SECTION 01 30 00 Page 4
a. Historical data (supplied by the Contracting Officer to the Contractor) and
b. Any new data collected during the construction, rehabilitation and monitoring of the project during construction.
The database shall be created such that all spatial data can be displayed and analyzed using ESRI's ArcGIS environment in plan and section views.
The data collected in the industry standard EDB (SQL database) shall be spatially referenced, with all relevant datums, coordinates, geographic projections and metadata provided to the Contracting Officer. All coordinates for spatially located data shall be provided in three dimensions such that the data can be used in 2D or in 3D GIS and other visualization, CADD and mapping software. The Contracting Officer will have access to the data in the EDB for the duration of the contract this can be accomplished through mirror databases (database(s) which contain copies of the EDB data, but are not directly updated with new project data from sources other than the EDB), linked data tables or by direct connection to the EDB. The Contracting Officer will have access to data tables from EDB using MS Access, as well as, through other means proposed by the Contractor and accepted by Contracting Officer, through the use of mirror databases or through linked data tables using open database connectivity (ODBC) and other standard database connection methods. At the end of the project, a final documented EDB shall be provided to the Contracting Officer.
1.1.2 Secure FTP
A secure FTP (file transfer protocol) site shall be set-up and maintained by the Contractor for the duration of the project and all data stored on that site shall be accessible to the Contracting Officer for the duration of the contract and until final payment is made. This sFTP site shall be used to house all raw data, documents, drawings, photographs, images, supporting documentation, PDF (portable document format), CADD drawings, borehole records, GIS support files (e.g., shapefiles or geodatabases), scans and other documents/data created on the project. All submittals shall be maintained on the sFTP site for the duration of the contract and until final payment is made. The sFTP site shall be established and the Contracting Officer provided access to the site no later than 30 days after Notice to Proceed has been issued.
1.1.3 On-going Access to Data for the Duration of the Project
The Contractor shall maintain the Contracting Officer access to project data for the duration of the project and shall submit, in their data management plan, an updated schedule for any data generated at the site.
The secure FTP site shall be available to the Contracting Officer's personnel 24/7. The Contracting Officer's personnel shall have 24/7 access to either the EDB or to mirrored databases, as well as, GIS support files for viewing and analyzing data in a spatial, database and table form.
Current firewall rules within the Contracting Officer specifically disallow push updates of software/data onto the Government servers. The Contractor shall maintain access of the Contracting Officer's personnel to data such that updates and information can be downloaded or accessed by electronic means initiated by the user (e.g. downloading information from an sFTP site, accessing data through a web based GIS, viewing and downloading instrumentation readings from a sharepoint site) unless the Contractor requests and is granted a special exemption.
SECTION 01 30 00 Page 5
New data, except for real time data noted below, shall be available to the Contracting Officer in the spatial (GIS) environment no later than 48 hours after it is generated. All data which requires minimal processing, that is data which can be directly uploaded to the system without further processing or analysis shall be available to the Contracting Officer in the spatial environment no later than 24 hours. All data shall be stored, appended and uploaded to the sFTP and/or EDB as soon as possible within these 48-hour/24-hour time frames. Raw data shall be uploaded as specified in Paragraph RAW DATA REQUIREMENTS. Access to static documents (e.g., PDFs, JPG etc.), shall be accomplished through storage of these documents on the sFTP and through the use of hyperlinks to these documents from within the EDB, mirrored databases (if used), mirrored data tables (if used) and through the Interactive Spatial Access (e.g., GIS) tools.
Real-time access to automated geotechnical instrumentation data (e.g., piezometers, inclinometers, etc.), water quality, headwater elevation, tailwater elevation, weirs, and precipitation shall be maintained. This data shall be accessible by the Contracting Officer through the use of a secure web interface in map, table and graph forms. Any manual instrumentation data shall be available in the database and reporting system no later than 24 hours after it has been gathered.
1.1.4 Data Management Plan
