1.2 GENERAL BID NOTES
a. Award will be made on the total sum of Contract Line Item 0001-0006.
b. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206 (b) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) to the total price for CLIN 0001.
In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the Options(s).
c. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option or additive quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
d. 1 Measurement Ton (MTON) = 40 cubic feet
e. History has shown that the average billable volume for a 40 ft.
container is 59.0 MTON. There is a weight restriction of 50,000 lbs.
per container, which includes tare weight of the container.
f. U.S. Contractor: To qualify as a U.S. Contractor, the firm (or if a joint venture, members of the joint venture) must be incorporated in the United States, and must comply with the following:
(1) The principal place of business and corporate headquarters must be in the United States.
(2) The firm must have paid corporate franchise and employment taxes in the United States for a minimum of 2 years. The firm must have filed state and federal income tax declarations for a minimum of 2 corporate years and paid any applicable taxes determined to be due as a result of such filing.
(3) The firm must employ U.S. citizens in key management positions.

PART 1 GENERAL
1.1 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.
ASTM INTERNATIONAL (ASTM)
ASTM E2114 (2008) Standard Terminology for Sustainability Relative to the Performance of Buildings
1.2 DEFINITIONS
Definitions pertaining to sustainable development are as defined in ASTM E2114, and Section 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS, and as specified.
a. "Environmentally preferable products" have a lesser or reduced effect on the environment in comparison to conventional products and services. This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product.
b. "Sustainability" is the balance of environmental, economic, and societal considerations.
1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:
SD-01 Preconstruction Submittals
Upon receipt of Government Furnished Equipment, the Contractor shall submit records in accordance with paragraph entitled, "Government Furnished Property," of this section.
1.4 WORK COVERED BY CONTRACT DOCUMENTS
1.4.1 BACKGROUND
Arlington National Cemetery is our nation's most sacred shrine and the final resting place for our most revered military and civilian leaders.
The Cemetery receives millions of visitors each year - including visits from the President of the United States, other heads of state, family members of the deceased, and millions of tourists from around the world.

Six thousand or more funerals are conducted yearly - in addition to over 2,000 other ceremonies, such as commemorations, wreath ceremonies, and head-of-state visits. These ceremonies and funerals often receive the intense focus of the press and other media. Because of Arlington's special significance and the attention it receives, strict adherence to these specifications is essential. Failure to meet specifications will have a negative impact on our nation's image and will not be tolerated. The successful Contractor forms a true partnership with the federal government to ensure those who served our nation are properly honored.
This project will help ANC to continue to meet the mission of laying to rest those who have served our nation with dignity and honor, treating their families with respect and compassion, and connecting guests to the rich tapestry of the cemetery's living history, while maintaining these hallowed grounds befitting the sacrifice of all those who rest here in quiet repose.
1.4.2 Project Description
The project will reconstruct the Ord & Weitzel Gate and Columns, along with associated pedestrian paving, landscaping, and construction of a guard house. The work also includes grading, asphalt pavement, aggregate base, drainage improvements, curb and gutter, utility relocations and other related work. The existing pavement and curbs will be removed and new curb and gutter set in a similar offset and elevation as indicated on the cross sections. Utility relocations include relocating existing water mains, yard hydrants and installing new drinking fountains. The existing asphalt pavement along custis walk will be removed and a concrete walk constructed.
1.5 WORK RESCHEDULING
There are restrictions set in place for this project to ensure minimal interference with funerals and ceremonies that take place every year at the facility. Reference section 01 30 00.10, paragraph 1.9.10 for all non-work days.
Contracting Officer reserves the right to change these restrictions at any time during the period of performance. The Government will notify the Contractor of pending changes within 14 calendar days before a restriction is changed, except that the government will provide notification within two calendar days where excavation and subsurface activity abeyance shall be imposed.
Contractor shall allow for a maximum of three calendar days where construction activity is determined prohibitive. In most instances requiring work rescheduling the time periods will range from 10 minutes to 4 hour delay.
1.6 OCCUPANCY OF PREMISES
The site area around the construction site will be occupied during performance of work under this Contract.
Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, use of approaches, and egress from the site.

1.7 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
c. Remove all temporary construction access/egress elements and return any alterations made during the construction period to provide temporary construction access/egress elements to pre-existing condition.
1.7.1 Damage to Government Property, Injuries, or Death
At the Government's discretion, the Contractor shall either repair or replace property, or reimburse the Government for property damage. The Contractor shall be aware that Government property - beyond standard structures and equipment - also includes headstones, monuments, floral decorations placed by visitors and next of kin, trees, beds, and turf (for example, wounded trees, scalped turf, new or existing sod as well as headstones, shall be repaired or replaced at no additional cost to the Government).
1.8 LOCATION OF UNDERGROUND FACILITIES
Obtain digging permits prior to start of excavation by contacting the Contracting Officer 14 calendar days in advance. A completed Miss Utility locate is required, prior to receiving a dig permit. Scan the construction site with electromagnetic or sonic equipment, and mark the surface of the ground, or paved surface where existing underground utilities or utilities encased in pier structures are discovered. Verify the elevations of existing piping, utilities,and any type of underground or encased obstruction not indicated to be specified or removed but indicated or discovered during scanning in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.8.1 Notification Prior to Excavation
Notify the Contracting Officer at least 48 hours prior to starting excavation work. Contractor is responsible for marking all utilities not marked by Miss Utility.
1.9 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT
The Contractor shall safeguard all Government property provided for Contractor use during the course of the contract. At the close of each
SECTION 01 11 00 Page 3 work period, Government facilities, equipment, and materials furnished shall be secured.
1.10 PERIOD OF PERFORMANCE
The period of performance shall be 555 calendar days from the issuance of notice to proceed. The period of performance is based upon the construction durations provided below for each construction phase including adverse weather as outlined in Section 01 30 00.10.

ADMINISTRATIVE REQUIREMENTS

PART 1 GENERAL
1.1 SUBMITTALS

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.2 VIEW LOCATION MAP
Submit to the Contracting Officer, prior to or with the first digital photograph submittals, a sketch or drawing indicating the required photographic locations. Update as required if the locations are moved.
1.3 PROGRESS AND COMPLETION PICTURES
Photographically document building conditions prior to start of construction operations. Provide monthly, and within one month of the completion of work, digital photographs, 1600x1200x24 bit true color minimum resolution in JPEG file format showing the sequence and progress of work. Take a minimum of 20 digital photographs each week throughout the entire project from a minimum of ten views from points located by the Contracting Officer. Submit with the monthly invoice two sets of digital photographs, each set on a separate compact disc (CD) or data versatile disc (DVD), cumulative of all photos to date. Indicate photographs demonstrating environmental procedures. Provide photographs for each month in a separate monthly directory and name each file to indicate its location on the view location sketch. Also provide the view location sketch on the CD or DVD as a digital file. Include a date designator in file names. Cross reference submittals in the appropriate daily report.
Photographs provided are for unrestricted use by the Government.
1.4 MINIMUM INSURANCE REQUIREMENTS
Note that insurance requirements spelled out in this paragraph are not meant to supersede or replace those put forth by FAR, DFAR, and/or the Contracting Officer in Division 00. These requirements merely represent minimum standards set forth by the installation. The contractor shall be responsible for providing insurance as required in other sections of the contract. Procure and maintain during the entire period of performance under this contract the following minimum insurance coverage:
a. Comprehensive general liability: $500,000 per occurrence

b. Automobile liability: $200,000 per person, $500,000 per occurrence for bodily injury, $20,000 per occurrence for property damage
c. Workmen's compensation as required by Federal and State workers' compensation and occupational disease laws.
d. Employer's liability coverage of $100,000, except in States where workers compensation may not be written by private carriers,
e. Others as required by State of Virginia law.
1.5 SUPERVISION
The Contractor shall be required to have a Project Manager (PM) or PM's representative, not directly assigned actual construction activities, physically present at Arlington National Cemetery (ANC) a minimum of three
(3) workdays per week from Contractor mobilization following Notice to Proceed (NTP) through commencement of actual construction activities after all pre-construction submittals are approved by the Government and/or any regulatory agency. Following active construction activities, the Contractor's PM (or a PM representative not engaged in actual physical construction) presence at ANC requirement can be relaxed to two (2) workdays per week at the discretion of the Norfolk District's ANC Construction Field Office Administrative Contracting Officer (ACO). This PM will support any planned Contractor meetings with ANC and provide weekly progress and upcoming schedule activities updates by close of business each Thursday and provide an electronic copy of the progress report to the Norfolk District PM. 1.6 POST AWARD CONFERENCE
In accordance with Federal Acquisition Regulation Subpart 42.5, the government will conduct a post award contract administration conference at the project site, as soon as possible after contract award. This will be coordinated with issuance of the contract notice to proceed (NTP). The prime contractor and all major sub-contractor representatives shall participate. Government representatives will include U.S. Army Corps of Engineers and Arlington National Cemetery Staff project delivery team members. Ahead of the meeting, the Government will provide an agenda, meeting place, and meeting time to participants prior to the meeting.
The government will introduce U.S. Army Corps of Engineers and Arlington National Cemetery project delivery team members. The post award conference shall include introduction of contact persons, their authorities, contract administration requirements, discussion of expected project progress processes, and coordination of subsequent meetings for quality control (reference Section 01 45 00.00 10 QUALITY CONTROL). The Contractor shall introduce the Project Manager, Site Safety and Health Officer, Quality Control Officer, Site Superintendent, all major subcontractors, and other staff integral to the Contractor's team. Expectations and duties of each person shall be defined for all participants. An attendance roster shall be developed and distributed after the meeting by the government with complete contact information including name, office, project role, phone, mailing and physical address, and e-mail address.
1.7 PRECONSTRUCTION CONFERENCE
After award of the contract but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule of prices or earned value
SECTION 01 30 00 Page 2 report, shop drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations of the "Interim DD Form 1354" Submittal. Major subcontractors who will engage in the work shall also attend.
1.8 PERIODIC PROGRESS MEETINGS
The contractor must be agreeable to any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings, the Contracting Officer will apprise the contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
1.9 FACILITY TURNOVER PLANNING MEETINGS (Red Zone - RZ)
Key personnel will meet to identify strategies to ensure the project is carried to expeditious closure and turnover to the Client. Start the turnover process at the Pre Construction Conference meeting and convene at the Facility Turnover Meetings once the project has reached approximately 75 percent completion or six months prior to Beneficial Occupancy Date (BOD), whichever comes first. The Contracting Officer's Representative will lead the meetings and guide discussions based on an agenda provided by the Government. The facility Turnover effort shall include the following:
a. Pre Construction Meeting - Contracting Officer's Representative (COR) will provide the RZ Checklist and the Contractor, Client, and Norfolk District Construction Representative will compare Contractor's schedule to RZ Checklist items.
b. Facility Turnover Meetings
1. Fill in the RZ Checklist including Contractor, Client, and U.S.
Army Corps of Engineers (USACE) Checklist Items and assign a person responsible for each item and a due date. The Contractor's Representative will facilitate the assignment of responsibilities, fill out the RZ Checklist, and discuss "Interim DD Form 1354" requirements.
2. Review the Contractor's updated schedule. The Contractor shall develop an integrated plan for the completion of all Contractor, Client, and USACE Checklist items.
3. Confirm that all RZ Checklist items will be completed on time for the scheduled Facility Turnover.
1.10 AVAILABILITY OF CADD DRAWING FILES
After award and upon request, the electronic "Computer-Aided Drafting and Design (CADD)" drawing files will only be made available to the Contractor for use in preparation of construction data related to the referenced contract subject to the following terms and conditions.

Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction data for the referenced project. Any other use or reuse shall be at the sole risk of the Contractor and without liability or legal exposure to the Government. The Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.
These electronic CADD drawing files are not construction documents.
Differences may exist between the CADD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CADD files, nor does it make representation to the compatibility of these files with the Contractors hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished CADD files, the signed and sealed construction documents shall govern. The Contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.
If the Contractor uses, duplicates and/or modifies these electronic CADD files for use in producing construction data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.
1.11 ELECTRONIC MAIL (E-MAIL) ADDRESS
The Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments in all Microsoft Office applications, and Portable Document Format (.pdf). Within 10 days after contract award, the Contractor shall provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use e-mail to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes, terrorist threats, etc. Multiple e-mail address will not be allowed.
It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s). The Contractor shall promptly notify the Contracting Officer, in writing, of any changes to this e-mail address.

1.2 DEFINITIONS

1.3 SPECIAL CONTRACTOR REQUIREMENTS

The project layout, including both horizontal and vertical dimensions, is shown on the Civil sheets contained in the contract drawings. The Contractor shall use the dimensions from the Civil sheets to obtain dimensions for layout as necessary to prepare all shop drawings. There may be some instances where the Contractor shall have to adjust actual dimensions to the submitted items that he will use, to finalize the location of select items. Any such adjustments shall be clearly identified on the submitted shop drawings for Government review.

1.3.3 ANC Tree Preservation
Contractor shall comply with "ANC Tree Preservation Specifications."
1.4 COOPERATION WITH USING AGENCY AND OTHER CONTRACTORS
During the period of this contract, other contracts may be in force for the construction of other features of work on or adjacent to the site of work being accomplished under this contract. It shall be the responsibility of the Contractor on this contract to be fully informed of the extent of the limits of work to be performed by other Contractors.
Should there be any conflict between these limits, it shall be brought to the attention of the Contracting Officer (CO) and the CO's decision shall be final. Also, prior to completion of work under this contract, members of the Using Agency may be performing work or occupying facilities on or adjacent to the area. The Contractor shall arrange his plant and shall schedule and perform this work so as to effectively cooperate with all other Contractors and Government agencies.
1.5 PERSONNEL RESTRICTIONS
Contractor personnel are limited to the immediate site areas and shall not enter buildings or facilities not involved in the work. All employees of the Contractor will be subject to all rules and regulations of the Facility which pertain to personnel. The Contractor shall erect fences and signs as specified and be responsible for the restrictions of all personnel. The Contractor's plans for restricting personnel access to the project site shall be submitted for approval as a part of the Safety Plan (Accident Prevention Plan). Facility access shall be restricted.
Contractor shall comply with current security requirements as provided by ANC. All vehicles shall be registered with U.S. Army Corps of Engineers Resident Office.
Contractor shall develop a procedure to safely allow visitors who need to gain access to areas under construction to do so safely. The procedure must account for stringent housekeeping standards at all time, personal protective equipment (PPE) for visitors who need access into the construction zone, procedures for temporary stoppage of work, temporary barriers (e.g. jersey barrier, bike rack, etc) with an appropriate type and number of signs to keep unapproved guests from entering the construction zone and warn of the dangers therein.
1.6 SPECIAL SCHEDULING REQUIREMENTS
a. The Arlington National Cemetery will remain in operation during the entire construction period. The Contractor shall conduct his operations so as to cause the least possible interference with normal operations of the site (see 1.9.2 Working Hours).
b. Contractor is responsible to ensure that no contract work interferes with any funeral, ceremony, procession, or visitation to be delayed, altered, or otherwise impacted in such a way that the dignity or security of the event is compromised. The contractor's site manager is responsible for staying abreast of all such upcoming events. A list of scheduled ceremonies will be provided each week prior to the event, and a list of scheduled funerals will be provide the day prior to the service. As a rule of thumb, work - especially with power equipment -work within 1,000 feet of the funeral or ceremony is not acceptable.

c. All work involving use of tools or equipment which would interfere with any interment service conducted in the immediate vicinity of the work sites shall cease until the service has been completed.
d. Permission to interrupt any Activity roads, railroads, and/or utility service shall be requested in writing a minimum of 15 calendar days prior to the desired date of interruption.
1.7 CONTRACTOR ACCESS AND USE OF PREMISES
Contractor shall refer to 3.1 ANTITERRORISM SECURITY CHECKLIST to use as a quick checklist; however, 1.7.1 Opsec Requirements shall govern.
1.7.1 Opsec Requirements
Contractors shall comply with Contractor and Commercial Visitor Access Control Policy, dated 7 Jan 2019.
a. AT Level I training. This provision/contract text is for contractor employees with an area of performance within an Army controlled installation, facitliy or area. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training by all employeees and subcontractor personnel. AT Level I awareness training is available at the following website:

b. Access and general protection/security policy and procedures. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor and all associated subcontractor's employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.
Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
For contractors requiring Common Access Card (CAC). Before CAC
SECTION 01 30 00.10 Page 3 issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05 and Homeland Security Presidential Directive-12 (HSPD-12). The contractor and all subcontractors employees will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an interim CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.
For contractors who do not require CAC, but require access to a DoD facility or installation. Contractor and all associated subcontractor's employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and precedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
c. AT Awareness Training for contractor personnel traveling overseas.
This standard language text required US based contractor employees and associated subcontractor employees to make available and to receive government provided area of responsibility (AOR) specific AT awareness training as directed by AR 525-13 (Antiterrorism).
Specific AOR training content is directed by the combatant commander with the unit ATO being the local point of contact. All US based contractor employees and associated subcontractor employees traveling overseas will receive the government provided AOR specific AT awareness training. The documentation of training completion must be provided to the COR prior to departure.
d. Suspicious activity reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something). This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. The contractor and all associated subcontractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program.
This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.
e. Contractor employees who require access to Government information systems. This standard language text is for contractor employees with access to government info system. All contractor employees
SECTION 01 30 00.10 Page 4 with access to a government info system must be registered in the Army Training Certification Tracking System (ATCTS) at commencement of servics, and must successfully complete the DoD Information Assurance Awareness prior to access to the information systems and then annually thereafter in accordance with personnel security standards listed in AR 25-2 (Information Assurance), an appropriate background investigation will be conducted prior to accessing the government information systems.
f. For contracts that require an OPSEC standing operation procedure/plan. This standard language text is for contractor employees with an area of performance for classified contracts or if the contract employee has access or responsibility to protect critical information. The Contractor, in collaboration with RA OPSEC Officer, shall develop and OPSEC Standard Operation Procedure (SOP)/Plan within 90 calendar days of contract award per AR 530-1 (Operations Security). The Contractor shall develop an OPSEC SOP/Plan within 90 calendar days of contract award. The OPSEC SOP/Plan must be reviewed and approved by the RA OPSEC Officer. The SOP/Plan will included the governments's critical information, why it needs to be protected, where it is located, who is responsible for it and how to protect it. In addition, the contractor shall identify and individual who will be an OPSEC Coordinator.
g. For contracts that require OPSEC Training. Per AR 530-1 (Operations Security), contractor employees must complete Level I OPSEC Training within 30 calendar days of contract award. All new contractor employees will complete Level I OPSEC Training within 30 calendar days of their reporting for duty. Additionally, all contractor employees must complete annual OPSEC awareness training. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee, to the COR or to the Contracting Officer (if a COR is not assigned), within 5 calendar days after completion of training. OPSEC awareness training is available at the following websites:

h. For Information Assurance (IA)/Information Technology (IT) Training. This standard language text is for contract employees who need network access and/or working IA/IT functions. All contractor employees and associated subcontractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoD 8570.01-M, DFARS 252.239-7001, and AR 25-2.
The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award.
i. For Information Assurance (IA)/Information Technology (IT) Certification. Per DoD 8570.01-M, DFARS 252.239.7001, and AR 25-2, the contractor employees supporting IA/IT functions shall be appropriately certified upon contract award. The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award. All contractor employees supporting IA/IT functions shall be appropriately certified upon contract IAW DoD

8570.01-M, DFARS 252.239-7001, and AR 25-2. The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award.
j. For contractors authorized to accompany the force. DFARS Clause 252.225-7040, Contractor Personnel Authorized to Accompany U.S.
Armed Forces Deployed Outside the United States. The clause shall be used in solicitations and contracts that authorize contractor personnel to accompany US Armed Forces deployed outside the US in contingency operations; humanitarian or peacekeeping operations;
or other military operations or exercises, when designated by the combatant commander. All contractor employees shall ensure the following AT/OPSEC requirements are met prior to deploying personnel authorized to accompany U.S. Armed Forces outside the United States; to include compliance with laws, regulations, pre-deployment requirements, and required training in accordance with combatant command guidance.
k. For contracts requiring performance or delivery in a foreign country. DFARS Clause 252.225-7043, Antiterrorism/Force Protection for Defense Contractors Outside the US. The clause shall be used in solicitations and contracts that require performance or delivery in a foreign country. This clause applies to both contingencies and non-contingency support. All non-local contracting personnel will comply with theater clearance requirements and allows the combatant commander to exercise oversight to ensure the contractor's compliance with combatant commander and subordinate task force commander policies and directives.
l. For contracts that require handling or access to classified information. This clause involves access to classified information, i.e., "Confidential", "Secret", or "Top Secret".
Contractor shall comply with AR 380-67 (Personnel Security Program) and Homeland Security Presidential Directive 12 (Policy for a Common Identification Standard for Federal Employees and Contractor) as well as FAR 52.204-2, Security Requirements.
Additionally, contractors must comply with, The Security Agreement DD Form 441, including the National Industrial Security Program Operating Manual (DoD 5220.22-M); any revisions to DoD 5220.22-M, notice of which has been furnished to the contractor. For classified contracts, the DD Form 254 will be attached with the contract.
m. Will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
The contractor will coordinate with the COR and/or the facility security office for access when required. (Use when security clearances are not required, i.e., facility repair or construction). All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
n. (For Classified Contracts Only) Contractor company to obtain a facility clearance and individual clearances at the appropriate level. The prime contractor company must have a Facility Clearance (FCL) at the appropriate level (IAW the NISPOM DOD 5220.22-M and

AR 380-49) prior to the start of the contract awarded period of performance. Contractor personnel performing work under this contract must have the required security clearance, per AR 380-67, at the appropriate level at the start of the period of performance. Security clearances and FCL requirements are required to be maintained for the life of the contract IAW the DD Form 254 attached to the contract. If no FCL, the supporting Government Contracting Activity will sponsor the prime contract company in obtaining the FCL.
o. Pre-screen candidates using E-Verify program. The Contractor must pre-screen candidates using the E-Verify program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The vendor must ensure that the candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered in to the E-verify system. An initial list of verified/eligible candidates must be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This form will be provided to the Contracting Officer and shall become part of the official contract file.
p. For contract requiring armed security guards. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility or area. The Physical Security Officer must or will review the PWS/SOW with Contracting Officer for accuracy and completeness of AR 190-11 requirements.
