Can you please clarify - do the projects need to be awarded as a "JOC" - or would the following examples be considered JOC-style contracts and be deemed acceptable as "JOC Experience":

Experience under a JOC contract shall be as a Prime, Key Subcontractor, Joint Venture, or Mentor- Protégé arrangement in accordance with RFP Section 5.1.1 Submission Requirements.

5.1.2 Evaluation Criteria

The RFP indicates that IDIQ (i.e. MATOC and MACC) contracts will be counted as one project.
As MACC and MATOC contracts are not JOC Contracts, please confirm that MACC or MATOC contracts are to be submitted as "Non-JOC" projects.
MATOC and MAC contracts are considered Non-JOC contracts/projects.

5.1.2 Evaluation Criteria

The RFP indicates that IDIQ (i.e. MATOC and MACC) contracts will be counted as one project.
Paragraph d. of 5.1.2. Evaluation Criteria states that: "Projects with a total award value of $4,000,000 to $25,000,000. Offerors may submit higher valued projects if there is a scope of work with a measurable performance period and measureable monetary value within a larger project that is relevant to this procurement. An example could be a single contract that includes separate facilities, or buildings, or phased construction that shows relevant experience. Offerors shall clearly describe this project and how it related to the overall contract. Projects outside the relevant range may be considered less relevant. Smaller projects bundled into a larger project in order to meet this cost element are not considered relevant."
Question 2 of Attachment 2(a) asks for project value and indicates "$2,500 and $5,000,000".
Please confirm that MACC/MATOC IDIQ contracts submitted with a value of greater than $5,000,000 will be considered relevant if there are task orders in the $2,500-$5,000,000 range.
Attachment 2a will be revised to reflect the total award value of $4,000,000 to $25,000,000 as provided in RFP paragraph 5.1.2.1(d).

With regard to the previous IDIQ contract at DLA: 1. What the dollar amount awarded each fiscal year? 2. How many task orders were awarded each fiscal year? Is there an office or trailer site available?
1. USACE-Norfolk District is not privy to previous DLA IDIQ contract information, contact DLA Richmond Contracting Office. 2. Yes, there is a designated location for a trailer at DLA. Specific location will be provided at contract award.

A review of the Statement of Work indicates this is a procurement for general contracting (NAICS 236220) rather than specialized trades (NAICS 238990). Given the wide variety of potential job orders to be issued under this 8(a)-set-aside contract, will the Government consider revising the NAICS code to accurately reflect the nature of the work to be procured?
The Government will not revise the assigned NAICS code for this acquisition.

For instance, a carpenter's hourly rate is $17/hr with $4.61/hr fringe benefit. Should $4.61/hr of fringe be subtracted from RS Means cost line item and be included in the indirect cost items that are covered by coefficient?

Are payment and performance bonds required for task order with value exceed $100K?
Performance and payment bonds will be required for task orders exceeding $150K in accordance with FAR 28.102-2.
What is the dollar range of task orders to be awarded?
Reference RFP, Information to Offerors, Contract Value: The contract minimum is $2,500.00 and the contract maximum is $25,000,000.00.

Which determination will need to be used -- Chesterfield -- "Building" and "Heavy" scales included in the RFP. Will the contractor utilize one DB scale for the life of the contract for will the DB scale need to be changed per option year/ any other required frequency? Will the RFP indicate what wage scale to utilize for pricing/estimating purposes? If RFP Proposal submitted in 2017, and then awarded in 2018, will Government allow for price increases due to updated wage scale?
A separate wage determination will not be required or provided for this acquisition. The wage rates will be automatically updated via RSMeans Online software. The calculation at the task order level is made by selecting the applicable line items in RSMeans Online, adding them up and then applying the coefficient. No other additions to the price are required.
