4. Authority Cited: 10 U.S.C. 2304(c)(l) and FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: The ASSA master keying system has been designated as Hill Air Force Bases basewide standard, by the Base Civil Engineer. Unfortunately, some of the ASSA locks/cores are special use (ex; high security locks), which have no compatible or alternate systems authorized. The Base Facility Standard, paragraph 4.5 (and subparas), reads, "Keying: Master keying shall be ASSA model # V806001C-626 SUB 595-95 Yale with 1210 core or equivalent. All locks shall be furnished 'with removable cores. All locks shall be furnished with removable core cylinders. The cylinder will be capable of being removed through the face of the knob by means of a control key. All cores and keys will be purchased by the contractor but must be shipped either through Clark Security Products Inc or directly to HAFB lock shop. All cores will be pinned by the Base Lock Shop. AU locks will be grand master keyed into the base system and shall be sub-mastered by the BCE locksmith.

6. Efforts to Obtain Competition: No other efforts will be made to obtain competition until a new lock

Child Development Center, Hill AFB, VT ASSA Control No. SPK09~17 system is sought for the entire installation.

7. Actions to Increase Competition: The contract action will be S}nopsi7~ in the Federal Business Opportunities website. However, based on infonnation identified in paragraphs 3 and 5 above, the Air Force mandates critical proprietary (sole source) systems, identified for specific use, on their installations.

8. Market Research: No market research will be conducted for other brand names until such time as a new lock and key system is considered for the entire installation.

9. Interested Sources: Though this sole source item was not openly solicited, all alternative offers received, shall still be considered for potential applicability.
