NORTH CAROLINA NATIONAL GUARD COMBINED SYNOPSIS/SOLICITATION REQUEST FOR QUOTATION

This is a Request for Quotation (RFQ) issued by the North Carolina National Guard for Integrated Mental Health Services (IMHS). The solicitation number is W91242-26-Q-0148, updated November 28, 2025. The acquisition is set-aside for women-owned small business concerns under NAICS code 624190 with a size standard of $16 million. Vendors must be registered and active in SAM.gov at both quotation submission and award time. The Government notes that funds are not presently available, and no award will be made unless funding becomes available; the Government reserves the right to cancel the solicitation at any time without obligation.

The requirement includes four primary line items: IMHS Services, Toll Free Line services, Travel Reimbursement, and Service Contract Reporting (SCR) via SAM.gov. Pricing is requested for two distinct periods of performance: October 30, 2026 through September 29, 2027 (11 months for IMHS/Toll Free; 18,000 units at $1.00 for Travel Reimbursement), and September 30, 2026 through September 29, 2027 (12 months for IMHS/Toll Free; 18,000 units at $1.00 for Travel Reimbursement). An optional second contract period spans September 30, 2027 through March 29, 2028 (6 months for IMHS/Toll Free; 9,000 units at $1.00 for Travel Reimbursement). The contract specifies wage determination requirements and includes eight designated positions ranging from GS10 Step 3 (Wellness Advocates) to GS14 Step 4 (IBHS Director). Award will be made to the responsible offeror representing best value using streamlined comparative trade-off evaluation. Quotations must include pricing for all CLINs, a technical proposal addressing labor mix with proposed compensation, personnel qualifications and experience, recruitment and retention practices, current WOSB certification status, and past performance information (maximum 2 pages). Evaluation considers price, technical merit including competitive compensation and efficient overhead/profit, and past performance within the past three years weighted more heavily. The Government reserves the right to negotiate with selected quoters and will not formally evaluate quotes beyond the three most competitively priced if more than three are received.

52.212-2 Evaluation—Commercial Items (Addendum Replacing 52.212-2 in full)

BASIS OF AWARD: The Gov’t will award a firm-fixed priced contract (with reimbursable cost travel CLINS), to the responsible offeror representing the best value to the gov’t, using a streamlined comparative trade-off evaluation in accordance with FAR 12.203 and the below, which may result in award to other than lowest priced quote.

Your quote should contain your best terms. The Gov’t reserves the right to reject without further review quotes which contain additional terms and conditions or exclusions requiring extensive legal or higher level reviews.

After the evaluation of quotes, the Contracting Officer may negotiate final terms with one or more quoters of the

Government’s choice. The Contracting Officer will not negotiate with any quoters other than those of the

Government’s choice and will not use the formal source selection procedures described in FAR Part 15.

LATE SUBMISSIONS: The Gov’t will not consider any quote that we receive after the deadline unless we receive it before we award a contract and consideration of the quote is otherwise in the best interest of the Gov’t.

STANDING PRICE QUOTATIONS: Standing price quotations may be used if needed and deemed in the best interest of the Gov’t.

PRICE: Gov’t will record total evaluated prices (to include options). If more than 3 quotes are received, the Gov’t will identify a grouping of the most competitively priced quotes; remaining quotes will not be evaluated further unless later deemed necessary by the Contracting Officer.

Options. The Government will evaluate offer for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Additionally, as part of price evaluation, the Government will evaluate its option to extend services (see FAR

Clause 52.217-8) by calculating the price for six months of performance using the monthly pricing from the offeror's final option period prices. The calculated six month price will be added to the offeror's total proposed price. Thus, the offeror's total price for the purpose of evaluation will include the base period, all option periods, and the calculated six month extension price. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.

TECHNICAL: The Government will evaluate the technical proposal to determine how well the proposed products or services meet the Government’s requirement. The Gov’t may deem a quote to be technically acceptable or superior if their technical solution differs from the PWS or does not meet the technical minimums, but ultimately results in a solution that will meet or exceed the intent of the Government’s needs and would involve an acceptable level of risk.

Contract Personnel only:

*Note: In addition to other factors, packages reflecting competitive compensation & efficient overhead/profit will be favored

COMBINED SYNOPSIS/SOLICITATION

REQUEST FOR QUOTATION

PAST PERFORMANCE: Past Performance (for the UEI of the offeror) will be reviewed and may be based on

Contracting Officer’s prior knowledge/experience; past performance inquiry replies; CPARS, FAPIIS, or any other reasonable basis. The Government will evaluate the offeror’s past performance to determine the likelihood that the offeror will successfully perform the required effort described in the PWS. Past Performance within the past 3 years will be considered more heavily than beyond 3 years.

Rating Description

High Confidence The Government has a high expectation that the quoter will be able to successfully perform the required effort.

Some Confidence The Government has a reasonable expectation that the quoter will be able to successfully perform the required effort.

Neutral Confidence No performance record is available, or the quoter’s performance record is so sparse or lacking recency/relevance that no meaningful confidence assessment rating can reasonably be assigned. The quoter may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence The Government has low expectation that the quoter will be able to successfully

No Confidence The Government has no expectation that the quoter will be able to successfully

MULTIPLE AWARDS: Gov’t will not make multiple awards unless circumstances deem it appropriate and in the best interest of the Gov’t.

AWARDING WITHIN BUDGET: If deemed necessary to stay within budget, the Gov’t may reduce quantities and reach out to offerors with acceptable or better non-price proposals, requesting they revalidate or update their unit pricing. Alternatively, the Gov’t may cancel the requirement if needed.

52.252-1, Solicitation Provisions Incorporated by Reference

This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency’s Protest Decision Authority, but not both, in accordance with NG protest procedures. To be timely, the protests must be filed with the periods specified in FAR 33.103.
