Existing conditions for ENV dredging design were developed from a combination of survey data from 2013, 2014, and 2016 that was combined into a single surface. Any points above -28 LWD were removed to simulate SND dredging down to required depth +1 ft allowable overdepth. Existing conditions for SND dredging design were developed from 2018 survey data. DMU boundaries and SND dredge limits are included in separate files.

Dredged sediment must be conveyed into the placement area by off road dump truck or other Government approved method. (Section 35 20 23.43, paragraph 3.6.2 Erie Pier Disposal Area Transfer and Conveyance). Hydraulically offloading into Erie Pier CDF is not an approved method

EM 6/10/2020

5 6/9/20 The Government has the option to use either single beam or multi-beam hydrographic surveying equipment.

EM 6/10/2020

6 6/9/20 If single-beam hydrographic surveying is utilized, the line spacing will be 50 ft.

EM 6/10/2020

7 6/9/20

No, progress payment and quality control surveys are not required to match the selected method by USACE. The contractor can use either method for their Quality Control Checks. USACE anticipates using multi-beam equipment to perform the surveys, but has the option to use single-beam as well.

There are no tipping fees at Wisconsin Point Landfill or Erie Pier CDF.

The Contractor is responsible for negotiating costs with Vonco. Based on previous discussions between the Government and Vonco, we anticipate the disposal rate will include a placement fee per ton of material, an environmental tax per ton of material, and an environmental surcharge per truck.

15 6/9/20

16 6/9/20 "Conventional construction equipment" is too broad of a category to give a definitive answer. The Contractor will need to perform their own site investigation of the borrow pit areas prior to bid opening.

Questions Close 6/18/2020 @ 10:00 AM - EST

Can the existing conditions surface for each dredge area be provided in PDF or CAD format in order to obtain quantity take offs?

Arcadis' 100% Design Document Report indicates the staging pads would be constructed with 6” of sand, 12-ounce non-woven geotextile, 40-mil HDPE liner, 12-ounce non-woven geotextile, 6” of crushed stone and 4” of asphalt. The specifications and contract drawings (CN504) only indicate 4” of asphalt. Please confirm how the environmental dredging staging and processing pad shall be constructed.

In the event of a conflict between 100% Design Document Report and the specifications, which document governs?

Is dredged sediment allowed to be hydraulically offloaded into the Erie Pier CDF?

a. If so, is the contractor required to contain slurry, treat water, and discharge water from the Erie Pier CDF, to Howards Bay?

Question

Please clarify whether multi-beam or single-beam hydrographic surveying will be utilized.

If single-beam hydrographic surveying is utilized, please specify the line spacing.

Are progress payment and quality control surveys performed by the contractor required to match the selected method by USACE (multi vs single)? If so, please clarify which method will be utilized by USACE.

Section 01 35 13.10 1.5.2 pg 9 indicates that typical hours of operation will be 8 hours per day 5 days per week. For bidding purposes, will extended shifts and weekend work be permitted?

Section 35 20 23.43 1.13.2 pg 5 states that side slopes will only be paid beyond one vertical (1V) on two horizontal (2H). Should it be demonstrated via survey and dredging files that the natural angle of repose is flatter than 2:1, will the contractor be compensated for sediments removed?

If hopper scows are utilized, rather than bottom dump scows, is the DQM system required?

Section 02 61 13 1.2.1 pg 2 Contractor shall allow for 14 calendar days between end of navigational dredging and start of environmental dredging within each dredge unit. Can you please detail the need for this requirement?

Are there tipping fees for the contractors use of Wisconsin Point Landfill, Erie Pier CDF, and or Vonco Landfill?

The dredge sequence in spec section 35 20 23.53 1.5.3 omits DMU OC-

11. Please indicate the anticipated dredge sequence for DMU OC-11.

Are the Baxter Avenue Embayment and Cummings Slip Staging Areas cleared of all equipment for use?

Can conventional construction equipment access the east and west borrow areas without installing access roads?

Section 01 35 26 – 1.3 Submittals Radiography Operation Planning Work Sheet is required. We could not find a specification section that identified the requirements of this work task. Is this required?

Section 01 57 19 – 1.7.9.3.3 Perimeter Air Monitoring What is the rational for using a PID with an 11.7 lamp to determine lower explosive limit versus a combustible gas meter?

Can you provide the xyz dredge design and top of sediment files. Also cad files for quantity take offs.

Section 35 20 23.53 2.1.1 and 2.1.2 With the accuracies listed in these sections and the requirements for the bucket open/close is it the intent that the environmental dredge will be a fixed arm. I.e. an excavator and not a cable crane?

Section 02 61 13 2.3 Is it anticipated that all environmental dredge sediment will require amendment added?

Will electrical power be provided for air/bubble curtain required? If power is provided by owner is contractor responsible for electrical usage?

Please provide the volumes for volumes per DMU and area?

Can barges and other floating equipment be stored in the Cummings slip?

Please provide and water depth information around Erie pier.

52.211-10 states “completion of dredging residual cover, and dredged material placement and disposal not later than 15 Oct 2021”. Does this finish date apply to both the environmental dredging and navigational dredging?

Can you confirm that cap sand material for biditems 0009 ENR and 0007 Residual Cover is the same material specification as outlined in 35 20 24 2.1? Can this cap material be material that has been dredged from the navigation channel? Material required to be imported to the site?

Will quantities for 0009 and 0007 be paid off certified delivery tickets? Is it the intent of the owner to pay for material placed above the 6” design requirement?

Can material used to build biditem 0008 – Dewatering Area, mostly imported aggregate, be paid for as part of biditems 0020 and 0021 or is the trucking and disposal of this material upon project completion incidental to dredging unit price? Liner material transport and disposal incidental or paid under biditem quantity?

Is the labor utilized to truck dredge material to the disposal sites subject to prevailing wage requirements? Same question for labor to truck aggregate/sand material to the site.

Biditem 0017 – Water Treatment. Is it the intent of the owner to pay for additional months of water treatment if the project exceeds the 7 month bid quantity? Pay less than the bid quantity if completed prior to that duration? How will partial months by paid? How is water treatment start and finish defined.

01 35 26 1.6.1.1 states that the contractor is to “Provide a Safety oversight team that includes a minimum of one (1) person at each project site to function as the Site Safety and Health Officer” Can you confirm that this is one person for the entire project and not one person at the dredge/processing area, one at WI Point Landfill, and one at Erie Pier?
