Solicitation W9124A-19-R-0007
Solid Waste Management (Refuse Collection and Disposal Services)
Fort Huachuca, Arizona
Questions 16-26
Question 16: Will the government furnish the 24 to 55 gallon Common Cans?
Answer 16: The 24 to 55 gallon containers are already emplaced and owned by the Government. The successful offeror will comply with the requirements in the Performance Work Statement (PWS) paragraph 2.3.11.
Question 17: Please provide a detailed list of the 11 dumpsters provided by the Government and referenced in the Q&A’s relating to CLIN 0005.
Answer 17: Bear resistant dumpsters and locations are identified in Technical Exhibit One in the
“Additional Information” column. No bear resistant dumpsters are included in CLIN 0005 (Special
Requirement Dumpsters). All bear resistant dumpsters are part of the regular service (CLIN 0002). See
PWS paragraph 2.1.4 for further information.
Question 18: Will the contractor be allowed to do minor repair and maintenance on containers, including painting, at the government provided contractor use area at Brainard Road/Kelsey Road intersection?
Answer 18: The contractor will be allowed to do minor repair and maintenance on the containers in the storage yard provided, with the exception of painting. Painting using water based paints is allowed, HOWEVER, lacquer based/petroleum based paints cannot be used/stored/applied at the storage yard in any quantity. The use of an Environmental Protection Agency (EPA) and/or Arizona Department of
Environmental Quality (ADEQ) properly licensed and permitted facility for lacquer based/petroleum based paint usage would be required. This would not be provided by or paid for by the Government.
Question 19: Please provide a list of dumpsters that will require 3 times per week serviced and increased cleaning due to food waste usage.
Answer 19: Please note that this contract is performance based and that numbers given are estimates
ONLY. Usage and cleanings vary greatly during the month and year, due to training and soldier throughput considerations.
Locations requiring above average cleanings due to food waste (already listed on PWS Technical Exhibit
One): 11656, 52030, 52107, 61610, 85202.
Question 20: Does Fort Huachuca currently have a Recycle Contractor, or does the government provide recycle services? I understand this solicitation does not provide for recycling.
Answer 20: The government does not have a recycling contractor nor does it provide recycling services.
Question 21: Is the contractor required to provide signage on the dumpsters and roll-off containers? If so, please provide details of the requirements.
Answer 21: No signage is required at the current time. Signage has been placed at key problem locations by the Government, at Government expense.
Question 22: Please provide historical data for front end loader tons disposed per month, or per year?
Answer 22: The Huachuca City Landfill contract is separate from this requirement. As such, it is immaterial to the Refuse (Solid Waste Management) contract.
Question 23: Please provide historical data for the roll-off-excluding sludge-Tons disposed per month, or per year.
Answer 23: The Huachuca City Landfill contract is separate from this requirement. As such, it is immaterial to the Refuse (Solid Waste Management) contract.
Question 24: Please provide Historical Data for the Roll-Off Sludge collected per month, or per year.
Answer 24: On average, three sludge loads using a 20 cubic yard roll-off container are taken to the
Western Regional Landfill per week. Individual loads cannot exceed 10 tons due to restrictions/permitting considerations at the Western Regional Landfill. See further information PWS paragraph 2.3.8. Note: All offerors will use the given dollar figure of $72,000.00 for CLIN X004.
Question 25: Can you provide the historical cleaning schedule?
Answer 25: Please note that this contract is performance based and that any numbers given are estimates ONLY. Usage and cleanings vary greatly during the month and year, due to training and soldier throughput considerations. For those dumpsters requiring frequent cleanings due to food waste, see answer to question 19.
Question 26: List the pickup frequency in another column on the technical exhibit.
Answer 26: Please note that this contract is performance based and that any numbers given are estimates ONLY. Usage varies greatly during the month and year, due to training and soldier throughput considerations. See answer given for Question 8 (already posted).
NOTE: One question remains to be unanswered at this time regarding which dumpsters are located in the cantonment area. Information for that question is being consolidated by the requiring activity.
