Solicitation W9124A-19-R-0007 Solid Waste Management (Refuse Collection and Disposal Services) Fort Huachuca, Arizona (Questions/Answers 1 – 7 previously posted)

Question 8: What is the historical pickup frequency for the 8 yd front load dumpsters, roll-offs and 55 gallon containers?

Answer 8: HISTORICAL emptying frequencies are as follows:

8 yard front load dumpsters: twice per week in the cantonment area and Black Tower areas. All other areas once per week.

Roll-Off containers (non-sludge): each roll-off emptied approximately once every two weeks Roll-Off containers (sludge): three containers full per week 24 to 55 gallon containers: once per week, non-peak weeks; twice per week during peak weeks (Memorial Day, July 4th, Veteran’s Day, Christmas).

Question 9: What is the largest amount of special requirement containers needed in one month?

Answer 9: Four in one month, not all at the same time.

Question 10: How many contract employees currently work on site?

Answer 10: This information would be releasable under the Freedom of Information Act (FOIA), which the current contractor has not consented to. Offerors should review the tasks in the PWS and assign employees accordingly.

Question 11: How often are bulk items picked up per month?

Answer 11: On average, 1 per month, 12 per year. Historical data indicates one year had a total of 3 pickups, while another year had 14 total.

Question 12: Under PWS 1.1 the government states that “All activated sludge….will be taken to the Cochise County Western Regional Landfill located in Whetstone, AZ. The Contractor shall pay all applicable fees associated with activated sludge disposal and maintain all invoices for reimbursement”, but under CLIN 0002 it states not to include land fill fees. Does the government have an account at the landfill that the solid waste is dumped on for the contractor to use or is the contractor required to set up an account to dump the solid waste at the landfill?

Answer 12: For municipal solid waste (MSW), the offeror will let the landfill weigh station staff know that the waste is from Fort Huachuca, weigh the loaded truck in, dump the load, weigh the empty truck out and retain the receipt for end of month submission to the Contracting Officer’s Representative (COR). Huachuca City has a separate contract with Fort Huachuca for dumping municipal waste. Under no circumstances will solid municipal waste be taken to the Western Regional Landfill and under no circumstances will activated sludge be taken to the Huachuca City landfill due to Arizona Department of Environmental Quality permitting limitations and the Federal CERCLA Act.

Question 13: CLINS X004-tipping fee sludge-confirming that we only use $72,000.00 for this CLIN.

Answer 13: Correct. All offerors will use a total of $72,000.00 for this CLIN.

Question 14: Section 1.1 states MSW is taken to Huachuca City Landfill. Is there a CLIN for reimbursement of MSW tipping fees or is the government billed for MSW tipping fees?

Answer 14: The government is billed by Huachuca City for the MSW deposited at the Huachuca City Landfill. The offeror need only provide an end of month receipt to the COR for Fort Huachuca MSW.

Question 15: PWS 2.5.4 Scales-are “on vehicle” scales capable of weighing each front-loading container required.

Answer 15: There is no requirement to weigh individual containers. The total weight of the load will be determined by the weigh ticket issued by the Huachuca City Landfill and turned in to the COR at the end of the month. This PWS error will be corrected via amendment next week.
