During fill operations, positive surface drainage should be maintained to prevent the accumulation of water. Each lift of fill should be tested with field density tests in order to confirm the degree of compaction is attained.
6.4 PILE CONSTRUCTION
Precast prestressed concrete piles are recommended for this project. The concrete used in these piles should have a minimum compressive strength of 6,000 pounds per square inch at 28-days. Because of the corrosivity of the subsurface soils, the piles should be designed to adequately resist corrosion (see Section 5.6 for details). The piles should also be designed for a minimum allowable capacity of 207 kips axial compression and a bending moment of 42 kip-ft. All piles should conform to the International Building Code.
Piles should be connected to the pile cap with steel reinforcement, and embedded a minimum of 6-inches into the pile cap. The piles should be spaced a minimum of three diameters on center (3.5 feet), and at least 9 inches from the ends of the pile caps.
Preboring to depths of up to 5 feet below the bottom of the pile cap is allowed in order to establish an accurate location and alignment of the pile in the surficial clays. The hole diameter should not be greater than 2/3 the pile width (i.e., no greater than 9 inches).
Prior to driving piles, a wave equation analysis (e.g., WEAP) should be performed for the proposed hammer assembly. The proposed hammer assembly should not exceed a penetration rate of 120 blows per foot. Once an acceptable hammer assembly is determined, test piles should be driven and appropriate load tests completed as discussed in the following section. If changes are made to the hammer assembly, an additional wave equation analysis should be completed for approval. Based on the results of the load tests, we will provide the final required pile size prior to the ordering of production piles.
Each individual pile should be installed by continuous driving with an impact type pile hammer. All piles should be driven in the presence of an experienced engineering technician, who should keep a record of the driving resistance of each pile. Notes should be made of the date of driving, type, size, and the length of the pile, driven depth, pile hammer used, energy rating of hammer, and blows for each foot of driving for the full length of the pile. The technician should also observe pre-driving handling of the piles to assure that they are not damaged. All production piles should be driven to the required elevation using the same methods as the test piles, with the addition of any modifications approved as a result of the test program.
For pile groups, interior piles should be driven first to prevent excessively hard driving conditions. Previously installed piles should be checked for heave and lateral displacement following driving of adjacent piles. The completed vertical piles shall be plumb to within 2%.

Tests revealed that clays and clayey sands below the groundwater table create a corrosive environment. Full results of the corrosivity testing are available in Appendix B.
Concrete piles need to be protected from corrosion due to a high sulfate content.
5.3 ESTIMATED SETTLEMENT
In accordance with UFC 3-220-01, total settlement must not exceed 1 inch, and differential settlements must not result in angular distortions greater than 1/500. For the proposed loads available at the time of this report, the maximum calculated settlement of the pile caps is approximately 0.88 inches. This meets the requirements for total settlement, and differential settlement is also acceptable based on column loadings and spacing.
5.4 GROUND FLOOR SLABS
Slab-on-grades may be supported on the existing subgrade using an assumed modulus of subgrade reaction, k, of 75 pounds per square inch per inch. A minimum of 6 inches of subgrade beneath the slab should be compacted to a minimum of 90% of the modified Proctor maximum dry density. The addition of a 6 inch gravel base course (such as VDOT 57 stone) beneath the slab is recommended to provide additional support and drainage.
In accordance with Section 1805 of the 2015 International Building Code and UFC 3-301- 01, any interior floor slabs should have a minimum 10-mil polyethylene sheet beneath the slab for damp proofing.
5.5 PAVEMENT DESIGN
For all pavement used for roads and parking areas, a 25 year design life is required in accordance with UFC 3-250-01. UFC 3-250-01 should be consulted for the required depth of compaction.
Modified Proctor tests (ASTM D1557) revealed the Stratum I low plasticity clay has an optimum moisture content of approximately 10.5% and a maximum dry density of 126 pounds per cubic foot. Where Stratum I classifies as a high plasticity clay, the optimum moisture content is 13.5% and the maximum dry density is 117 pounds per cubic foot. To serve as a subgrade, this soil should be compacted to a minimum of 90% of the modified Proctor maximum dry density.
California Bearing Ratio (CBR) test results indicate a CBR of 2 should be used for flexible pavement design. Soil modification may be useful to increase this value.

(4) Commissioning Plan and Reports
1.4.1 Sustainability Action Plan
Include the following information in the Sustainability Action Plan:
a. Contractor's planned method to achieve each construction related GP requirement.
b. For each designated construction related ISWG Guiding Principles Requirements that is not achieved, provide narrative explaining how mission or activity precludes achieving specific sustainability requirement or goal. Provide analysis of particular requirement and level to which project is able to comply in accordance with UFC 1-200-02, Section 4-2.
c. Name and contact information for: Contractor's POC responsible for ensuring sustainability goals are accomplished and documentation is assembled.
1.4.2 Costs
Contractor is responsible for all costs associated with constructing and demonstrating that project complies with approved ISWG Guiding Principles Requirements.
1.4.3 Calculations
Provide calculations, product data, and certifications required in this section to demonstrate compliance with the ISWG Guiding Principles Requirements.
1.5 SUSTAINABILITY SUBMITTALS
Provide HPSB Checklist and other documentation in the Sustainability e Notebook to indicate compliance with the sustainability requirements of the project.
1.5.1 High Performance Sustainable Building (HPSB) Checklist
Provide construction documentation that provides proof of and supports compliance with the completed HBSP Checklist.
1.5.1.1 HPSB Checklist Submittals
Submit updated HPSB Checklist with each Sustainability eNotebook submittal. Attach final HPSB Checklist to DD1354 Real Property Record Submittal.

Polygon bronze, internal parts. The particular make, model/design, and size of backflow preventers to be installed must be included in the latest edition of the List of Approved Backflow Prevention Assemblies issued by the FCCCHR List and be accompanied by a Certificate of Full Approval from FCCCHR List. After installation conduct Backflow Preventer Tests and provide test reports verifying that the installation meets the FCCCHR Manual Standards.
PART 3 EXECUTION
3.1 IDENTIFICATION OF EMPLOYEES
The Contractor shall be responsible for furnishing to each employee, and for requiring each employee engaged on the work to display, identification as approved and directed by the Contracting Officer. Prescribed identification shall immediately be delivered to the Contracting Officer for cancellation upon release of any employee. When required, the Contractor shall obtain and provide fingerprints of persons employed on the project. Contractor and subcontractor personnel shall wear identifying markings on hard hats clearly identifying the company for whom the employee works.
3.2 EMPLOYEE PARKING
Contractor employees will park privately owned vehicles in an area designated by the Contracting Officer. This area will be within reasonable walking distance of the construction site.
Contractor employee parking must not interfere with existing and established parking requirements of the government installation.
3.3 TEMPORARY BULLETIN BOARD
Locate the bulletin board at the project site in a conspicuous place easily accessible to all employees, as approved by the Contracting Officer.
3.4 AVAILABILITY AND USE OF UTILITY SERVICES
3.4.1 Temporary Utilities
Provide temporary utilities required for construction. Materials may be new or used, must be adequate for the required usage, not create unsafe conditions, and not violate applicable codes and standards.
3.4.2 Payment for Utility Services
a. The Government will make all reasonably required utilities available to the Contractor from existing outlets and supplies, as specified in the contract. Unless otherwise provided in the contract, the amount of each utility service consumed will be charged to or paid for by the Contractor at prevailing rates charged to the Government or, where the utility is produced by the Government, at reasonable rates determined by the Contracting Officer.

1.4 DELIVERY, STORAGE, AND HANDLING
Deliver the material to the site in manufacturer's original wrappings and packages and clearly label with the manufacturer's name, brand name, pattern and color name and number, dye lot number, size, and other related information. Store in a safe, dry, clean, and well-ventilated area at temperatures not less than 50 degrees F and within a relative humidity range of 30 to 60 percent. Store high impact resistant wall solution material in a flat position and protected from damage, soiling, and moisture. Do not open containers until needed for installation, unless verification inspection is required.
1.5 ENVIRONMENTAL REQUIREMENTS
Comply with high impact resistant wall solution manufacturer's printed installation instructions for minimum temperature of area to receive requirements for conditioning adhesive and high impact resistant wall solution. Provide a minimum 50 degrees F area temperature, 72 hours prior to installation, during installation, and until the adhesive dries.
Observe ventilation and safety procedures.
1.6 WARRANTY
Provide manufacturer's standard performance guarantees or warranties that extend beyond a one-year period.
1.7 EXTRA MATERIALS
Provide one linear foot of full-width high impact resistant wall solution of each pattern and color for each 100 linear feet of high impact resistant wall solution installed. Provide the same manufacturer, type, pattern, color, and lot number of extra stock as the installed high impact resistant wall solution. Provide full rolls, packed for storage and marked with content, manufacturer's name, pattern and color name and number and dye lot number. Leave extra stock at the site at a location as directed by the Contracting Officer.
PART 2 PRODUCTS
2.1 HIGH IMPACT RESISTANT WALL SOLUTIONS AND ACCESSORIES
Provide wall coverings and accessories material designed specifically for the specified use. Furnish a high impact resistant wall solution product with the same technical specifications as the basis of design, Wolf Gordon, Rampart Impact Resistant Wall Solutions.
2.1.1 Product Data
a. High Impact Resistant Wall Solution: Submit manufacturer's discriptive data, documenting physical characteristics, flame resistance, mildew and germicidal characteristics for high impact resistant wall solution.
b. Accessories: Submit manufacturer's descriptive data for corner guard .
c. Primer and Adhesive: Submit manufacturer's descriptive data, documenting physical characteristics, mildew and germicidal characteristics.

2.1.2 Samples
2.1.2.1 High Impact Resistant Wall Solution
Submit three samples of each indicated type, pattern, and color of high impact resistant wall solution. Provide minimum 5 by 7 inch samples of high impact resistant wall solution to show pattern repeat of sufficient size.
2.1.2.2 Accessories
Submit three samples of each indicated type corner guard; provide samples a minimum of 3 inch long.
2.1.2.3 High Impact Resistant Wall Solution
Provide three samples, 3 yards long by the width specified, of each type to be installed in the work, as required to illustrate material weight, color, shade, decorative design, and embossing when required.
2.1.3 Certificates
Submit manufacturer's statement attesting that the product furnished meets or exceeds specification requirements. Date the statement after the award of the contract, state Contractor's name and address, name the project and location, and list the requirements being certified. Include these certificates:
(1) Certified laboratory test reports of the physical properties for high impact resistant wall solution, as specified.
(2) Certificates of Compliance for UL fire hazard classification listing, as specified.
(3) Certificates of Compliance for contact adhesive.
2.1.4 Manufacturer's Instructions
Submit preprinted installation instructions for high impact resistant wall solution and accessories, adhesives and primers. Include substrate preparation and material application in the instructions.
2.1.5 Operations and Maintenance Data
a. Submit Data Package 1 in accordance with Section 01 78 23 OPERATION AND
MAINTENANCE DATA.
b. Submit three copies of manufacturer's maintenance instructions for each type of high impact resistant wall solution and accessory describing recommended type of cleaning equipment and materials, spotting and cleaning methods, and cleaning cycles. Instructions to also include preventative maintenance, recommended cleaning materials and precautions in the use of cleaning materials that may be detrimental to the high impact resistant wall solution surface and accessories when improperly applied.
2.2 HIGH IMPACT RESISTANT WALL SOLUTIONS
Provide a vinyl high impact resistant wall solution. Provide impact
SECTION 09 72 00 Page 3 resistant extra heavy duty wall protection covering with a minimum total weight of 35 ounces/linear yard. Provide width of 52 inch . Impact resistant wall solution shall meet ASTM D4977 level 3 for surface abrasion, ASTM D5420 Level 2 for Surface Indentation, ASTM E695 Level 2 for soft body impact, ASTM C1629 Level one for hard body impact. Fire rating ASTM E84, Class A. Wall solution shall be finished with a mfr. provideed clear coating for stain and abrasion resistance. Refer to finish schedule for locations and basis of design products.
2.3 CORNER GUARDS
Stainless steel corner guards must be fabricated of 16 gauge thick material conforming to ASTM A240/A240M, type 302 or 304. Provide stainless steel base material that contains a minimum of 60 percent recycled content.
Provide data identifying percentage of recycled content for steel component of corner guards. Corner guards must extend from floor to ceiling. Corner guard must be formed to dimensions shown. Only install as directed in drawings at case openings.
2.4 PRIMER AND ADHESIVE
Provide a type primer and adhesive recommended by the high impact resistant wall solution manufacturer, containing a non-mercury based mildewcide, and complying with local indoor air quality standards. When substrate color variations show through high impact resistant wall solution, provide a white pigmented primer as recommended by the high impact resistant wall solution manufacturer used to conceal the variations. Provide a recommended type adhesive to install corner guards by the manufacturer of the corner guards.
2.5 COLOR, TEXTURE, AND PATTERN
Provide color, texture and pattern in accordance with the drawings .
2.5.1 Stainless Steel Finish
Finish for stainless steel must be in accordance with ASTM A240/A240M, Type 302 or 304, finish number 4.
PART 3 EXECUTION
3.1 EXAMINATION
Inspect all areas and conditions under which high impact resistant wall solutions are to be installed. Notify the Contracting Officer, in writing, of any conditions detrimental to the proper and timely completion of the installation. Work will proceed only when conditions have been corrected and accepted by the installer.
3.2 SURFACE PREPARATION
Do not apply high impact resistant wall solution to surfaces that are rough, that contain stains which will bleed through the high impact resistant wall solution, or that are otherwise unsuitable for proper installation. Fill cracks and holes; sand rough spots smooth. Finish walls to receive presentation dry erase high impact resistant wall solution to a Level 4 gypsum wallboard finish in accordance with GA 214 unless Level 5 is recommended by the high impact resistant wall solution manufacturer.

Provide interior surfaces of new and existing gypsum wallboard with a high impact resistant wall solution primer in accordance with the manufacturer's printed instructions. As required, use white primer when substrate color variations are visible through thin or light color high impact resistant wall solution. Seal interior surfaces of exterior masonry walls to prevent moisture penetration, then prime with a high impact resistant wall solution primer in accordance with the manufacturer's printed instructions. Provide masonry walls with flush joints. Test moisture content of plaster, concrete, and masonry with an electric moisture meter of a maximum five percent reading. Apply a thin coat of joint compound or cement plaster, as recommended by the high impact resistant wall solution manufacturer, to the concrete and masonry walls as a substrate preparation. Allow primer to completely dry before adhesive application.
3.3 INSTALLATION
3.3.1 High Impact Resistant Wall Solution
Install high impact resistant wall solution in accordance with the manufacturer's printed installation instructions. Remove glue and adhesive spillage from high impact resistant wall solution face and seams with a remover recommended by the manufacturer.
3.3.2 Corner Guards
Install corner guards in accordance with the manufacturer's printed instructions. Run corner guards from top of base to ceilingin a continuous length as directed on drawings only as case openings..
3.3.2.1 Stainless Steel Guards
Where corner guards are installed on gypsum board, clean surfaces and anchor guards with a neoprene solvent-type contact adhesive specifically manufactured for use on gypsum board construction. Remove excess adhesive from the guard edges and allow to cure undisturbed for 24 hours.
3.4 CLEAN-UP
Upon completion of the work, clean high impact resistant wall solution free of dirt, soiling, stain, or residual film. Remove and clean surplus materials, rubbish, and debris resulting from the high impact resistant wall solution installation.

1.4 QUALITY ASSURANCE
1.4.1 Field Samples and Tests
The Contracting Officer may choose up to two coatings that have been delivered to the site to be tested at no cost to the Government. Take samples of each chosen product as specified in the paragraph "Sampling Procedures." Test each chosen product as specified in the paragraph "Testing Procedure." Products which do not conform, shall be removed from the job site and replaced with new products that conform to the referenced specification. Testing of replacement products that failed initial testing shall be at no cost to the Government.
1.4.1.1 Sampling Procedure
The Contracting Officer will select paint at random from the products that have been delivered to the job site for sample testing. The Contractor shall provide one quart samples of the selected paint materials. The samples shall be taken in the presence of the Contracting Officer, and labeled, identifying each sample. Provide labels in accordance with the paragraph "Packaging, Labeling, and Storage" of this specification.
1.4.1.2 Testing Procedure
Provide Batch Quality Conformance Testing for specified products, as defined by and performed by MPI. As an alternative to Batch Quality Conformance Testing, the Contractor may provide Qualification Testing for specified products above to the appropriate MPI product specification, using the third-party laboratory approved under the paragraph "Qualification Testing" laboratory for coatings. The qualification testing lab report shall include the backup data and summary of the test results.
The summary shall list all of the reference specification requirements and the result of each test. The summary shall clearly indicate whether the tested paint meets each test requirement. Note that Qualification Testing may take 4 to 6 weeks to perform, due to the extent of testing required.

1.5.3 Shunt Trip Disconnect
Provide flow switches specified in paragraph FIRE SPRINKLERS to comply with ASME A17.1/CSA B44 and NFPA 72 for shunt trip of the main line power supply. For each elevator, provide control wiring connecting the flow switch to a shunt trip equipped circuit breaker located in the elevator machine room. Upon flow of water, flow switch will instantaneously cause opening of the shunt-trip circuit breaker and remove power from the elevator. Flow switch must also send a signal to fire alarm control panel to indicate water flow condition.

Provide elevator system that complies with ASME A17.1/CSA B44 in its entirety, ASME A17.2 in its entirety, and additional requirements specified herein. Provide elevator system that meets or exceeds the NEII-1 Ride Quality Performance Standards Matrix (RQPSM). Comply with the RQPSM "Intermediate Performance" criteria.
Provide and install elevators in accordance with 36 CFR 1191 - ABAAS, ICC IBC, IEEE C62.41, NFPA 70 and NFPA 101 requirements.
2.1.1 Elevator Design Parameters
2.1.1.1 Elevator No.1 - Non-EMSA Elevator
a. Type: In-Ground Direct Plunger
b. Rated load: 3500 lb.
c. Rated Speed: 150 fpm
d. Car Door Type: Single speed side slide.
e. Car Door Opening Width: 3 ft.-6 in.
2.1.2 Cab Enclosure and Hoistway Entrance Assemblies
Provide finishes as listed below:
a. Floor; carpet as indicated on the drawings.
b. Walls; brushed stainless steel. Reflections must not be visible in the metal. Provide each cab wall with equally spaced and equally sized wall panels of plastic laminated as indicated on the finish schedule.
All wall panel fasteners must be concealed.
Wall trim; brushed stainless steel.
Accessories; Provide hand rails on full length of back wall and side walls of elevator cab.
c. Car doors, car door returns, and wall reveals; brushed stainless steel.
d. Ceilings; anodized aluminum.

2.1.3.1 Alkali-Silica Reactivity (ASR)
Fine and coarse aggregates to be used in all concrete shall be evaluated and tested by the Contractor for alkali-aggregate activity.
The fine and coarse aggregates shall be evaluated separately, using ASTM C1260. Test results of the individual aggregates shall have a measured expansion equal to or less than 0.08 percent at 16 days after casting. Should the test data indicate an expansion of greater than 0.08 percent, reject the aggregate(s) and submit new aggregate sources for retesting. Submit the results of testing to the Contracting Officer for evaluation and acceptance.
2.1.4 Admixtures
Chemical admixtures shall conform to ASTM C494/C494M, Type A .
Air-entraining admixture shall conform to ASTM C260/C260M. Do not use admixtures containing chlorides.
2.1.5 Prestressing Steel
Use seven-wire stress-relieved or low-relaxation strand conforming to ASTM A416/A416M, Grade 270. Use prestressing steel free of grease, oil, wax, paint, soil, dirt, and loose rust. Do not use prestressing strands or wire having kinks, bends, or other defects.
2.1.6 Reinforcing Steel
ASTM A615/A615M, Grade 60 with a minimum cover of 2 inches.
2.1.7 Ties and Spirals
Steel, ASTM A1064/A1064M for spirals and ASTM A615/A615M for ties.
2.1.8 Anchorages and End Fittings
ACI 318.
2.1.9 Grout
Provide cement grout for prestressed piles using materials conforming to requirements stipulated herein for concrete mixes. Use admixtures, if required, known to have no injurious effects on steel or concrete. Do not use calcium chloride.
2.2 CONCRETE MIX DESIGN
ACI 211.1 or ACI 318, Chapter 4. Concrete shall have a minimum compressive strength of 6000 psi at 28 days. Concrete shall be air entrained with a minimum of 4.5 percent and a maximum of 7.5 percent. Concrete mix design must resist the corrosive nature of the soil as presented in the Geotechnical Report.

2.3 FABRICATION
2.3.1 Strength Requirements
Piles must have a minimum allowable capacity of 207 kips axial compression and a minimum bending moment capacity of 42 kip-feet
2.3.2 Formwork
Formwork and dimensional tolerances shall be in accordance with PCI MNL-116, and as specified herein. Provide forms of metal, braced and stiffened against deformation, accurately constructed, watertight, and supported on unyielding casting beds. Forms shall permit movement of pile without damage during release of prestressing force. Form precast dowel holes with galvanized flexible metal conduit.
2.3.3 Pretensioning
Pretensioning shall be performed in accordance with PCI MNL-116, and as specified herein. Use gage calibrated within last 6 months by a laboratory approved by Contracting Officer. Provide means for measuring elongation of steel to nearest 1/8 inch. Give tensioning steel a uniform prestress prior to being brought to design prestress. Induce same initial prestress in each unit when several units of prestressing steel in a pile are stretched simultaneously.
2.3.4 Casting
2.3.4.1 Conveying
Convey concrete to formwork in accordance with PCI MNL-116, and as specified herein. Clean conveying equipment thoroughly before each run.
