Can you explain this in more detail? Is this stone or asphalt, etc.

Also, details C1, A1, and A3 show compacted subgrade undercut 18" Min. - Is this 18" min. Aggregate Subbase (21A)?

Government Response

The 18" compacted subgrade shown in all of the details on C-501 shall be aggregate base or a stone structural fill with a minimum CBR of 20.

Per specification section 316316, part 3.8, adjacent piles within 5 feet cannot be installed with 3 days of each other.

Adjacent piles should not be drilled near each other while the grout is in a fluid state, as there is a risk of communication between the adjacent shafts. Grout used in auger cast piles does not remain in a fluid state for long, the industry standard practice is to wait 12 hours before drilling adjacent piles.

This requirement would lead to a schedule of 7 work days to install the 14 production piles, when only 3 should be required if following industry standard practice. Can this specification requirement be changed, "No piles shall be placed within 5 feet of adjacent piles until the grout in the piles has set for 12 hours"

The "3 days" in spec 31 63 16, paragraph 3.8 is changed to "24 hours" for less than 5 feet new pile distance. A sentence shall be added: "For adjacent piling between 6 and 5 feet from a newly grouted pile, the interval must be no less than 12 hours." The Attachment 31 63 16 will be provided in Amendment 4.

Confirm any unsuitable soils found during excavation must be "sifted" by ANC for artifacts on the facility prior to disposal offsite. This is relevant because the KTR will handle the spoil materials twice.

Government Response

The specifications do not require shifting and Section 01 57 19 paragraph 3.4.1 states that if archeological resources or "artifacts" are discovered the Contracting office is to be contacted and any work that could damage or destroy the resource is to be suspended.

Section 00 01 15, 1.3 Subsurface Data, states that the soils report is included as part of this solicitation. We did not see the soils report and are requesting it be provided.

Please confirm that the Government is furnishing the services of the Historic Masonry Consultant as described in 04 30 00, 1.4.2.1 and also 04 10 00, 1.6.2.1. The prior Section states the Government is furnishing this service, but the later leaves it open for the contractor to provide. Also, if the Government is providing this Consultant/Inspector, please confirm the contractor is not to provide any additional third party masonry Special Inspectors for the scope referenced in these Specification Sections.

Government Response

Contractor shall provide Historic Masonry Consultant as described in 04 30 00, 1.4.2.1 and also 04 10 00, 1.6.2.1.

Specification section 04 30 00, 1.4.2.1 has been coordinated and revised to match the most recently revised specification section 04 10 00, 1.6.2.1. See Amendment 0005 for the revised 04 30 00 file.

Please reference Section 01 45 35 for Special Inspections. Can you please clarify which special inspections require both a Special Inspector and an Associate Special Inspector. The different items that require Special Inspections appear to be the steel fabrication, install, welding, concrete construction and load bearing soils. It is difficult to understand which type of inspector is required for each scope and how often (continuous or periodic). Please clarify.

Also, if a schedule of special inspections was available that would be helpful.

Government Response

The spec section is clear on the definitions and responsibilities in paragraph 1.3. Items to be inspected are also listed in paragraph 1.2.

Please clarify if the contract is 362 days as listed in the Solicitation or 555 days as listed in Section 01 11 00, 1.10.

Please confirm that only the bid pricing schedule in the Solicitation is required to be submitted with the bid and not the bid schedule in 00 22 13.00 20 Supplementary Instructions to Bidders.

Bid pricing schedule in the solicitation is required to be submitted with the bid. Bid schedule in 00 22 13.00 20 Supplementary Instructions to Bidders has been revised to match the solicitation, see attachment. The Attachment 00 22 13.00 20 will be provided in Amendment 4.

Please reference Section 04 10 00. In 2.2.3 it states there are 11 total historic stone pieces and then in 3.2.b is says there are 11 per column. It also states there are two broken pieces that are being replaced. Please clarify the total number of pieces being removed from storage and reused. Also please clarify when the 2 Government furnished replacement pieces will arrive to the site.

Each column, two (2) in total consists of eleven (11) individual pieces totaling twenty-two (22) individual pieces for both columns.

Who is responsible for relocating the Dominion Energy Ductbank shown on Sheet C-507?

Government Response

Dominion owns those lines, and any/all relocation work will be performed by Dominion. However, all responsibility for proper coordination of such work within the overall scope of the O&W project rests solely with the Contractor.

As an aside, the Contractor should ensure that they plan and allow ample time for notification and coordination with Dominion.

252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS (AUG 2000)

(a) The Government will provide to the Contractor, without charge, one set of contract drawings and specifications, except publications incorporated into the technical provisions by reference, in electronic or paper media as chosen by the Contracting Officer.

(b) The Contractor shall--

(1) Check all drawings furnished immediately upon receipt;

(2) Compare all drawings and verify the figures before laying out the work;

(3) Promptly notify the Contracting Officer of any discrepancies;

(4) Be responsible for any errors that might have been avoided by complying with this paragraph (b); and

(5) Reproduce and print contract drawings and specifications as needed.

(c) In general--

(1) Large-scale drawings shall govern small-scale drawings; and

(2) The Contractor shall follow figures marked on drawings in preference to scale measurements.

(d) Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.

(e) The work shall conform to the specifications and the contract drawings identified on the following index of drawings:
