visit Notes & Questions asked/Answers Provided
CLIN and sub-CLIN discussion started with CLIN 0001 and continued through CLIN 0007.
CLIN 0001 is for the phase-in/phase-out/mobilization costs which will occur during the month of July
2019.
CLIN 0002 is for the monthly servicing of the dumpsters, roll-offs and 24 to 55 gallon cans per the respective technical exhibit. Recent history shows that the majority of the dumpsters in the cantonment area will require servicing at least twice a week (dining facilities three times a week), with dumpsters in the areas outside of the cantonment area serviced weekly. Permanent roll-offs on Technical Exhibit
Three are serviced at different schedules, but for planning purposes should be emptied once every two weeks. 24 to 55 gallon cans found on Technical Exhibit Three should be serviced weekly, at a minimum.
CLIN 0003 is for bulk item pickup, which must be pre-approved by the COR. Frequency given in solicitation.
CLIN 0004 is for the sludge from the waste water treatment plant. This is a pass through cost and is reimbursed based on actual costs borne by the contractor. Plan on three trips to the Western Regional
Landfill per week, with total tonnage approximately 30 tons/week. Amount for ALL proposals for this
CLIN (and option year CLINs ending in 4) will be $72,000.00. Do NOT use any other figure.
CLIN 0005 and sub-CLINs are for special requirement dumpsters which will be funded on separate task orders. These dumpsters are all 8 cubic yard dumpsters (11 provided by the Government, locations as indicated on Technical Exhibit One).
CLIN 0006 and sub-CLINs are for special requirement roll-offs which will be funded on separate task orders. These roll-offs are all 30 cubic yard containers.
CLIN 0007 is for the eCMRA costs for data input once a year, per the Performance Work Statement
(PWS).
Department of Labor Wage Determination labor categories used are truck driver, medium and truck driver, heavy (Categories 31362 and 31363).
Clause 52.212-1 Addenda: Next milestone is May 31, 2019, when all questions should be submitted via e-mail to the e-mail addresses listed in the addenda. Proposals due on June 10, 2019 at 2:00 p.m.
Arizona Time. Attendees reminded about time zone differences. Recycling not a part of the contract requirements, nor are any trash compactors (the latter due to safety concerns). Note the proposal submission listing in paragraph 5.
Clause 52.212-2. Technical—comply with the clause requirements. Tell us how you will meet the requirements in the PWS. Assume nothing—we don’t know anything about your company.
Complete the information on pages 90 and 91 of the solicitation when the proposal is turned in. This will be used for the Determination of Responsibility, and if a successful proposal, for the contract award.
E-mail attachments are requested for proposal turn-in. Please plan on turning in before the stated deadline. A receipt e-mail will be provided when received.
Question 2: Is the small business required to do 51% of the work?
Answer 2: Due to recent changes in the Federal Acquisition Regulation, see the verbiage in FAR clause
52.219-14 (Deviation 2019-O00003) for small business requirements on this topic. This clause is included by reference in the solicitation.
Question 3: Is sub-contracting allowed?
Answer 3: Sub-contracting is allowed. A subcontracting plan will be required. Sub-contracting plan must meet the requirements of FAR clause 52.219-14 (Deviation 2019-O00003).
Question 4: Are all the dumpsters eight cubic yards?
Question 4: With the exception of the 3 cubic yard dumpsters used at the waste water treatment plant
(building 90722 on TE1), all dumpsters are eight cubic yards.
Question 5: What are the three additional dumpsters that do not have an assigned location for?
Answer 5: The additional dumpsters are used at the discretion of the COR for one dumpster for one week, with one emptying. Dumpsters not used monthly are not carried over to the next month.
Question 6: Can a company, other than a small business submit a proposal?
Answer 7: This is a 100% small business set-aside. Large businesses may not submit a proposal.
Question 7: Is there a dumpster at the Aerostat site?
Answer 7: One dumpster is located at that location.
