About this file
This is a Soil and Site Investigation Technical Memorandum prepared by AECOM Technical Services, Inc. for the US Army Corps of Engineers (USACE) regarding the Brookfield Borrow Site in support of the Natomas Basin Project located in Sacramento County, California. The investigation was conducted in June 2023 under Task Order W91238-22-F-0005 of Contract W91238-21-D-0002, with project number 60709700. The site, covering approximately 145 acres southwest of the intersection of Howsley Road and Natomas Road in Sutter County, has been identified as a potential source of earthen fill material for levee embankment construction. AECOM supplemented previous Kleinfelder 2022 hand auger explorations with 15 test pits excavated to approximately 10 feet below ground surface, collecting geotechnical and environmental samples at regular intervals. The subsurface materials consist primarily of fine-grained soils (silts, lean clays, and fat clays with sand), along with limited areas of silty sand, clayey sand, and poorly graded sand, with common cemented soils throughout.
Geotechnical laboratory testing by Geocon, Inc. included sieve and hydrometer analysis, Atterberg limits, specific gravity, organic content, triaxial shear, permeability, maximum dry density, expansion index, cation exchange capacity, corrosion, pinhole erosion, and shrinkage limits testing. Environmental testing by California Laboratory Services analyzed metals, total petroleum hydrocarbons, polynuclear aromatic hydrocarbons, polychlorinated biphenyls, organochlorine pesticides, chlorinated herbicides, and volatile organic compounds. The memorandum evaluates the suitability of borrow site materials for Type 1, Type 2, or Type 3 fill for Reach F and G levee construction, with fill criteria addressing maximum particle size, fines content, liquid limit, and plasticity index requirements. Test pit logs, detailed geotechnical laboratory results, import fill chemical screening limits, and environmental test results are provided in appendices to support USACE's assessment of material viability for the Natomas Basin Project construction.

1. Introduction
AECOM Technical Services, Inc. (AECOM) is providing geotechnical engineering support services to the US Army Corps of Engineers (USACE) for the Natomas Basin Project located in Sacramento, California.
The Sacramento Area Flood Control Agency (SAFCA) and USACE identified a source of earthen fill material at the Brookfield site. The site location is shown on Figure 1. AECOM performed a geotechnical subsurface investigation to collect samples from this site and characterize the geotechnical and chemical properties of the materials. This Technical Memorandum provides the results of this investigation. USACE will use the investigation results to evaluate suitability of these materials for use as levee embankment fill for the improvements related to the Natomas Basin Project.
2. Site Description
The Brookfield borrow site is located southwest of the intersection of Howsley Road and the Natomas Road in Sutter County, California. Natomas Road is along the levee crown of the Natomas East Main Drain Canal (NEMDC) West levee (see Figure 1). The site has historically been used for agricultural purposes and is generally flat. The site covers about 145 acres. At the time of AECOM’s investigation, the ground surface was covered with grass and weeds.
3. Historical Subsurface Exploration and Laboratory Testing Programs
Kleinfelder performed a preliminary borrow site investigation in December, 2022 at the Brookfield site. This investigation included 32 hand auger explorations (2B-22-001 to 2B-22-032) for environmental testing. Five of the hand auger explorations (2B-22-002, 2B-22-008, 2B-22-014, 2B-22-024, and 2B-22-028) were also sampled and tested for geotechnical index properties. The locations of the 2022 Kleinfelder hand auger borings are shown on Figure 2. Exploration data from Kleinfelder’s 2022 investigation are provided in Appendix D.
4. Surficial Geology
Fugro William Lettis & Associates (FWLA) developed a surficial geomorphology map and geomorphic assessment for the project site area in 2010 (FWLA, 2010). The assessment was based on review and analyses of existing geological, soil, and topographic maps, interpretation of 1937 aerial photographs, and a limited review of geotechnical data available as of January 2008.
The Brookfield Site is underlain by middle to late Pleistocene deposits from the upper and lower units of the Riverbank and Modesto Formations. The Modesto Formation is inset to the Riverbank Formation and is associated with nested terraces along larger streams in the areas.
The Riverbank Formation is an alluvial fan deposit consisting of weathered gravel, sand, silt, and clay that consist of an upper (younger) and lower (older) member. The lower member is well-consolidated, while the upper member is semi- to weakly-consolidated. Each member is
DRAFT Project number: 60709700
Prepared for: US Army Corps of Engineers AECOM capped by a moderate- to well-developed hardpan layer. The Modesto Formation also comprises upper (younger) and lower (older) units. The lower unit consists of unconsolidated slightly weathered gravel, sand, silt, and clay. The upper unit consists of sand, silt, and some gravel, with a moderate amount of secondary clay accumulation.
Holocene and historical channel deposits are also mapped along the project site inset into the Modesto formation deposits. Surficial geologic mapping of the project site from the FWLA report is shown on Figure 2.
5. Subsurface Investigation
AECOM performed a supplemental subsurface investigation program to collect additional samples for environmental and geotechnical testing in June 2023. This investigation consisted of 15 test pits excavated to depths of about 10 feet below ground surface (bgs). The test pit locations were selected to supplement the existing hand auger data from the Kleinfelder investigation. The horizontal locations of the test pits were recorded using a hand-held GPS device. The location of the test pits are shown on Figure 2 and summarized in Table 1.
Elevations were estimated using LiDAR information from the State of California Department of Water Resources’ (DWR’s) Urban Levee Evaluations Program. Elevations are provided with respect to the North American Vertical Datum of 1988 (NAVD88).

Prepared for: US Army Corps of Engineers AECOM accordance with ASTM 2488 and then retained in sealed plastic bags to preserve field moisture content.
In addition, soil samples were collected from seven of the test pits for environmental sampling.
The environmental samples were generally collected from the same depth intervals as the geotechnical samples. For each environmental sample, two jars full of material were collected (one in an 8 ounce and one in a 16 ounce glass jar). The glass jars were completely filled.
Samples for environmental testing were kept on ice in a cooler until they were delivered to the laboratory for testing. Four supplemental near surface samples (4B-23-SS1E to 4B-23-SS4E) were collected for environmental testing near four of the historical Kleinfelder explorations.
These were hand excavated and sampled at a depth of about 1 foot bgs. The locations of the surface sampling are shown in Table 2.

7. Environmental Laboratory Testing
Environmental testing was performed by California Laboratory Services of Rancho Cordova, California. Analytical testing include metals, total petroleum hydrocarbons, polynuclear aromatic hydrocarbons, polychlorinated biphenyls, organochlorine pesticides, chlorinated herbicides, and selected volatile organic compounds. Specific chemicals are listed in the Imported Fill Chemical Screening Limits list provided in Appendix C. Analytical test results are also provided in Appendix C.
8. Levee Embankment Fill Suitability Evaluation
The soils encountered consisted primarily of fine grained soils (silts, lean clays, and fat clays with varying amounts of sand). In addition, limited areas of silty sand, clayey sand, and poorly graded sand with silt were also encountered. Cemented soils were common.
It is AECOM’s understanding that the material from this site is being considered for use as Type 1, Type 2 or Type 3 fill for the Reach F and G levee construction project. Criteria for Type 1, Type 2 and Type 3 fill based on the project specifications are summarized in Table 4.
Table 4. Project Fill Criteria

No single test <8.
Type 3 2 inches > 30 Running 10-test Average < 55
No single test >60
Running 10-test Average 10<PI<40.
No single test <8.
The site is generally not suitable for use as Type 2 fill based on the field and laboratory test results. The materials predominantly meet, or could be blended to meet, the criteria for use as Type 1 and Type 3 fill. However, two of the tested samples had liquid limits exceeding 55 and sandy soils with fines content below 30 percent were encountered in two of the test pits. Due to the variable nature of the subsurface conditions at the site and the preponderance of cemented and medium to high plasticity materials, thorough processing, blending and moisture conditioning efforts will be required to produce a homogenous material suitable for use as embankment fill. In addition, a surficial cover layer of topsoil with visible concentrations of organics was observed that is not considered suitable for use as fill.
