Per specification 04 20 00 paragraph 2.5.1 type M mortar is to be used unless otherwise specified. Type M mortar is to be used at all foundation, exterior and shear wall locations. Type S mortar may be used at interior non-load bearing and non-shear wall locations.

Please clarify the grouting requirements? Are all exterior walls to be fully grouted or just grouted at rebar? Are all interior walls (load bearing and non-load bearing) to be fully grouted or just grouted at rebar?

On sheet A-501 detail 3 shows 3" Rigid Insulation in between the CMU block. On sheet A-631 detail 2 shows 3" Spray Foam Insulation between the brick and CMU block. Please clarify which is required. If both are can you provide where one starts and one stops? Can you provide a cut of what the transition from one to the other looks like?

Only Rigid Insulation is required in this wall assembly. For Detail 2/A-631, the 3" Spray Foam Insulation is supposed to be Rigid Insulation. Revised drawing will be provided via amendment.

Detail 3/A501 is the typical base detail; rigid insulation and vapor barrier shall be continuous 2'-0" from footing around the entire building perimeter, including the bid options.

Detail 3/A501 is intended to be a typical enlarged section detail; wall sections at 1/2" do not show this information.

Provide continuous rigid insulation and vapor barrier as indicated in detail 3/A-501 2'-0" from face of foundation typical around entire building perimeter including all bid options.

A-512 Detail 1 shows a Hardwood Cap on the knee wall @ the Lobby Area. Please give guidance on how you want the contractors to attach the hardwood cap.

The signage shown in the drawings does not comply with the 2010 ADA standard. Many of them are too small to provide the required space for the tactile text specified along with corresponding braille. The restroom signs also do provide the minimum space required for the graphic. Please provide updated details complying with ADA standards or advise as to how we should proceed.

The UFC was updated during the design process to reflect the referenced ADA standard. A revised sheet will be provided with the correct signage types.

23. Bidder Inquiry ID 7577148:

We are asking contracting offices for consideration to add FAR 52.208-9 for SKILCRAFT door hardware in your current and future acquisition as it now applies to construction and renovation "flow down" situations per US AbilityOne Commission Procurement List Notice of Addition #20150054 (9 Feb 2016).

The architect's specification is the difference. Architecturally Specified Products ARE called out as an "ingredient" in construction and renovation products. PL #20150054 of 9 Feb 2016 added 90 door hardware products compliant to ANSI and BHMA certification IRT FAR 8.005 and 36.202.

SKILCRAFT Door Hardware products are architecturally compliant in specification DIVISION 08 OPENINGS, SECTION 08 71 00 DOOR HARDWARE; ANSI/BHMA A156.2 Cylindrical Locks, ANSI/BHMA A156.3 Exit Devices, ANSI/BHMA A156.4 Door Closers, ANSI/BHMA A156.13 Mortise Locks. SKILCRAFT locksets ARE Small and Large Format IC compatible.

FAR 52.208-9 for mandatory and specific sourcing does not require a separate CLIN because the product is architecturally specified for construction and renovation requirements. The product is going to the job site by the same project incorporation as all other materials specified by the architect.

24. Bidder Inquiry ID 7577169:

Specifications 07 42 63 - 3.3 is asking for continuous full height panels, as most of the panels would be 50' in length and 2.1. Panel Materials 2.1.1 e. 1. require Standard Flush Panels with Reveal Joints, 2. Smooth, Flat Surface Texture, the length maximum for this panel is 32' the only way to get the 50' is to go to a Mesa profiled panel and it would require a manufacturer approval due to the panel length and thickness. Please clarify.

Refer to revised detail 2/A-501 for horizontal panel joint detail and height (@ 36'8" AFF). Provide continuous horizontal panel joint per provided detail at North, East and West sides of the building (not required at South side of hangar since metal panels stop above two story roof typ.) This should be the only horizontal panel joint and shall allow for one continuous full height panel above and below the joint. Revised drawing will be provided via amendment.

25. Bidder Inquiry ID 7577172:

1.8 Warranty requires a 20 yr. Manufacturers no-dollar limit warranty and no Insulated Metal Panel manufacturer currently offers this type of warranty, the only 20 yr. warranty offered is a Weather-tight warranty.

Change 20 year no-dollar limit warranty to 2 years. This will be changed in the specification. Revised specification to be provided via amendment.

26. Bidder Inquiry ID 7577361:

On the finish schedule Porcelain Tile it call for 20x20 tile. In the spec it calls for nominal tile size 12x24. Please clarify which is correct.

Also on A-404 it looks like the tile is either 10x20 or 12x24. Please clarify. If it is suppose to be 20x20 we will have to cut the tile to get to 10x20 which will add significant cost.

The expectation is to have the full size tile with as few cuts as possible. The design is based on the FY14 install of 12x24 tile. This tile has been provided as a design basis as the manufacturer has since discontinued the product. The GC will need to submit an "or equal" for the shop drawings. For the review, the color and technical specs will weigh more than the size of the tile.

27. Bidder Inquiry ID 7577364:

Drawing Sheet EP402: Please identify the Special Purpose Receptacles for Key Notes 1, 2, and 3.

Surge Suppression Specification is not included in bid documents. Please identify Surge Characteristics.

28. Bidder Inquiry ID 7578173:

Note #6 states: "SEE SHEET CD106 AND CD107 FOR RECORD DRAWINGS. (BLDG. 2116)." These drawings are not found, please clarify.

Sheets should be referenced as CD907 and CD908 for BLDG 2116. Sheets will be amended.

29. Bidder Inquiry ID 7578203:

At Bldg 2783 the demolition plans shows the removal of the curb and asphalt to the edge of Harrison Loop, is the curb and gutter along the road to be replaced?

The curb and gutter will not be replaced along Harrison Loop in the vicinity of the Bldg 2783 curb and asphalt demolition.

30. Bidder Inquiry ID 7578276:

Spec 99000 only calls for Scuffmaster on gypsum substrates. "Armour" in stairs and wet areas. "Scrubtough" in all other areas. Finish Legend I-002 description for PNT2 agrees with this gypsum spec. Some gypsum walls are scheduled to receive PNT3, which is described as "Waterbased Epoxy" on I-002. What product should be used on the gypsum walls specified to receive PNT3 waterbased epoxy, in absence of an epoxy spec for gypsum.

Finish Legend on sheet I-002 will be revised to eliminate reference to "waterbased epoxy". GWB to receive PNT3 shall be considered "new wall board not otherwise specified" and use the High Performance Architectural Water Based Polyurethane from the paint table in the specifications.

31. Bidder Inquiry ID 7578280:

Spec section 99000 for interior steel says to use "Armour" for all metal, not otherwise specified. Armor is a paint that has a splatter coat, similar to a knockdown or orange peel texture. Exposed ceilings (for instance room 135 High Bay) call for PNT3. Finish Legend describes PNT3 as "Water Based Epoxy Paint". There is no spec in 99000 for water based epoxy paint on steel. Please advise on what product to apply to exposed ceilings with PNT3.

Finish Legend on sheet I-002 will be revised to eliminate reference to "waterbased epoxy". Paint table for exposed metals and ceilings not otherwise specified has been changed to a high performance architectural latex;

"scuffmaster" paint is not required for ceilings and exposed structure.

32. Bidder Inquiry ID 7578282:

Note 3 on I-003 calls for the ceiling and walls in this room to be water based polyurethane (which points to the scuffmaster product). The walls in High Bay 135 are called for PNT3, and also have remark 3 and 4. Please advise on the coating for the exposed wall structure above the acoustical panels, as well as for the walls below the acoustic panels.

Finish Legend on sheet I-002 will be revised to eliminate reference to "waterbased epoxy". Specifications for interior metals not otherwise specified has been changed to a high performance architectural latex. Exposed wall surfaces/structure and ceilings/roof deck above the acoustic panels in the high bay scheduled to receive PNT3 shall use the High Performance Architectural Latex. CMU walls in high bay shall have epoxy paint per interior CMU paint table.

33. Bidder Inquiry ID 7578287:

Note on I-003 calls for Stair Ceilings to receive PNT2. We are to price these exposed ceilings to receive the "Armor" coating. Please confirm.

Refer to revised specification; ceilings shall receive high performance architectural latex paint.

34. Bidder Inquiry ID 7578290:

Please confirm that all door frames, handrails, stair components, columns, etc. are to receive the "Armour" product.

35. Bidder Inquiry ID 7578298:

Most of the exposed ceilings call for PNT1, which is NOT described as Scuffmaster on the finish legend. Are all of these PNT1 exposed ceilings to be figured as Scuffmaster Armor (since that is the only product that appears in the steel spec)?

Exposed ceilings scheduled to receive PNT1 shall use the High Performance Architectural Latex. Specifications have been changed to include this in the paint tables.

36. Bidder Inquiry ID 7578424:

DRYWALL

a. Spec 99000 only calls for Scuffmaster on gypsum substrates. "Armour" in stairs and wet areas. "Scrubtough" in all other areas.

b. Finish Legend I-002 description for PNT2 agrees with this gypsum spec.

c. Some gypsum walls are scheduled to receive PNT3, which is described as "Waterbased Epoxy" on I-002.

d. What product should be used on the gypsum walls specified to receive PNT3 waterbased epoxy, in absence of an epoxy spec for gypsum.

e. In some areas (ie. vestibule 100)- the finish schedule calls for walls to be PNT3 (water based epoxy), however Finish Schedule Remark 3 calls for the walls to be waterbased polyurethane (which points to the scuffmaster products). What product should be used for PNT3 Walls that also have Remark 3?

37. Bidder Inquiry ID 7578428:

Would the government consider allowing the contractor to install "a mechanical attachment system"? This would allow the same roof membrane but instead of gluing it, it can be mechanically fastened along with installing 2-way air vents. We are told this solution would meet all of the performance requirements without all the adhesives; thus eliminating flammable products. This project would still be provided the same warranty as a fully adhered system.

F. BID EVALUATION AND AWARD

The Government will evaluate bids in response to this solicitation based upon the Total Evaluated Price without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government considering only price and the price-related factors specified elsewhere in the solicitation. G. AWARD TO RESPONSIBLE OFFEROR

1. DEFINITIVE RESPONSIBILITY CRITERIA

In accordance with FAR 9.104-1, the Contracting Officer will determine responsibility based on the standards defined therein. In addition, the Contracting Officer's responsibility determination also will based on the following Definitive Responsibility Criteria:

1. Whether the low bidder has demonstrated experience on three projects in which lifts of pre-positioned, pre-assembled hardware weighing 30 - 50 tons have been performed using multiple cranes working in unison.

2. Whether the low bidder has demonstrated experience on three projects in which heavy hot-rolled truss sections utilizing large gusset plate connections and high strength pre tensioned bolts.

3. Whether the low bidder has demonstrated experience on three projects in which deep pile foundations were utilized, piles driven deep into the ground and footings for the structural members of the building placed on top of the driven piles.

After bid opening, the apparent low bidder only will be required to submit documentation demonstrating past project experience responsive to the Definitive Responsibility Criteria within 3 days of the bid opening. The prime contractor may submit its past projects as a prime contractor in which the pertinent scope described in the Criteria was a part of the contract even if it was not self-performed by the prime. In addition, the prime contractor may submit projects in which it performed the pertinent scope as a subcontractor.

Finally, the contractor may submit projects of an intended subcontractor, provided that the prime clearly explains what portion of this contract will be performed by the subcontractor AND a letter of commitment signed by the subcontractor is submitted in the Responsibility submissions. A draft letter of commitment is included as an attachment.

H. RESPONSIVENESS OF BIDS (FAR 14.301)

1. To be considered for award, a bid must comply in all material respects with the invitation for bids. Such compliance enables bidders to stand on an equal footing and maintain the integrity of the sealed bidding system.

J. INSPECTION OF THE SITE

Prospective bidders are invited to visit the site of the work in order to acquaint themselves as to site conditions and other problems incident to the prosecution of the work. The contractor shall not accept instructions issued by any person, employed by the U.S. Government or otherwise, other than the Contracting Officer or the Authorized Representative of the Contracting Officer acting within the limits of his/her authority as defined in the Designation of Authority letter. Q. TIMBER VALUATION

The contractor shall be responsible for tree clearing and removal in accordance with the plans and specifications, see Section 31 11 00 Clearing and Grubbing Part 3.2 Clearing.

Within 30 days after a Notice to Proceed is given to the contractor, said contractor shall submit a certified check payable in the amount of $1,198.95 to " FAO, USAED Norfolk" for fair market value of timber designated for tree removal on the site. Payment mailed to U.S. Army Corps of Engineers, Norfolk District, Attn: Real Estate Timber Sales, Fort Norfolk, 803 Front Street, Norfolk, VA 23510-1011. The contractor shall have (designated amount of time) from the Notice to Proceed to remove said timber. Ownership of timber transfers upon cutting. Title to the timber sold hereunder shall vest in the Purchaser as and when the Purchaser cuts the timber. The risk of loss shall pass to the Purchaser upon vesting of title. All trees not cut will remain property of the Government.

R. AT/OPSEC

1. AT Level I Training. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable and annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 05 calendar days after completion of training by all employees and subcontractor personnel. 2. Access and General Protection/Security Policy and Procedures. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements {FAR clause 52.204-9 or NAF Clause BI.142, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, Should the Force Protection Condition {FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

3. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), http://jko.jten.mil/ applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

4. iWATCH Training. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 05 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.
