| TextField11: 1. SJVAPCD Notification and/or Dust Control Plan may be required: San Joaquin Valley Air Pollution Control District Construction Notification Form required for sites 1-5 acres (provides 48 hour notice to Air District). A Dust Control Plan is required for any construction site exceeding 5 acres of disturbed surface area or exceeding 2,500 cubic yards per day of moved, deposited, or relocated bulk materials on at least three days of the project. Fugitive dust control and road dirt control are required. Fugitive dust exceeding 20% opacity cannot travel past the fence line. A water truck should be used to control dust at site. Visible road dirt cannot be tracked outside the depot and should be controlled on depot with sweeper/vacuum truck. |
Environmental Office must be provided a copy of any contractor correspondence with the SJVAPCD.
2. NEPA is exempt, no documentation is required.
3. General conformity Record of Non Applicability (RONA) is attached.
4. A storm water permit is required.
5. Wastes with total lead greater than 350ppm disposed of in California must be disposed of at a Class 1 hazardous waste landfill, or at other landfills that have specific permits to accept these wastes.
If total lead is greater than 1000ppm it is considered hazardous waste, therefore hazardous waste manifesting and a registered hazardous waste transporter is required. See attached striping study.
6. The following LUC Areas will be disturbed:
1. Eastern Soils Depot LUC - minor repairs
2. DSERTS 6 (SWMU 6) - major repairs
3. Areas 1 & 2 LUCs - Reconstruction
4. SWMU 24 LUC - minor repairs
5. Area 1/ B237 LUC - minor repairs
6. DSERTS 72 LUC - minor repairs Because both Minor and Major repairs can turn into Reconstruct projects where soil would be disturbed, each of the sites listed above need to be flagged and the Contractor should be prepared to use appropriate PPE per the LUC requirements for each site. If the projects stay as either Minor or Major repairs, soil will not be disturbed and no need for PPE for the contaminants at the LUC sites. However, the Perimeter Road of Areas 1 and 2 (our Areas 2 and 3) are slated for Reconstruction; therefore PPE will be needed at these two sites. Soil from these areas must be tested for known contaminants prior to either relocation on the depot or disposal.
