About this file
This is a Combined Synopsis/Solicitation Request for Quotation (RFQ) issued by the North Carolina National Guard for Integrated Mental Health Services (IMHS).
The solicitation (W91242-26-Q-0148) is set-aside for Women-Owned Small Business (WOSB) concerns under NAICS code 624190 with a 16-million-dollar size standard. The requirement consists of three primary line items: IMHS Services, Toll Free Line services, and Travel Reimbursement, all governed by an attached Performance Work Statement (PWS). Pricing is requested for two period-of-performance options: an 11-month period (October 30, 2026 – September 29, 2027) and a 12-month period (September 30, 2026 – September 29, 2027). The travel reimbursement line items are fixed at $1.00 per unit with quantities of 18,000 units for the first option year and 9,000 units for the second option year. The contract includes mandatory Service Contract Reporting (SCR) requirements for labor hour tracking via SAM.gov. A firm-fixed-price contract with reimbursable travel costs will be awarded to the responsible offeror representing best value using streamlined comparative trade-off evaluation per FAR 12.203. Proposals must include pricing for all CLINs, a technical proposal addressing labor mix with proposed compensation, personnel qualifications and experience, recruitment and retention practices, current SBA WOSB certification status, and past performance information (maximum 2 pages). Quotations must be submitted by vendors registered and active in SAM.gov. The Government reserves the right to cancel the solicitation at any time without obligation, and no award will be made unless funds become available.

52.212-2 Evaluation—Commercial Items (Addendum Replacing 52.212-2 in full)
BASIS OF AWARD: The Gov’t will award a firm-fixed priced contract (with reimbursable cost travel CLINS), to the responsible offeror representing the best value to the gov’t, using a streamlined comparative trade-off evaluation in accordance with FAR 12.203 and the below, which may result in award to other than lowest priced quote.
Your quote should contain your best terms. The Gov’t reserves the right to reject without further review quotes which contain additional terms and conditions or exclusions requiring extensive legal or higher level reviews.
After the evaluation of quotes, the Contracting Officer may negotiate final terms with one or more quoters of the Government’s choice. The Contracting Officer will not negotiate with any quoters other than those of the Government’s choice and will not use the formal source selection procedures described in FAR Part 15.
LATE SUBMISSIONS: The Gov’t will not consider any quote that we receive after the deadline unless we receive it before we award a contract and consideration of the quote is otherwise in the best interest of the Gov’t.
STANDING PRICE QUOTATIONS: Standing price quotations may be used if needed and deemed in the best interest of the Gov’t.
PRICE: Gov’t will record total evaluated prices (to include options). If more than 3 quotes are received, the Gov’t will identify a grouping of the most competitively priced quotes; remaining quotes will not be evaluated further unless later deemed necessary by the Contracting Officer.
Options. The Government will evaluate offer for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
Additionally, as part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by calculating the price for six months of performance using the monthly pricing from the offeror's final option period prices. The calculated six month price will be added to the offeror's total proposed price. Thus, the offeror's total price for the purpose of evaluation will include the base period, all option periods, and the calculated six month extension price. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.
TECHNICAL: The Government will evaluate the technical proposal to determine how well the proposed products or services meet the Government’s requirement. The Gov’t may deem a quote to be technically acceptable or superior if their technical solution differs from the PWS or does not meet the technical minimums, but ultimately results in a solution that will meet or exceed the intent of the Government’s needs and would involve an acceptable level of risk.
Contract Personnel only:
*Note: In addition to other factors, packages reflecting competitive compensation & efficient overhead/profit will be favored
COMBINED SYNOPSIS/SOLICITATION
REQUEST FOR QUOTATION
PAST PERFORMANCE: Past Performance will be reviewed and may be based on Contracting Officer’s prior knowledge/experience; past performance inquiry replies; CPARS, FAPIIS, or any other reasonable basis. The Government will evaluate the offeror’s past performance to determine the likelihood that the offeror will successfully perform the required effort described in the PWS. Past Performance within the past 3 years will be considered more heavily than beyond 3 years.
Rating Description
High Confidence The Government has a high expectation that the quoter will be able to successfully perform the required effort.
Some Confidence The Government has a reasonable expectation that the quoter will be able to successfully perform the required effort.
Neutral Confidence No performance record is available, or the quoter’s performance record is so sparse or lacking recency/relevance that no meaningful confidence assessment rating can reasonably be assigned. The quoter may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence The Government has low expectation that the quoter will be able to successfully
No Confidence The Government has no expectation that the quoter will be able to successfully
MULTIPLE AWARDS: Gov’t will not make multiple awards unless circumstances deem it appropriate and in the best interest of the Gov’t.
AWARDING WITHIN BUDGET: If deemed necessary to stay within budget, the Gov’t may reduce quantities and reach out to offerors with acceptable or better non-price proposals, requesting they revalidate or update their unit pricing. Alternatively, the Gov’t may cancel the requirement if needed.
52.252-1, Solicitation Provisions Incorporated by Reference
