Throughout Section M of the RFP, the phrase "at a similarly sized and scoped installation" is repeated for multiple project requirements. Because Hill AFB is one of the largest and most complex Air Force installations in the US, there are very few installations that are sized and scoped similarly to Hill AFB, making it almost impossible for firms that are not incumbent to compete. To demonstrate capacity to perform at a level similar to Hill AFB, is it acceptable to show size and scope on a portfolio level per year (e.g., support to multiple Air Force installations during a year) instead of a single installation?

On: Dec 14 2021.

Page 198 of 201, Section 2.3.3. Across the Air Force only two other installations compare to size and complexity of Hill AFB and none of those installations are located within the state of Utah. On: Dec 14 2021.

Page 197 of 201, Section 2.3.2.3, last bullet. The vast majority of Air Force contracts relevant to the Hill AFB BIEST Performance Work Statement (i.e., Air Force Fence-to-Fence contracts) are Small Business Set Aside contracts, thereby significantly limiting the ability for large businesses to prime relevant contracts. Further, we are aware of only two Air Force contracts aside from the Hill AFB BIEST, which have a relevant scope of work and for which a large business can prime: Tinker AFB BIEST and Robins AFB BIEST. In an effort to increase competition on this solicitation, would the government consider striking the statement in Section 2.3.2.3 of the Solicitation giving favor to offerors who are the "..Prime in each contract/project".
