About this file
This is a Questions and Answers (Q&A) document addressing clarifications on a Performance Work Statement (PWS) for equipment disinfection services using Virkon-S solution.
The document clarifies three key aspects of the disinfection process. First, regarding Virkon-S application, the 1% solution requires a 10-minute contact time and must be rinsed off upon completion, particularly for soft metals such as aluminum and copper, due to the mildly corrosive nature of the solution. The solution can be applied using sprayers, foggers, misting systems, or the SKUMIX 20 equipment. Post-application rinsing is mandatory, and contractors must properly dispose of the resulting wastewater in accordance with local regulations. Second, the Government confirms that the Utah Army National Guard (UTARNG) will pressure wash and pre-clean all 50 pieces of equipment before it arrives at the AGWASH station, ensuring equipment is free of dirt and debris prior to disinfectant application—this pre-cleaning work is not additional scope. Third, pressure washers are not acceptable for the disinfection process itself; only sprayers, foggers, or misting systems are permitted for applying the Virkon-S solution. The document notes that all other questions should be addressed in Revision 1 of the PWS.

Question – Virkon-S Dwell Time and Post Rinse Requirement Does the PWS require a specific dwell/contact time for the 1% Virkon-S solution after application? Additionally, is a post-application rinse required, or is the process limited to applying the solution and allowing it to air dry? This has a direct impact on labor time, water usage, and wastewater volume.
Answer:
Applied as a liquid (1% solution) Can be done using the SKUMIX 20 also Mildly CORROSIVE in 1% solution. Contractor must rinse vehicle off when finished, especially soft metals (aluminum & copper) Creates large amounts of wastewater that must be disposed of per local regulations & requirements Requires 10 minutes contact time
Question – Equipment Condition Upon Delivery The PWS states the Army will deliver equipment pre-cleaned and free of dirt and debris prior to Virkon-S application. Can the Government confirm that all 50 pieces of equipment will arrive at the wash site in that condition? If equipment requires pressure washing or pre-cleaning prior to disinfectant application, would that constitute additional scope outside the current PWS?
Answer:
Yes, all equipment will be located close to the AGWASH station prior to the application.
UTARNG will pressure wash/ pre-cleaned all the equipment before sanitizing.
Question - Is it acceptable to use a pressure washer for the disinfection process?
Answer:
Cn be applied using sprayers, foggers or misting systems.
All other questions to this point should be answered within the revision 1 of the PWS.
