Asbestos and Lead Survey Report June 2019

1.0 INTRODUCTION

AECOM has prepared this report for the future demolition of asbestos-containing materials

(ACM), lead-based paint (LBP), polychlorinated biphenyls (PCB), and mercury contain light tubes on behalf of the U.S. Army Corps of Engineers (USACE) for the structures to be demolished at the Tracy Defense Distribution Deport located at 25600 South Chrisman Road, Tracy, California (Site).

The survey consisted of a review of available building information, visual inspection of the building, and sampling and laboratory analysis of bulk building materials. The objective of the survey was to observe, locate, and collect samples of suspected ACM, LBP, and PCBs before demolition of the buildings.

Tables 1 and 2 provide a summary of the ACM and LBP sampling results. Table 3 and 4 provide a summary of polychlorinated biphenyl (PCB) and an inventory of light tubes. Laboratory results and chain-of-custody records are provided in Appendices A, B, and C. Sample locations are provided in Appendix D.

1.1 Site Background

The subject site is located at 25600 South Chrisman Road, Tracy, California and includes three structures scheduled for demolition. Structures include Building 119, Building 109, and

Warehouse 3. Building 119 is the inspection shade cover, this structure is a high-bay steel shade structure with corrugated metal roofing. Building 109 is a wood framed guard shake with an asphalt shingle roof. Warehouse 3 is a high bay warehouse with a built up flat roof. The interior of the warehouse is framed with redwood.

1.2 Objectives and Scope of Work

The objective of the survey was to assess buildings for the potential presence of ACM, LBP, PCBs, and conduct an inventory of light tubes. To meet this objective, the following scope of work was conducted:

1.2.1 Task 1 Asbestos-Containing Materials Survey

The following tasks were performed as part of the ACM survey:

• Review of asbestos survey report (Appendix F). Samples proven positive in previous report were not resampled. This was confirmed with on-site representative.

• A walk-through of the buildings was conducted to assess homogeneous areas of suspected

ACM.

• Bulk samples of friable and non-friable suspect ACM were collected for laboratory analysis.

Minimal intrusive sampling techniques, such as cutting existing carpet to locate suspect floor coverings and cutting into walls to sample materials, were used in this survey. Small

Asbestos and Lead Survey Report June 2019 incisions were made in closets, behind doors, or other inconspicuous locations to assess the presence of suspect ACM. Repair of the floor tiles, plaster walls, and other materials where sampling occurred was not included in the scope of work. The suspect ACM was assessed based on the type, condition, and location of each sample.

• The samples, accompanied by a chain-of-custody form, were submitted to a laboratory for analysis of asbestos content. The laboratory was certified by the American Industrial

Hygiene Association (AIHA) and participates in the National Voluntary Laboratory

Accreditation Program (NVLAP).

1.2.2 Task 2 Lead-Based Paint Survey

The following tasks were performed as part of the LBP survey:

• Review of lead-based paint survey report (Appendix F). Samples proven positive in previous report were not resampled. This was confirmed with on-site representative.

• A walk-through of the buildings was conducted to assess areas of suspected LBP based on

United States Environmental Protection Agency (EPA) guidelines.

• Bulk samples of suspect loose and flaking LBP were collected for laboratory analysis in accordance with United States Department of Housing and Urban Development (HUD)

Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing (June

1995). Repair of areas damaged during sampling was not included in the scope of work.

• The samples, accompanied by a chain-of-custody form, were submitted to a laboratory for analysis of lead. The laboratory was certified by the American Industrial Hygiene

Association (AIHA) and participates in the Environmental Lead Laboratory Accreditation

Program (ELLAP).

1.2.3 Task 3 Report

This report was produced to summarize the investigation methodology, field activities, laboratory testing procedures, results, and conclusions and recommendations for future renovation or demolition activities. The report also contains tables detailing the location and condition of confirmed ACM and LBP within the structures.

Asbestos and Lead Survey Report June 2019

2.0 PRE-RENOVATION/DEMOLITION SURVEY

2.1 Building Description

The subject site is located at 25600 S Chrisman Road in Tracy, California and includes three structures to be demolished to support the design and construction of the new access control point.

2.2 Pre-Renovation/Demolition Asbestos Survey

Mr. Mark King of AECOM, conducted a survey of the buildings on October 5, 2018 and October

15, 2018. Mr. King is a CAC in the State of California (Certification No. 92-0323) with the credentials required by the Asbestos Hazard Emergency Response Act (AHERA). The survey followed EPA guidelines (EPA, 1985). Each room was evaluated, and samples of accessible homogeneous materials used in the insulation, ceilings, walls, and floors were collected.

Potentially friable and non-friable ACM were visually identified, and samples were collected for analysis. Bulk samples of each type of suspect building material were collected and the samples were placed in sample bags that were labeled with the time, date, location, and condition of each sample. Chain-of-custody forms were completed and accompanied the samples to the laboratory. Sample locations were recorded on a site map.

The samples were submitted to ALS Environmental located in Salt Lake City, UT, for analysis of asbestos content by Polarized Light Microscopy (PLM) (Method EPA-600/R-93/116) as described in “The Interim method for Determination of Asbestos in Bulk Insulation Samples”

(EPA, December 1982). The PLM method utilizes the optical properties of minerals to identify the selected constituent. The PLM method enables identification of the type and the percentage of asbestos in a given sample. The asbestos detection limit of the PLM method is 1% percent

(1%) by volume. The EPA National Emission Standards for Hazardous Air Pollutants (NESHAP) regulation recognizes a material containing greater than 1 percent (>1%) asbestos as ACM

(Asbestos Containing Material); however, in the State of California materials containing greater than 0.1 % asbestos are ACCM (Asbestos Containing Construction Material). For a building material to be considered a non-ACCM in the State of California, all of the suspect homogeneous bulk samples collected must have tested (<0.1%) for asbestos.

Mr. King collected a total of 72 bulk samples (representing 30 different homogenous materials) of suspect ACM from the buildings. The analytical results of the ACM survey are summarized in

Table 1. Laboratory analytical results and chain-of-custody records are presented in

Appendix A.

In summary, the following building materials are considered ACM:

• Roofing penetration – Black mastic around roof penetration.

Asbestos and Lead Survey Report June 2019

2.3 Pre-Renovation/Demolition Lead-Based Paint Survey

AECOM performed a LBP survey of the three buildings on October 5, 2018 and October 15, 2018. The survey was completed to assess the presence, location, and condition of LBP hazard in the buildings. The survey was conducted by Mr. Mark King, a State of California Department of Health Services Certified Lead-Based Paint Project Monitor.

Bulk paint samples were collected in accordance with HUD Guidelines and were used to identify

LBP materials for worker protection and waste disposal. The sampling instruments were decontaminated after each use. The sampler wore gloves to collect the samples and spray-misted the area before scraping the paint. The paint was scraped from the surface of the interior or exterior building components, and the chips were placed in plastic sample bags labeled with the date, time, and location. Chain-of-custody forms were completed and accompanied the samples to the laboratory. The samples were submitted to ALS Environmental located in Salt

Lake City, UT, for analysis of lead content by atomic absorption (AA) in accordance with EPA

Method 7420/3050 and NIOSH Method 7082 (modified). Bulk paint samples containing concentrations greater than 5,000 parts per million (ppm) lead (0.05 percent by weight) are classified as LBP.

URS collected a total of 14 bulk paint samples from the three different buildings. The analytical results of the survey are summarized in Table 2. Laboratory analytical results and chain-of-custody records are presented in Appendix B.

In summary, the following building components are considered to contain LBP:

• Building 109 interior drywall paint

• Warehouse 3 – yellow dock paint, exterior paint/coating, roof penetration

Asbestos and Lead Survey Report June 2019

3.0 CONCLUSIONS AND RECOMMENDATIONS

3.1 Asbestos-Containing Materials

AECOM recommends the following:

• Remove and dispose of ACM prior to renovation or demolition using a licensed abatement contractor in accordance with federal, State, and local regulations and ordinances.

• Prepare bid documents and specifications for the renovation project to control the project and ensure lawful removal techniques are used.

• Have a third party provide renovation or demolition oversight to document that the contractor complies with the specifications, proper protective equipment is used, and proper disposal procedures are followed.

3.2 Lead-Based Paint

AECOM recommends the following:

• The LBP on the interior of the buildings are in good condition and paint located on the exterior surfaces of the building is in poor condition. The paint on the interior of the structures does not need to be abated prior to renovation/demolition. However, any flaking or peeling LBP should be removed and stabilized by a licensed lead abatement contractor and disposed following Federal, State, and local regulations. LBP may be disposed as construction debris if it remains on the substrate pending sample results of lead waste characterization.

• The renovation/demolition contractor should implement precautions to comply with OSHA

29 CFR 1926.62, Lead in Construction.

In addition to the above-mentioned recommendations, the following precautions should be taken prior to any repair or maintenance activities that would disturb LBP:

• Do not cut, sand, or drill materials containing LBP.

• Prior to initiating renovation/demolition activities that would disturb the LBP, wet the area to prevent possible release into the air.

• Remove dust with HEPA vacuum or wet wipe with disposable towels.

• Follow Federal, State, and local regulations for proper disposal of LBP.

Client: AECOM

Work Order: 18101252 Case Narrative

It is the responsibility of the client to notify the lab of any certification requirements in writing via the chain of custody as this may determine the preparation and analytical procedures employed.

Laboratory accreditation does not in any way constitute approval or endorsement by any accrediting body or agency of the federal government. Please contact ALS Cincinnati QA/QC Manager for accreditation identifications and certifications.

All sample collection is performed outside of ALS and is the sole responsibility of the client.

Sample condition acceptable upon receipt except where noted. Estimates of concentration are semi-quantitative and are made on an area basis. Results apply only to portions of samples analyzed. Samples disposed after 60 days. Cover letter signatory indicates report generation only. Raw data validated by peer analyst. Analyst responsible for technical content of report.

The reporting limit (RL) for asbestos in bulk materials is 1% and is a function of the quantity of sample analyzed, the nature of any matrix interferences, sample preparation, and fiber size and distribution.

Results reported as ND indicate that no asbestos was detected.

Results reported as "Trace" indicate that asbestos was detected at some level confidently determined to be <1% which is considered inconclusive according to New York ELAP.

Results reported as "Near 1%" indicate that while asbestos was detected at a level confidently determined to be <1% as prepared, the inherent uncertainty of the quantification technique(s) employed and the concentration nearing the 1% mark necessitate the recommendation that verification of these results by a more accurate and precise method be made.

ALS performs variety of PLM methods for asbestos in bulk building materials including EPA 600/R-93/116, NIOSH 9002, ELAP 198.1, and ELAP 198.6. In addition, we perform a modified uncertified version of EPA 600/R-04/004 for asbestos in vermiculite which reports asbestos as present or absent only, an in-house developed uncertified method ALS SOP ENV 004 for asbestos in soil, and asbestos in soil by ASTM D7521.

Regardless of the method requested, all samples are examined according to mandatory method protocol. Any optional method protocol are eliminated from the initial analysis but may be performed upon client request. These may include; insufficient sample volume rejection*, phase separation of layered or heterogeneous samples, ashing to remove organic interferences, acid dissolution to remove mineral carbonate interferences, point counting**, and analysis by transmission electron microscopy (TEM) to verify ND results.

All samples are examined by stereomicroscope for the determination of homogeneity, texture, friability, color, and extent of fibrous components. Non-asbestos materials such as foil, paper, metal, plastic, pebbles, or organic debris are ignored and a subsample of the remaining material homogenized by some means for examination by polarized light microscope (PLM).

CN Page 1 of 2

Client: AECOM

Work Order: 18101252 Case Narrative

Information obtained via both stereomicroscope and PLM are used in the final qualitative and quantitative analysis of fibrous components.

NOTE: Any visible building debris in soil samples such as pieces of drywall, roofing material, insulation, concrete, etc., are not included in the soil analysis. If present, these are considered possible asbestos containing materials (ACM) and may be analyzed as separate samples upon client request.

*Sufficient sample volume is material dependent. For samples such as floor tiles, roofing felts, sheet insulation, etc., three to four square inches of the layered material is preferred.

For materials such as ceiling tiles, loose fill insulation, pipe insulation, etc., one cubic inch (~15cc) is preferred. For samples of thin coating materials such as paints, mastics, spray plasters, etc., a smaller sample size may be suitable. For vermiculite analysis, a one gallon ziploc bag full of dry, loose material is acceptable. For ENV 004 soil samples, a 4oz jar is recommended. The ASTM D7521 Soil method requires a minimum of 8oz and a maximum of 16oz of homogeneous soil.

**PLM samples at or near the 1% detection limit may be analyzed by the 400 point count analysis which refers to method EPA 600/M4/82/020, or AHERA method EPA 40 CFR Part 763, Sub. E, App. E as these are synonymous.
