5.0 Requirements: The contractor shall:
5.1 Contractor must provide agricultural wash and disinfecting services for the Utah Army National Guard equipment and vehicles located on Camp Williams, UT. This is a non-personal services contract to perform military vehicle and equipment agricultural washing, sanitation, surface preparation, and exterior treatment. The required application of 1% Virkon-S is a component of this service, but the principal purpose is the agricultural cleaning and sanitation process.
•45 pieces total consisting of 20 FT MILVAN Box Ship Containers, trailers, generators, and vehicles. (see attached list). The Government reserves the right to vary the quantity of equipment or vehicles needed to be sanitized by +/- 10% due to operational requirements.
• UTARNG personnel will conduct initial cleaning of the equipment at installation wash racks prior to delivery to the contractor. The government's responsibility is to deliver equipment free of gross contamination (e.g., large clumps of mud, soil, or significant organic debris). The contractor remains responsible for the final, detailed cleaning and surface preparation necessary to meet the "Army Standards for Sanitation" (defined in 5.1.2) and to ensure effective disinfectant application. If the contractor deems a vehicle is not sufficiently pre-cleaned, the contractor shall immediately notify the designated government representative, who will direct the appropriate corrective action.
The Contractor must follow all manufacturer instructions and Safety Data Sheets (SDS) for Virkon-S. This includes ensuring the mixture remains a 1:100 (1%) solution, all personnel utilize required Personal Protective Equipment (PPE), and the minimum 10-minute wet contact time is achieved.
(Caution: Due to the dry, high-altitude environment of Camp Williams, UT, the solution may evaporate rapidly. The Contractor may need to apply a continuous light mist to prevent premature drying before the 10-minute timer is up).
All Virkon-S rinsate runoff will be captured within the contractor-established containment area. Should any processed water (rinsate) accumulate, it shall be containerized by the contractor (pumped into a vacuum truck and suitable tank). This is a conditional, ancillary support function, not the primary service being procured. Any unused Virkon-S solution and all generated wastewaters shall be disposed of by the contractor at a licensed disposal facility in compliance with all local, state, and federal environmental regulations. Fines resulting from non-compliance are the sole responsibility of the contractor.
Contractor will monitor the Virkon dilution process to ensure proper 1% application and will issue a certificate of application upon project completion.
5.1.1 Army personnel will bring the equipment and vehicles to the containment area. The contractor will be responsible for setting up any ramps or other equipment necessary to access undercarriage or bottom of containers during Virkon application and rinse. Military Personnel can re-enter and move equipment after the final inspection is complete. The contractor will be given access to an open flat area to set up the containment area near a water source. The contractor will have access to an electrical outlet at the site.
5.1.2 The contractor must meet the Army standards for sanitation, as defined in the Armed Forces Pest Management Technical Guide No. 31 (TG31) section 7.5. A copy of the TG31 will be attached to the solicitation for further detail and awareness. The TG31 lists multiple acceptable disinfection products; however, Virkon-S is the chosen product due to its proven performance across a wide range of contaminants. Surfaces that must be treated include all exterior exposed surfaces, wheels, tracks, undercarriages, and the exterior and bottoms of containers (all six sides). The contractor shall provide any ramps, heavy-duty container-lifting legs, or other equipment necessary to access the undercarriages of equipment or vehicles for application of the Virkon-S mixture and post application rinse. The equipment and vehicles will be inspected to ensure maximum coverage of the disinfectant solution. The Veterinary Certified personnel will inspect the vehicles prior to completion of project.
5.1.3 The contractor shall keep and submit a daily completion log of sanitization operations by serial number and bumper or container number. The contractor will provide the Utah Army National Guard representative and KO an executed disposal manifest for record. The contractor shall perform daily clean-up without exception. Any areas disturbed by this service shall be returned to the original condition existing prior to the final inspection date.
