About this file
This is a Questions and Answers document addressing clarifications for the Agricultural Wash (AGWASH) Equipment Disinfecting Service solicitation W911YP26RA005 issued by the Utah Army National Guard.
The Q&A clarifies the scope and requirements for the equipment disinfecting service. The equipment requiring washing includes seven 20-foot metal shipping containers (MILVANs), one power plant trailer-mounted truck, three cargo trucks (LMTVs with equipment), one flat bed trailer, one HMMWV, twelve 3/4-ton cargo trailers (HIMOBs), eleven utility expanded capacity trucks, one 400-gallon water trailer, and eight 4-litter ambulance 4x4 trucks. Only exterior surfaces of all equipment require disinfection using a 1% Virkon solution application. The service must be completed within a strict four-day window between 24-27 August 2026, with no flexibility in the deadline. The work site is located at Camp Williams, Utah, on flat pavement with no sloped drainage system, requiring the contractor to provide complete containment and disposal of all wastewater in compliance with environmental regulations and manifesting requirements. There is no dedicated wash rack or access to undercarriage cleaning. Contractors must submit their own pricing quotes with no government-proposed price schedule, and only SAM.gov-registered small businesses meeting NAICS code 561720 (Janitorial Services) or 562910 (Remediation Services) size standards are eligible to compete.

ANSWER: Only the exterior of all equipment would be washed.

4. Is there a dedicated wash rack that the vehicles will utilize with access to the undercarriage? And if the site is gravel or pavement and has a sloped angle to drain the excess water into one area?
ANSWER: No dedicated work rack. Area is pavement and it is flat with no sloped angle to drain the excess water.
5. Do you have a proposed price schedule for this solicitation?
ANSWER: No, the pricing comes from your quote.
6. Please provide photos of the conex containers that require cleaning.
ANSWER: We cannot send the photos of all the equipment. The list is in Question 1.
7. The solicitation mentions completion within four days. Is this a mandatory hard deadline, or is there any flexibility in the performance period?
