The Base Bid shall consist of the following:
2.1 CLIN 0001: Replace Water Distribution System
2.1.1 Work Requirements: The Contractor shall provide all labor, equipment and material to complete the installation of complete, operational water lines. The Contractor is responsible for visiting the site before submitting their proposal. The new water mains shall be run along the same path and at the same depth as the existing main water lines to the maximum extent. New water main lines shall be constructed of C-900 or C-905 pipe.
C900 PVC pipe shall be used for 12” water main lines; C905 PVC pipe shall be used for 16” water main lines. The Contractor shall provide metallic locating wire approximately 3" above the new water line and marking tape on the ground, approximately 12" below the top of the finish surface.
The domestic water main distribution line shall be constructed per Appendix 14 - UFC 3- 230-01 Water Storage, Distribution, and Transmission and Appendix 15 – UFGS 33 11 00 Water Distribution Specification. Contractor shall test new waterlines for leaks before backfilling the trenches. Contractor shall disinfect water mains, perform bacteria testing, and pressure test per AWWA Standard C651 Disinfecting Water Mains. There is a 24 hour turnaround on the water testing before the water line is re-energized.
Contractor shall provide new thrust blocks, piping and valves per Appendix 15 - UFGS 33 11 00 Water Distribution Specification.
Contractor shall utilize trench plates for traffic control as necessary. Contractor shall work from valve to valve, one building at a time. The flow of work will be constrained by the operation of the warehouses. For Warehouses 16, 29, and 30, operational requirements will govern when these buildings may be worked on. The Contractor must closely coordinate with the User and attend a weekly coordination meeting with Distribution personnel for these critical buildings. Most of the other buildings within the project have the water line on the street side away from the building so operations for those buildings will be minimally impacted. The lines at both employees and main gates, lines on 1st Street from C Street to Ennis Street, lines at the vicinity of Bldg. 100, 101 and 103, and line under Bldg. 255 are not in contract (NIC). Contractor must coordinate with User for all work impacting Base entrance gates.
2.1.2. Existing Water Line: Refer to Appendix 10 – Tracy Site General Water Map for existing main water line information and also areas on the main water line where existing valves need to be replaced or new valves installed. Existing utility information, including sewer, gas, electrical, telecommunication, are depicted in Appendix 13 –Tracy Site Utility Plans. The depth of the existing water lines underground varies from 3 feet to 10 feet. The new water lines shall be at the same depth as the existing water lines to maximum extent possible. In areas where the water lines cross through roads and parking lots, the existing asphalt paving needs to be trenched, the trench backfill shall be per detail in Appendix 19 – Trench Backfill Details.
2.1.3. Overlapping Areas: See Appendix 11B for areas showing overlap of Basewide paving repairs and the waterline replacement. For pavement areas where Basewide
Paving overlaps with the waterline trench paving and the waterline is under roadway, the Contractor shall install the trench with the bedding material, water pipe, native material backfill and 18” of slurry mix. The Contractor shall provide 20”or 21” of native material backfill and compact, but leave the trench with compacted backfill for the paving subcontractor to complete the paving portion. See detail A of Appendix 19. The paving subcontractor will then complete the trench paving and complete paving the entire area with 12” of lime treatment; 6” of ABC and 2” or 3” of AC, for Minor or Major Paving CLIN as shown in Appendix 7. Payment for paving of all overlap areas are not to be included in the CLIN 0001 for waterline replacement, but are to be included in the CLINs identified for Major or Minor paving.
For areas that overlap in the parking lots or paved areas (not roadways), the Contractor shall install the trench as shown in detail B of Appendix 19 for the waterline replacement.
The paving subcontractor will then complete the trench paving and pave the entire area for minor or major paving CLIN as shown in Appendix 7. For all other areas where there is no Basewide paving over the road or parking area that affects the waterline replacement, scenarios C and D of Appendix 19 apply.
The Contractor shall avoid hitting other utilities. For water lines that run underneath buildings, the Contractor shall abandon in place the section of existing water line that is under the building and run the new water line around the building.
2.1.4 Asbestos Piping: The potable water distribution system at DDJC Tracy is comprised of 72 year old asbestos cement, ductile iron, and concrete coated steel pipe with associated valves and accessories. All domestic water mains are asbestos cement unless otherwise noted. See Appendix 10 – Tracy Site General Water Map and Appendix 12 – Tracy Water Assessment Report Map.
Contractor shall remove and dispose off base the existing asbestos cement pipe, performing asbestos abatement as required. Refer to Appendix 16 – Asbestos Abatement Specification. Contractor shall replace all asbestos cement pipe with PVC C900/C905 pipe in the following quantities:
6 inch line = approximately 4,517 ft.
8 inch line = approximately 4,459 ft.
12 inch line = approximately 29,976 ft.
16 inch line = approximately 3,826 ft.
Total = approximately 42,778 ft.
Contractor shall remove and replace all valves connected to the asbestos cement pipe with new valves, the approximate quantities are:
6” valve – (12) 8” valve – (4) 12” valve – (56) 16” valve – (10)
2.1.5 Phasing: See Appendix 11A Updated Water Line Phasing Plan – for location of asbestos cement water main lines to be removed and replaced and a color coded phasing plan showing the order and general location of the domestic water main lines and valves to be replaced. The Contractor shall replace domestic main water lines from valve to valve and provide temporary portable toilets (one ADA toilet and one regular toilet) and portable sinks for the buildings that are affected during construction. It is recommended that the Contractor perform work in phases to minimize interruption of Base operations.
All phases must be coordinated with the User for the buildings in each phase. The Phases are as follows:
1) Phase I (Purple) - Replace water main lines and valves at the following locations: on the north side of WH 22; on the East side of Bldg. 28; along railroad track on Area A Road; going across railroad track and around Bldg.
