Addendum to Contract Clauses
ADDENDUM TO FAR 52.212-2 – EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES
(a) Basis for Award & Evaluation Approach
1. Best Value Tradeoff: In accordance with FAR Part 12 and FAR Subpart 13.106, the Government intends to award a single Firm-Fixed-Price (FFP) contract to the responsible offeror whose quote, conforming to the solicitation, represents the Best Value to the Government utilizing a Best Value Tradeoff evaluation process.
2. Tradeoff Discretion: Offerors are advised that the Government reserves the right to award to a higher-priced offeror if it is determined that the technical merit and reduced performance risk of the higher-priced quote outweigh the price differential.
3. Evaluation Factors: The evaluation will be based on the following three (3) principal factors:
• Factor 1: Technical Capability
• Subfactor 1(a): Proof of OEM Maintenance Certification
• Subfactor 1(b): CMMC Level 2 Compliance Affirmation
• Subfactor 1(c): DISA APL & JITC Listing Verification
• Subfactor 1(d): Work Execution Plan
• Factor 2: Past Performance
• Factor 3: Price
(b) Relative Importance of Evaluation Factors
4. Factor 1 (Technical Capability) is the most important factor and is significantly more important than Factor 2
(Past Performance).
5. Factor 2 (Past Performance) is more important than Factor 3 (Price).
6. Factor 1 and Factor 2, when combined, are significantly more important than Factor 3 (Price).
7. While price is the least important factor, it will be evaluated for price reasonableness in accordance with FAR
13.106-3 and may become the determining factor in award where competing technical quotes are evaluated as substantially equal.
(c) Detailed Factor Submission Requirements & Evaluation Methodology
FACTOR 1: TECHNICAL CAPABILITY
Offerors shall submit a technical proposal (not to exceed 10 pages total for Factor 1) addressing each of the following four (4) subfactors. Subfactors 1(a), 1(b), and 1(c) are evaluated on a Pass/Fail (Acceptable/Unacceptable) threshold basis, while Subfactor 1(d) will be evaluated qualitatively for technical merit and risk.
Subfactor 1(a): Proof of OEM Maintenance Certification (Pass/Fail)
• Submission Requirement: Offerors shall submit an official certification letter directly from the Original Equipment Manufacturer (OEM), Forum Communications Systems, Inc., verifying that the offeror is an authorized service provider trained and certified to perform Tier-1 through Tier-3 maintenance, software patches, and firmware updates on ConsortAlert hardware and software.
• Evaluation Standard: Evaluated as Acceptable if the offeror provides verifiable proof of active OEM certification. Quotes lacking official OEM certification will be evaluated as Unacceptable and eliminated from further award consideration.
Subfactor 1(b): CMMC Level 2 Compliance Affirmation (Pass/Fail)
• Submission Requirement: Offerors shall submit proof of an active CMMC Level 2 / NIST SP 800-171 self-assessment posting in the Supplier Performance Risk System (SPRS) with a valid Commercial and Government Entity (CAGE) code.
• Evaluation Standard: Evaluated as Acceptable if active SPRS posting proof is provided. Evaluated as Unacceptable if the offeror fails to demonstrate active SPRS compliance.
Subfactor 1(c): DISA APL & JITC Listing Verification (Pass/Fail)
• Submission Requirement: Offerors shall submit verification that all proposed network switches (Cisco
Catalyst C9200CX series / Extreme Networks 5420F series) and IP desktop endpoints (Cisco CP-8841 series) maintain active listings on the Defense Information Systems Agency (DISA) Approved Products List (APL) and Joint Interoperability Test Command (JITC) certification database.
• Evaluation Standard: Evaluated as Acceptable if all proposed network switches and IP phones are verified on the active DISA APL database.
Subfactor 1(d): Work Execution Plan (Qualitative Assessment)
• Submission Requirement: Offerors shall submit a comprehensive 120-day project execution plan detailing:
8. Phase-by-phase project schedule covering equipment staging, de-installation/disposal of legacy crash phone equipment, physical installation, and system testing.
9. Technical integration workflow with the Fort Bragg Network Enterprise Center (NEC) Layer 2 network handoff and NAVAIDs Branch.
10. On-site technical support procedures and 24/7 emergency response protocols for SAAF, MAAF, and PAAF.
• Evaluation Standard: Evaluated based on the clarity, feasibility, and technical depth of the execution plan, assessing the offeror's understanding of Fort Bragg airfield operations and risk mitigation strategies to ensure uninterrupted 24/7 crash net availability.
FACTOR 2: PAST PERFORMANCE
• Submission Requirement: Offerors shall provide up to three (3) past performance references for contracts performed within the last three (3) years that are similar in scope, size, and complexity to this requirement (e.g., airfield crash alarm systems, emergency dispatch networks, or DoD telecommunications infrastructure). References must include contract number, agency/customer name, total contract value, period of performance, and current POC email/phone.
• Evaluation Standard: The Government will evaluate the quality, relevance, and recency of the offeror’s past performance record. The Government reserves the right to utilize data from CPARS, SPRS, federal databases, or contact listed references. Offerors without a record of relevant past performance will receive a neutral rating.
FACTOR 3: PRICE
• Submission Requirement: Offerors shall complete the pricing schedule for CLINs 0001 through 0004 in Section 4 of the solicitation, providing a single, all-inclusive Firm-Fixed-Price (FFP).
• Evaluation Standard: Price will be evaluated for completeness, mathematical accuracy, and price reasonableness in accordance with FAR 13.106-3. Pricing will be evaluated based on the total aggregate price across all CLINs (0001 through 0004). Unreasonably high, incomplete, or mathematically unbalanced quotes may be rejected.
