About this file
This document is a Questions and Answers (Q&A) file addressing bidder inquiries regarding a federal contract solicitation for communications systems equipment and services.
The solicitation is restricted to Forum Communications Systems brand-name hardware and certified support services, with a Brand Name Justification Memorandum posted on SAM.gov justifying the limitation of competition. The cybersecurity requirement has been updated to CMMC Level 1 (Self-Assessment) rather than the previously mandated Level 2, as detailed in Solicitation Amendment 0002. The procurement involves network infrastructure including Extreme Networks core switches, Cisco POE+ switches at multiple buildings, and NEC core systems connected via 1G copper and single-mode fiber. The vendor must supply 28 Cisco POE+ switches across three Air Force installations (SAAF, MAAF, and PAAF), interface with existing analog equipment including Bogen PA amplifiers and voice recorder systems, and provide fiber patch cabling between switches and fiber distribution. The vendor is not responsible for supplying UPS units at peripheral POE switches in individual buildings, nor for copper cabling between Cisco switches and VOIP endpoint devices. Crash call conferencing will operate with three independent conference types (primary, secondary, and weather alert) that activate one at a time, with servers connected as backups to each other. The NEC is responsible for Defense Switched Network (DSN) connectivity, while the vendor must provide specific-colored cables for DSN system connections. This procurement is structured as a Request for Quotations (RFQ) under FAR Part 12/13 rather than an RFP, and the brand-name requirement remains unchanged with no additional site visits scheduled for competitive manufacturers.

1) Can we bid Compunetix gear instead of Forum?
No, the acquisition is restricted to the brand-name baseline specified in the solicitation. Please refer to the Brand Name Justification Memorandum (Limiting Competition under SAT) posted on SAM.gov.
2) Given the July 13, 2026, Department of War memo suspending the implementation of CMMC Phase II (including mandatory C3PAO Level 2 assessments), is Cybersecurity Maturity Model Certification (CMMC) Level 2 still a mandatory requirement for this contract?
No, CMMC Level 2 is no longer required. The cybersecurity baseline has been updated to CMMC Level 1 (Self-Assessment). Please refer to Solicitation Amendment 0002 posted on SAM.gov.
3) Can you please confirm the intended connectivity?
- Extreme Networks core switch is connected to NEC and core system via 1G copper.
o Yes
- Extreme Networks core switch is connected to the Cisco POE+ switch at each building via single-mode fiber.
o No. Not every building has fiber.
- Cisco POE+ switch is connected to each endpoint device via 1G copper POE+.
o Yes
4) Attachment 3, SAAF Endpoint #4 mentions “Bogen PA Amplifier UTI Interface Module via Analog Adapter”. Is this existing equipment that vendor is intended to interface with? If so, what is the interface? Is it IP (SIP) or analog?
This is existing equipment. It is analog.
- Similar question for MAAF Endpoint #15 and PAAF Endpoint #25. Same devices with the same interface, or something different?
- The PA amplifier at MAAF Endpoint #15 will be supplied by occupants of T2725
- The PA amplifier at PAFF Endpoint #25 will be supplied by occupants of O-0205
5) Attachment 3, SAAF Endpoint #11 mentions “Vesta Dispatch Server SIP/FXO Trunk Line”. Is this existing equipment that vendor is intended to interface with? If so, what is the interface? Is it IP (SIP) or analog? Applies to MAAF Endpoint #20 and PAAF Endpoint #31 as well.
This is an existing equipment that the vendor is intended to interface with it. The interface is digital. It applies to MAAF Endpoint #20 and PAAF Endpoint #31 as well.
6) How will the crash call be initiated? Will the initiator pick up the phone and press a button to select which crash (primary, secondary, weather alert)? Or will the desired crash call be selected on the touch screen interface and then the initiator phone will ring?
Both touch screen and picking up the phone. Primary will be initiated by the towers only. Secondary will only be initiated by OPS. Weather alerts will only be initiated by OPS. All of this will be done by touch screens.
7) Crash Call Concurrency: Would the primary, secondary, and weather alert crash be active at the same time, or only one at a time?
One at a time.
8) Are the primary, secondary, and weather alert crash conferences at each AAF structurally independent of one another?
No. Their servers are connected to each other as backups.
9) Attachment 3, PAAF Endpoint 21 mentions a “Voice Recorder Interface”. Is this existing equipment that the vendor is intended to interface with? If so, what is the interface? Is it IP (SIP) or analog? Would it be permissible to substitute this interface with an internal recording capability on the core system instead?
All locations have a voice recorder interface already existing. It is analog. No it would not be permissible to substitute this interface with an internal recording capability on the core system
10) Attachment 3, Item #34 Power Continuity says “All core servers and peripheral PoE switches must plug into dedicated Uninterruptable Power Supply units”. Only 3 UPSs are part of the Line Item Schedule, intended to protect the core switch and core equipment. Is vendor also responsible for providing UPS units at each peripheral PoE switch in each building?
No
11) There appears to be a discrepancy regarding the switch count of Cisco PoE switches. Line Item Schedule calls for 28 switches at item 0001-E. Counting up the required switches in Attachment 3 across the 3 AAF, we count only 24. Which count is correct?
The count is 28
Switch 1 – BLDG 2-5935 (Fort Bragg E911 Vesta Disptach) receives both primary crash and secondary crash to Server Room (Simmons)
Switch 2 – BLDG 2-5935 (Fort Bragg E911 Vesta Disptach) receives both primary crash and secondary crash to Service Room (Mackall)
Switch 3 – BLDG 758 (Pope Weather Office) (Pope)
Switch 4 _ BLDG 2-5935 Fort Bragg E911 Vesta Disptach) receives both primary crash and secondary crash to Server Room (Pope)
12) DSN Connectivity: Will these systems require connectivity or integration with the Defense Switched Network (DSN) in any capacity?
The NEC is responsible for connecting the system. The vendor is responsible for providing the specific-colored cable to connect the systems to the DSN.
13) Fiber Patch Cabling: Will the vendor be required to supply the fiber patch cables between the switches and fiber distribution?
Yes
14) Copper Cabling: Will vendor be required to supply the copper cabling between the Cisco switches and endpoint devices?
There is no copper cabling required for the Cisco switches and endpoint devices.
These are VOIP phones.
15) If this opportunity is opened up to competitive manufacturers, will there be an allowance for them to do a site visit prior to proposal submittance?
The brand-name requirement for Forum Communications Systems hardware and certified support services remains unchanged. No additional site visits will be scheduled. Please note that this solicitation is a Request for Quotations (RFQ) under FAR Part 12/13, not a Request for Proposals (RFP).
