Travis AFB Regulatory Status
Travis is on the National Priorities List (NPL) The Federal Facility Agreement
(FFA) was signed in Oct 1990 San Francisco Bay Regional Water
Quality Control Board (Region 2) is the State lead agency for the FFA
Records of Decision
Travis AFB RODs are highly prescriptive.
Almost any change in a remedy will likely require an ESD.
Keep in mind how long an ESD will take to get in place if you are proposing a change in a remedy to save in life cycle costs, or establish an alternative approach.
ROD: Record of Decision ESD: Explanation of Significant Differences
Quality Assurance Program Plan
Travis AF is currently operating under one base-wide UFP QAPP for the contract.
If a particular site is not covered by the UFP QAPP, any deviations/additions to the UFP QAPP will be included in the workplan for the site.

LOGISTICAL CHALLENGES &
FLIGHT LINE ACCESS
Working on AFP 42 and TAFB can be challenging.
Schedules may have to be changed on short notice to support the mission.
AFCEC staff and support contractors will assist in establishing and maintaining the needed lines of communication with the base.
Be prepared for occasional delays entering the base due to force protection requirements.
Logistical Challenges
Flight line Access -Requires close coordination with multiple offices as well as a Flight
Line driver's license.
- Some areas require an escort or personnel with a Restricted Area Badge and radio proficiency if driving on/near the runways.
Logistical Challenges
Flight Line Badge
- Controlled Area – Favorable background check
- Travis AFB has not been issuing to contractors
- At AFP 42 there is minimal need to be on flight line; 412th will escort
- Only a few monitor wells and FT-05 are on the airfield
Airfield Access cont.
Construction Escort
Airfield Driver
- Flight Line Driver's License:
• On-line training

SITE DESCRIPTIONS
ERP Site Descriptions
Site DP039; Bldg 755
Site Description: Building 755 was the Travis AFB Battery and Electric Shop. The site consists of Building 755 and a former battery acid neutralization sump. Past operations have included the recharging and dismantling of lead-acid and nickel-cadmium batteries. Before 1978, lead-acid solutions were discharged into a sink inside Building 755. The pipeline from the sink led to a rock-filled sump approximately 65 feet northwest of the building. The sump was removed in 1993. Building 755 was vacated and demolished in 2009.
The list of chlorinated COCs for DP039 groundwater includes 1,1-dichloroethene (DCE), 1,2-DCA, 1,1,1-trichloroethane (TCA), 1,1,2-TCA, bromodichloromethane, methylene chloride, perchloroethene (PCE), and trichloroethene (TCE).
Selected Remedy: The Travis AFB Groundwater ROD (CH2M HILL, 2014) selected Alternative 6 (Bioreactor, Phytoremediation, EVO Permeable Reactive Barrier, and EA) to address the residual dissolved solvent contamination.
Site Description: FT004 is in the northeastern part of Travis AFB and consists of the former Fire Training Area #3, an unoccupied 30-acre open field that was used to train fire fighters from about 1953 to 1962. Waste fuels, oils, and solvents were burned on open ground, contaminating the groundwater with chlorinated solvents, mainly trichloroethene (TCE).
The list of chlorinated COCs for FT004 groundwater include TCE, cis-1,2-dichloroethene (DCE), 1,2-dichloroethane (DCA), chloroform, bromodichloromethane, 1,1-DCE, vinyl chloride, and 1,4-dichlorobenzene (DCB).
Selected Remedy: The Travis AFB Groundwater ROD (CH2M HILL, 2014) selected Alternative 2 (Monitored Natural Attenuation) to address the residual dissolved solvent contamination.
Site FT004; Fire Training Area 3
Site Description: FT005 is in the southeastern part of Travis AFB and consists of an unoccupied 30-acre open field that was used to train fire fighters from about 1962 to 1987. From 1962 to the early 1970’s, waste fuels, oils, and solvents were burned on open ground. From the early 1970’s to when Fire Training Area #4 was closed, only waste fuels were burned. These activities contaminated the groundwater with chlorinated solvents, mainly 1,2-dichloroethane (DCA).
The list of chlorinated COCs for FT005 groundwater include trichloroethene (TCE), 1,2-DCA, cis-1,2-DCE, chloroform, and bromodichloromethane.
