About this file

This is a Questions and Answers (Q&A) document addressing clarifications for a federal contract opportunity involving agricultural wash and disinfection services at Camp Williams for the Utah Army National Guard (UTARNG).

The contract requires disinfection of 45 pieces of equipment comprising 38 pieces of rolling stock and 7 twenty-foot MILVAN Box Ship Containers using a 1% Virkon-S solution. The Virkon-S application process requires a 10-minute contact time with the surface kept wet via misting or continuous application, followed by air drying and then rinsing. The solution is mildly corrosive and creates large amounts of wastewater that the contractor must collect and dispose of per local regulations. All equipment will be pre-cleaned and pressure washed by UTARNG prior to application, including undercarriages. The contractor is responsible for wastewater collection and disposal; the government provides the wash rack, water source (standard hose bib), and electricity. All contractor employees performing Virkon-S application must possess required commercial pesticide applicator licenses. Prime contractors may utilize qualified subcontractors provided they maintain overall contract management responsibility. Acceptable application methods include sprayers, foggers, or misting systems; pressure washers are not required for application. The contractor may leave equipment onsite at a government-coordinated building, and there is flexibility for wastewater vacuum truck offloading outside standard performance hours (0700-1600) with unit oversight. The government will coordinate with nearby units to provide lifting support (LIFTKING) for positioning the 20-foot MILVAN containers. No specific type of ramp or access equipment is mandated for undercarriage work provided Virkon-S is applied correctly; mechanics' creepers are acceptable.

Question – Virkon-S Dwell Time and Post Rinse Requirement Does the PWS require a specific dwell/contact time for the 1% Virkon-S solution after application? Additionally, is a post-application rinse required, or is the process limited to applying the solution and allowing it to air dry? This has a direct impact on labor time, water usage, and wastewater volume.

Answer:

Applied as a liquid (1% solution) Can be done using the SKUMIX 20 also Mildly CORROSIVE in 1% solution. Contractor must rinse vehicle off when finished, especially soft metals (aluminum & copper) Creates large amounts of wastewater that must be disposed of per local regulations & requirements requires 10 minutes contact time and air dry per manufacture label, then rinse. A 1% solution must also be used during the 10 minute contact to keep the surface wet via misting or other application.

Question – Equipment Condition Upon Delivery The PWS states the Army will deliver equipment pre-cleaned and free of dirt and debris prior to Virkon-S application. Can the Government confirm that all 50 pieces of equipment will arrive at the wash site in that condition? If equipment requires pressure washing or pre-cleaning prior to disinfectant application, would that constitute additional scope outside the current PWS?

Answer:

Yes, all equipment will be located close to the AGWASH station prior to the application.

UTARNG will pressure wash/ pre-clean all the equipment before sanitizing.

Question - Is it acceptable to use a pressure washer for the disinfection process?

Answer:

Can be applied using sprayers, foggers or misting systems.

Ensure you read the PWS for full understanding. Most questions are addressed there.

Question: Will the government provide electricity and water source?

Answer: Yes

Question: Will the contractor be allowed to leave their equipment onsite at the end of the workday?

Answer: Yes, the government can coordinate with a nearby unit on Camp Williams to leave the equipment at their building.

Question: Is it acceptable for the prime contractor to utilize qualified subcontractors for the agricultural wash and disinfecting services, provided the prime contractor remains responsible for overall contract management and performance?

Answer: Yes

Question: The PWS references the use of Virkon-S and required licensing. Is it acceptable for the required commercial pesticide applicator license to be held by a subcontractor performing that portion of the work, rather than by the prime contractor directly?

Answer: See PWS: 1.4.7 Special Qualifications: The contractor shall ensure all employees possess all required licenses for operating Virkon-S Ag Washing used in the performance of this contract.

Question: Will the Government provide the wash rack, water source, and wastewater containment/disposal infrastructure at Camp Williams, or should offerors include all wastewater collection and disposal capabilities within their proposal?

Answer: we will provide the wash rack and water source. The contractor needs to collect the wastewater and disposal.

Question: The PWS estimates 50 pieces, but the Q&A list includes 45 items. Should offerors price the Q&A list specifically or a total of 50 pieces?

Answer: It is (38) pieces of rolling stock and (7) 20ft MILVAN Box Ship Containers. Totaling 45 pieces to be sanitized. However, there still may be some variation.

Question: What volume of wastewater should offerors assume for pricing purposes?

Answer: Per the attached slide, Virkon-S 1% solution “creates large amounts of wastewater that must be disposed of per host nation/local regulations and requirements”.

Question: Is pressure washing required, or is a spray application of 1% Virkon solution acceptable for equipment that is already clean?

Answer All rolling stock and ship containers have already been pressure washed and wiped down. No other cleaning should be required.

Question: Does the application include undercarriages or only visible exterior surfaces?

Answer: Yes, undercarriages are required. The equipment will be power washed prior to the AGWASH to ensure there is no Dirt, soil, vegetable matter etc. not visible on any external surfaces.

Question: Section 5.1.2 (Undercarriage Access): Are mechanics' creepers acceptable for personnel to access the undercarriages of high-clearance tactical vehicles to apply the Virkon-S mixture, or is physical elevation/commercial ramps strictly mandatory for safety and inspection?

Answer: Yes, it is acceptable.

Question: Container Logistics: Will the military be responsible for moving and positioning the containers onto the wash racks, or should the contractor plan to lift/wash the containers in their static locations using contractor-provided lifting legs?

Answer: Yes. We can coordinate with UTES to get support for LIFKING.

Question: Our team members have previously obtained installation access badges at other facilities (including Hill AFB) for similar short-term work. Does prior installation credentialing at another base expedite the background check or badging process at Camp Williams, or does each installation require the process to start from scratch regardless of prior access elsewhere?

Answer: We can escort them when they get it and get out Camp Williams.

Question: Water Source Type: PWS Section 3.1 and 5.1.1 state the Government will provide a water source on site. Can you confirm whether this is a fire hydrant, a standard spigot/hose bib, or another type of connection, and the approximate flow rate or pressure available? This will help us finalize our sprayer and mixing equipment plan.

Answer: Standard Hose bib.

Question: After-Hours Truck Offload: Performance hours are confirmed as 0700 to 1600.

Our wastewater vacuum truck may need to offload after equipment processing wraps up for the day. Would offloading the vacuum truck need to occur within the 0700 to 1600 window, or is there flexibility to complete that step shortly after, given gate access and security considerations?

Answer: We can be flexible and have someone from the unit oversee that.

Question: Undercarriage Access Equipment:

Would the use of creepers or similar low-profile access equipment be considered an acceptable method for applying the Virkon-S mixture and completing the required undercarriage rinse, or does the Government require a specific type of ramp, lifting equipment, or access system?

Answer: The government does not require a specific type of ramp, as long as Virkon-S is applied correctly to the undercarriage equipment.

Question: 20 FT MILVAN Container Handling:

The vendor is also requesting clarification regarding the Government’s planned method for moving and positioning the 20 FT MILVAN containers during the wash process. Based on their review of the UDL, they were unable to identify Government equipment with apparent container-handling capability.

Answer: We can request support from one of the nearby shops for their LIFTKING to move and position the 20 FT MILVAN.
