About this file

This is a Memorandum for Record documenting the justification for limiting competition on a federal contract action.

The Directorate of Plans, Training, Mobilization, and Security (DPTMS) at Fort Bragg, NC is procuring an Airfield Crash Alarm Emergency Conferencing System for three Army airfields: Simmons Army Airfield (SAAF), Mackall Army Airfield (MAAF), and Pope Army Airfield (PAAF). The requirement includes installation and a three-year annual support service contract with an anticipated period of performance from 21 October 2026 through 18 February 2027 for installation, plus three years of ongoing support. The system components include ConsortAlert VoIP Emergency Notification System Forum servers (with specified SIP session capacities for each airfield), uninterruptible power supplies, user interface consoles, 37 Cisco VoIP phones, Cisco VoIP PTT handsets, Cisco PoE switches, Extreme Networks fiber switches, SFP fiber modules, spare parts kits, mounting hardware, DoD/JITC certified installation services, engineering and project management, and three-year support service contracts at each location. The acquisition will be conducted as an Open Market Total Small Business Set-Aside via SAM.gov under Simplified Acquisition Procedures with a fixed-price contract type funded through FY 2026 Operations & Maintenance, Army (OMA) funds.

The justification for restricting competition to Forum Communications Systems, Inc. and its OEM-certified small business resellers is based on FAR 13.106-1(b)(1)(i) and FAR 12.201, citing brand name items peculiar to one manufacturer for commercial acquisitions valued at or below the simplified acquisition threshold ($350,000). The decision stems from the proprietary nature of the ConsortAlert system's software, firmware, and configuration architecture; the requirement for DISA Approved Products List (APL) and Joint Interoperability Test Command (JITC) certifications; and the need to maintain equipment warranties and ensure compliance with Army Regulation 95-2 for this life-safety critical crash phone network. Market research identified two responsible small business sources capable of fulfilling the requirement, satisfying the FAR 19.502-2(b) Rule of Two standard for small business set-asides. The brand name justification will be posted on SAM.gov alongside the Combined Synopsis/Solicitation at the time of RFQ issuance.

6. Reasons for Authority Cited:

[X] FAR 13.106-1(b)(1)(i) / FAR 12.201 – Limiting Competition / Brand Name Item Peculiar to One Manufacturer for Commercial Acquisitions Valued at or Below the Simplified Acquisition Threshold ($350,000 under RFO Authority).

The current airfield emergency crash alarm system operating across SAAF, MAAF, and PAAF is the proprietary "ConsortAlert" system, manufactured by Forum Communications Systems, Inc. A primary and secondary crash phone network is a life-safety critical system mandated by Army Regulation (AR) 95-2 for dispatching immediate crash, rescue, and MEDIVAC services.

The system's underlying software, firmware, and configuration architecture are proprietary to Forum Communications Systems, Inc. Third-party non-certified vendors cannot provide required software updates, security patches, or tier-3 technical support without access to this proprietary source code. Furthermore, allowing an uncertified entity to service the infrastructure risks voiding existing equipment warranties and compromising the system's critical DISA Approved Products List (APL) and Joint Interoperability Test Command (JITC) certifications.

Restricting this requirement to the Forum Communications brand name—while competing the solicitation as a Total Small Business Set-Aside among the Original Equipment Manufacturer (OEM) and its qualified, OEM-certified small business resellers—is the only way to guarantee that the Government receives compliant hardware, proprietary tier-3 software support, and valid warranties necessary for continuous, reliable airfield safety operations without unacceptable delays or duplicating costs.

7. Publicizing Contract Actions:

a. The public display and synopsis requirements of FAR 5.101(a) and FAR 5.101(d) do not apply, less than $20K threshold apply and will be followed do not apply due to an exception at FAR 5.101(b)(1)( )

b. Brand Name Posting Required. In accordance with FAR 5.102(a)(6) and FAR 13.106- 1(b)(1)(i), because this Brand Name restriction exceeds $25,000, this Justification Memorandum will be posted directly alongside the Combined Synopsis/Solicitation on SAM.gov at the time of RFQ issuance.

8. Market Research:

Market research conducted between May and August 2026 confirmed that this requirement is a commercial product/service under FAR Part 12.

However, market research identified two responsible small business sources capable of fulfilling the full scope of work (hardware + certified maintenance):

Pursuant to FAR 19.502-2(b) (Rule of Two), the Contracting Officer determined there is a reasonable expectation of obtaining competitive quotes from at least two responsible small business concerns. Therefore, the acquisition will be issued as an Open Market Total Small Business Set-Aside on SAM.gov under Simplified Acquisition Procedures.
