SPECIFICATION SECTION 32 31 13 – Add Paragraph 3.2.16 GROUNDING:
Ground fencing as specified.
Ground all fences crossed by overhead power lines in excess of 600 volts, and all electrical equipment attached to the fence. Ground fences on each side of all gates, at each corner, at the closest approach to each building located within 50 feet of the fence, and where the fence alignment changes more than 15 degrees. Grounding locations cannot exceed 650 feet. Bond each gate panel with a flexible bond strap to its gate post. Ground fences crossed by power lines of 600 volts or more at or near the point of crossing and at distances not exceeding 150 feet on each side of crossing. Provide ground conductor consisting of No. 6 AWG solid copper wire. Provide copper-clad steel rod grounding electrodes3/4 inch by 10 foot long. Drive electrodes into the earth so that the top of the electrode is at least 6 inches below the grade. Where driving is impracticable, bury electrodes a minimum of 12 inches deep and radially from the fence, with top of the electrode not less than 2 feet or more than 8 feet from the fence. Clamp ground conductor to the fence and electrodes with bronze grounding clamps to create electrical continuity between fence posts, fence fabric, and ground rods. Total resistance of the fence to ground cannot exceed 25 ohms.
SPECIFICATION SECTION 32 92 19 – Revise paragraph 3.3.5 WATERING from:
Start watering areas seeded as required by temperature and wind conditions. Apply water at a rate sufficient to insure thorough wetting of soil to a depth of 2 inches without run off. During the germination process, seed is to be kept actively growing and not allowed to dry out.

After this has been completed, the contractor shall coordinate with the ACOE and the COR and field verify and document that the grass is firmly established before being released from their contractual responsibilities.

ProjNet Bidder Inquiries and Government Responses:
1. Bidder Inquiry ID 7541138:
The cover sheet for all specification volumes contain the footnote "Property of the United States Government ?
FOUO | For Official Use Only AS DIRECTED BY THE DTL" and "Copying, Dissemination, and Distribution to Unauthorized Individuals Prohibited AS DIRECTED BY THE DTL". Please confirm contractors are permitted to distribute RFP documents to subcontractor for pricing.
Responses to Bidder Inquiry ID 7541138:
The FOUO is a misprint. This in not a classified project. Distribution to subcontractors is permissible.
2. Bidder Inquiry ID 7541152:
Cover sheet for all 3 volumes contains a footnote indicating the sheet is FOUO. No other page is marked as FOUO.
CFR-2011-title32 requires that all pages containing FOUO information be so marked. Please confirm that no other specifications are designated FOUO.

The FOUO is a misprint. This is not a classified project. Contractors may distribute documents to their subcontractors.
3. Bidder Inquiry ID 7541961:
FAR clause 52.236-1 Performance of work by contractor states "The contractor shall perform on site, and with its own organization, work equivalent to at least 51 percent of the total work amount of work to be performed under the contract"; this seems excessive for the type of project. Typically the percentage of work required to be performed by a general contractor on this type of project is 15 percent. Please advise if 51% is the correct intended percentage of work. If so, would the Government consider reducing this to 15%.

4. Bidder Inquiry ID 7553181:
Drawing S-105 Overall Crane Plan Notes. Note # 2 references drawing S-507. Drawing S-507 provides a detail for the elevator pit foundation. Please clarify.

This is a typo. The correct sheet number is S-575 not S-507.
5. Bidder Inquiry ID 7553927:
Is there any vertical "X" bracing required along grid line "E" from finish floor up to the bottom of the box girder?
Elevations 1,2/S-413 shows vertical bracing along grid line "B" but unable to locate any elevation drawings along grid line "E" other than the "E" line of the box truss.
Responses to Bidder Inquiry ID 7553927 No. This is not possible and not required.
6. Bidder Inquiry ID 7555326:
1.On Sheet S-502 the Precast Pre-stressed Pile Reinforcing Elevation and section state the following; "Corrugated plastic pipe inserts for #7 standard hook epoxied into pipe. Pipe diameter and length as per epoxy manufacturer"
a. Can this sleeve be Galvanized corrugated pipe? (there can construct-ability issues when using plastic, they tend to bend during pouring and create issues when you install the rebar)
b. Is there a specification for the epoxy or epoxy grout to help determine the length of the pipe and bars?
Responses to Bidder Inquiry ID 7555326:
a. Industry standard pipe inserts are acceptable.
b. The bar development length and pipe insert length may be determined from the epoxy or epoxy grout (manufacturer provided) strength properties that should be equal to or exceed the pile cap concrete compressive stress.
7. Bidder Inquiry ID 7555336:
"Concrete Pile Schedule" calls for an allowable axial compressive capacity of 127 kips interacting with a 94 kip-ft moment. This loading combination is outside the capacity for a 14" Pile with 5,000 PSI concrete.
a. Are the stresses indicated on sheet S-004 indicative of "Factored (Ultimate) Stresses" or "Allowable (Service) Stresses"?
i. If these stresses are Allowable then a 14" Pile will not work. The piles size or quantity would need to change.
ii. If these stresses are Factored (Ultimate) Stresses then the piles can work with an increased PSI concrete. Would this be acceptable?

Please make the following updates to the "Concrete Pile Schedule" on S-004:
Allowable Capacities – Bending Moment = 42 kip-ft Pile Note 2. Concrete compressive strength is to be minimum 6000 psi at 28 days. These changes should also be reflected in the geotechnical report and Specification Section 31 62 13.20
8. Bidder Inquiry ID 7555340:
Section 5.2 of the Geotechnical Report, "Table 4" indicates the piles are to have an Allowable (service) Axial Tensile Capacity of 44.1 Kips. With this in mine we have the following questions:
a. Since this is listed in the Geotechnical report and not the drawings does that mean that the piles are not required to have an Allowable Axial Tensile Capacity?
i. If tensile capacity is required and both it and the moment listed on Sheet S-004 (94 kip-ft) are allowable stresses, a 14" Pile with 5,000 PSI concrete cannot handle that load combination. The pile size or quantity would need to change.
ii. If tensile capacity is required and both it and the moment listed on Sheet S-004 (94 kip-ft) are Factored (Ultimate) Stresses then a 14" Pile can work with additional strands. Would this be acceptable?
b. If the Tensile Capacity is required, is it for all the piles? If not, which ones?
Responses to Bidder Inquiry ID 7555340:
Allowable Axial Tensile Capacity given in the Geotechnical report (Table 4) is the geotechnical capacity of the pile, not the required structural capacity. The required structural tensile capacity of the pile is minimal and implicitly met by other requirements.
Please make the following updates to the "Concrete Pile Schedule" on S-004:

9. Bidder Inquiry ID 7555415:
Section 5.2 of the Geotechnical Report calls for Type V cement to be used for sulfate resistance.
Type V cement is not readily available in the US. For sulfate resistance, can a Type II or II/III cement replacement with SCMs (supplementary cement materials) such as slag cement or flyash be used to provide the necessary resistance to sulfate attack as well as reduce the chloride permeability required in the project specifications (section 31 62 13.20, part 2.4.6) Responses to Bidder Inquiry ID 7555415:
The requirement for Type V cement should have been left out of the geotechnical report (para 5.2). The only requirement is "Concrete mix design must resist the corrosive nature of the soil as presented in the Geotechnical Report" and to design in accordance with ACI 211.1 or ACI 318, Chapter 4 (Section 31 62 13.20, part 2.2). Other cement types and additives are acceptable within these constraints.
10. Bidder Inquiry ID 7559744:
Spec Section 01 50 00 "Temporary Construction Facilities and Controls" Subsection 3.7.1 "Resident Engineer's Office - Please clarify if the contractor is to provide the government with an office trailer for the complete duration of the project.

Spec Section 09 90 00 "Painting" Subsection 1.3.2 "SSPC QP 1 Certification" Please remove the QP 1 Certification for this project. Most qualified painting subcontractors do not have this certification because it is extremely expensive to get. If this requirement is not removed it will drastically decrease painting subcontractors competition and more than double the price.

Spec Section 01 50 00 "Temporary Construction Facilities and Controls" Subsection 3.2 "Employee Parking" states that contractor employee and subcontractor parking will not be at project site and the contractor will need to include pricing for transportation to and from construction site to parking area. Please provide a map that shows the parking area in relation to the construction area so we can plan accordingly and price accurately.

Per UFGS specification an AISC certified fabricator and erector are required. The previous AISC acronym (STD) has been superseded by BU.

Spec Section 05 12 00 "Structural Steel" Subsection 2.5.2 "Shop Primer" has a zinc rich primer (SSPC Paint 20 or
29) requirement. Please confirm a zinc rich primer is required for this project.

Spec Section 05 12 00 "Structural Steel" Subsection 2.5.2.1 "Cleaning" has SSPC SP 6 required for cleaning steel.
This is an extremely expensive cleaning requirement for steel. Please confirm that this is required for this project.

Per the UFGS, paragraph 2.6.2.1 "Cleaning" dictates "SSPC SP 6/NACE No.3, except steel exposed in spaces above ceilings, attic spaces, furred spaces, and chases that will be hidden to view in finished construction may be cleaned to SSPC SP 3 when recommended by the shop primer manufacturer. Maintain steel surfaces free from rust, dirt, oil, grease, and other contaminants through final assembly."

The 24" x 96" tectum panels will be install horizontally. With a 9'-0" wall, this mean (4) 24" panels and (1) 12" panel will be place on top of each other.
