Existing conditions for ENV dredging design were developed from a combination of survey data from 2013, 2014, and 2016 that was combined into a single surface. Any points above -28 LWD were removed to simulate SND dredging down to required depth +1 ft allowable overdepth. Arcadis' 100% Design Document Report indicates the staging pads would be constructed with 6” of sand, 12-ounce non-woven geotextile, 40-mil HDPE liner, 12-ounce non-woven geotextile, 6” of crushed stone and 4” of asphalt. The specifications and contract drawings (CN504) only indicate 4” of asphalt. Please confirm how the environmental dredging staging and processing pad shall be constructed.
Construct in accordance with the specifications and drawings. Environmental staging area(s) shall have sufficiently low permeability to prevent construction water contact with underlying soil and groundwater.

No, progress payment and quality control surveys are not required to match the selected method by USACE. The contractor can use either method for their Quality Control Checks. USACE anticipates using multi-beam equipment to perform the surveys, but has the option to use single-beam as well.

Section 35 20 23.43 1.13.2 pg 5 states that side slopes will only be paid beyond one vertical (1V) on two horizontal (2H). Should it be demonstrated via survey and dredging files that the natural angle of repose is flatter than 2:1, will the contractor be compensated for sediments removed?
Side slope for the SND portion will remain at 1V:2H regardless of the angle of repose.

Section 02 61 13 1.2.1 pg 2 Contractor shall allow for 14 calendar days between end of navigational dredging and start of environmental dredging within each dredge unit. Can you please detail the need for this requirement?
As indicated in Section 35 20 23.53 (Pargraphs 1.3 and 1.5.3), this time is needed to allow the Government to complete prior-to-dredging sounding survey work and issuance of updated dredge prisms. Actual time may be less but for planning purposes plan 14 calendar days.

There are no tipping fees at Wisconsin Point Landfill or Erie Pier CDF. The Contractor is responsible for negotiating costs with Vonco.

Can conventional construction equipment access the east and west borrow areas without installing access roads?
"Conventional construction equipment" is too broad of a category to give a definitive answer. The Contractor will need to perform their own site investigation of the borrow pit areas prior to bid opening.

Section 01 57 19 – 1.7.9.3.3 Perimeter Air Monitoring What is the rational for using a PID with an 11.7 lamp to determine lower explosive limit versus a combustible gas meter?
Use of an equivalent monitoring device for measuring lower explosive limit may be proposed for use. The equivalent device must:
- Have accuracy equivalent to a PID or sufficient for the monitoring application specified.
- Be capable of being safely operated under expected site conditions.
Language to allow for use of an equivalent monitoring device for lower explosive limit monitoring will be added to the specifications.

Section 01 35 26 – 1.3 Submittals Radiography Operation Planning Work Sheet is required. We could not find a specification section that identified the requirements of this work task. Is this required?
In accordance with Section 01 33 00, paragraph 1.10 SCHEDULING, if a submittal is called for but does not pertain to the contract work, the Contractor is to include the submittal in the register and annotate it with "N/A" with a brief explanation. Approval by the Contracting Officer does not relieve the Contractor of supplying submittals required by the contract documents but which have been omitted from the register or marked "N/A."
Use of portable machine sources of ionizing radiation such as nuclear density gauges require submission of Radiography Operation Planning Worksheet.

Can you provide the xyz dredge design and top of sediment files. Also cad files for quantity take offs.
It is unclear what is meant by xyz dredge design. Existing conditions for ENV dredging design were developed from a combination of survey data from 2013, 2014, and 2016 that was combined into a single surface. Section 35 20 23.53 2.1.1 and 2.1.2 With the accuracies listed in these sections and the requirements for the bucket open/close is it the intent that the environmental dredge will be a fixed arm. I.e. an excavator and not a cable crane?
The specifications do not dictate means and methods for achieving the required tolerances for environmenal dredging. The Contractor must choose the means and methods they think will achieve the tolerances required in the specifications.

Section 02 61 13 2.3 Is it anticipated that all environmental dredge sediment will require amendment added?
The Government cannot anticipate the extent to which solidification agent will be needed for all environmental dredge sediment.
The Contractor is responsible for determining the minimum amount of solidification agent that needs to be mixed into a given stockpile of dredged material for it to meet the requirements for placement in the offsite disposal facilities

24 Can barges and other floating equipment be stored in the Cummings slip?
The Government does not have real estate agreements allowing storage of floating equipment in Cummings Slip. Fraser Shipyards is a project stakeholder and is the riparian owner of both sides of the slip. The Contractor may enter into a real estate agreement to store equipment in Cummings Slip in accordance with Section 01 10 10, paragraph 1.2.2.

The Government does not have current data at the Erie Pier dock. The contractor is responsible to make their own investigations of the conditions.

Can you confirm that cap sand material for biditems 0009 ENR and 0007 Residual Cover is the same material specification as outlined in 35 20 24 2.1? Can this cap material be material that has been dredged from the navigation channel? Material required to be imported to the site?
Material meeting requirements of Section 35 20 24, Paragraph 2.1 shall be used for both ENR Cover (Item 0009) and Residual Cover (Item 0007). ENR Cover shall be placed in DMUs identified on the Drawings. Residual Cover placement will be determined in the field based on confirmation sampling results.
Cover Material shall be clean, imported fill obtained from offsite sources (Section 35 20 24, 2.1.1). Use of SND dredge material is not acceptable.

Will quantities for 0009 and 0007 be paid off certified delivery tickets? Is it the intent of the owner to pay for material placed above the 6” design requirement?
Quantities for CLIN 0007 and 0009 will be paid based on certified delivery tickets.
Payment will be for material placed within the specified tolerances.

Can material used to build biditem 0008 – Dewatering Area, mostly imported aggregate, be paid for as part of biditems 0020 and 0021 or is the trucking and disposal of this material upon project completion incidental to dredging unit price? Liner material transport and disposal incidental or paid under biditem quantity?
The trucking and disposal of the dewatering area material is incidental to item 0017 Water Treatment. Spec section 01 22 00.00 10 Paragraph 1.3.17.1 states “Item shall include costs to design, install, operate, and maintain (including media changeout) the onsite water treatment system and all associated equipment to treat construction water in accordance with SECTION 02 61 13 EXCAVATION AND HANDLING OF CONTAMINATED MATERIAL. Item shall also include costs to decontaminate and demobilize onsite treatment system components at the completion of work and the required waste characterization, manifesting, and disposal of the spent media from the treatment system.”

Biditem 0017 – Water Treatment. Is it the intent of the owner to pay for additional months of water treatment if the project exceeds the 7 month bid quantity? Pay less than the bid quantity if completed prior to that duration? How will partial months by paid?
How is water treatment start and finish defined.
If water treatment exceeds 7 months, additional time will be added on and paid via a VEQ Modification. If water treatment is shorter than 7 months, only time required will be paid and contract quantity will be paid via a VEQ Modification. Partial months will be paid to the nearest whole month, rounded up. Water treatment start is defined as the date that Contaminated Material Removal begins. Water treatment finish is defined as the date that demobilization of the water treatment facility is completed.
Note that the staging area, which includes demobilization of water treatment facility, must be removed following completion of material handling in accordance with Section 02 61 13, paragraph 3.8 Contaminated Material Dewatering and paragraph
3.7.1 Staging Area.

01 35 26 1.6.1.1 states that the contractor is to “Provide a Safety oversight team that includes a minimum of one (1) person at each project site to function as the Site Safety and Health Officer” Can you confirm that this is one person for the entire project and not one person at the dredge/processing area, one at WI Point Landfill, and one at Erie Pier?
The dredge/processing area, WI Point Landfill, and Erie Pier are work areas within the "project site" for this contract. The Contractor must provide at least one full time SSHO for the project site. One person serving as SSHO for the entire project meets this requirement. The contractor must also designate one person for the entire project to serve as an alternate for the SSHO.

Per Section 01 45 00.00 10 Quality Control, Section 3.7.2 Testing Laboratories, “All testing laboratories must be accredited by the Department of Defense Environmental Laboratory Accreditation Program (DoD ELAP) and certified or registered under Wisconsin Administrative Code NR 149 for the tests to be performed that have such certifications.”
Question: Can the Department of Defense Environmental Laboratory Accreditation Program (DoD ELAP) requirement be waived? This requirement is preventing a local analytical laboratory from working on this project.

This is a large and complex project and the site visit is scheduled for June 18 leaving only 12 days to prepare a responsive bid. Can the bid due date be extended two weeks?

01 22 00.00 10 1.3.3.1 2nd Paragraph. If a mechanical dredge is used with an environmental dredging bucket and debris is encountered that requires changing the bucket to a rock bucket or grapple, will those tools be considered a “special apparatus”
The paragraph referenced in the inquiry relates to SND. For SND, an environmental bucket is not required, so changing the bucket to a rock bucket or grapple is not considered a special apparatus.

O1 35 26 1.7.2.3 b – Does a barge mounted hydraulic dredge excavator require an
NAA?
Excavators mounted to a barge used to dig or dredge material with a bucket must have a Qualified Person analysis that addresses the same hull stability and machine list and trim parameters as in a Floating Crane Naval Architectural Analysis.

01 35 29.13 – Is a SSHO and CQM required at each of the dredge site, WPL, and Erie Pier
The dredge site, processing area, WI Point Landfill, and Erie Pier are work areas within the "project site" for this contract.
The Contractor must provide at least one full time SSHO for the project site. One person serving as SSHO for the entire project meets this requirement. The Contractor must also designate one person for the entire project to serve as an alternate for the SSHO.
The Contractor must provide a CQC System Manager that is on the project site at all times during construction. One person serving as CQC System Manager for the entire project meets this requirement. The Contractor must also designate one person for the entire project to serve as an alternate for the CQC System Manager.
The person designated as CQC System Manager cannot also serve as the SSHO.

01 45 00.00 10 3.4.3 - Will personnel with substantial work experience in these fields be acceptable in lieu of the dictated degree / major?
Qualifications for Environmental CQC personnel may also include "Construction Manager with 2 years experience in the type of work being performed on this project or technician with 5 yrs. related experience". The applicable specification section will be revised.
Note that a single person can cover more than one CQC area provided that the single person is qualified to perform quality control activities in each designated area and that workload allows.

Who is responsible for moving any vessels in the work area? Contractor will coordinate timing with shipyard/ any other adjacent property owners, but please clarify that physically moving docked vessels is not the responsibility of the contractor.

Will all DMU’s be cleared and accessible for the Contractor to perform remedial activities?
Vessel owners are responsible for relocating docked vessels and the Contractor is responsible for removing, storing, protecting from damage, and re-installing docks.
The requirements for coordinating these activities must be in accordance with Section 01 35 13.10, paragraph Coordination with Others. The Government cannot comment as to whether DMUs will be accessible, the Contractor must make that determination.

It is not clear what is meant by "fish windows have been waived". Dredging is allowed starting 01-May. Work restrictions applicable to this contract are provided in the drawings and specifications.

44 May the Cummings Slip staging area be used as the dewatering pad?
The Cummings Slip Staging Area is surrounded by existing berms that must not be modified. Marine access of the area for loading and unloading would require significant effort. This area must not be used for dewatering but may be used for staging land based equipment and stockpiling materials for upland use. Drawing CN105, Note 5 will be revised to specifically prohibit use of this area for dewatering.

Are there any requirements for Contractor’s subcontractors to enter the Shipyard (i.e.
safety training, etc.?)
The Contractor and subcontractors must view the Fraser safety video (approximately 20 minutes) prior to entering the Shipyard. Workers must at minimum wear safety toe boots, hard hat, safety glasses, pants - no shorts, and a PFD when within six feet of the water, while on Fraser property.

What is the depth of topsoil presently at the Wisconsin Point Landfill? Can this topsoil be stripped and utilized for the final restoration 6” layer of topsoil?
Current topsoil depth is not known. Topsoil stripping may be performed if elected by the Contractor and documented in the Wisconsin Point Landfill Material Placement Plan approved by the Government and work complies with all requirements of Section 02 66 00, Paragraph 3.1.3, including, but not limited to: stripping material to a maximum depth of 4 inches; testing stripped material to confirm the material meets the requirements of the Specifications for topsoil; placing stripped material below imported topsoil if stripped material does not meet Specifications for topsoil; and complying with erosion control requirements in the Specifications.

The Erie Borrow material possesses significant vegetation, is the Contractor required to remove the vegetation prior to being placed at Wisconsin Point Landfill?
Vegetation is considered to be a type of deleterious matter. The Contractor is required to obtain material from Erie Pier Borrow Areas that is free of deleterious matter in accordance with Section 02 66 00, paragraph Erie Pier Borrow Material.

Should the amount of borrow material fall short to meet the grades on the Drawings, will the Contractor be compensated to procure common borrow from a local source?
The contractor will need to source the borrow material from the designated locations on the drawings. If additional material is necessary, the contractor will need to work with the COR to determine additional areas within Erie Pier.

Please indicate the difference between the required sampling points and the required post SND or offset sample point. Are sand cores represented on this drawing as well?
"Required Post-SND" are samples collected after SND dredging takes place in DMUs where that are "No Action" or "Enhanced Natural Recovery". "Offset Sampling" are samples collected from areas adjacent to structures in the offset where dredging does not occur. "Required Sampling Points" identified on Drawings CN117 and CN118 are samples collected from ENV dredge areas after ENV dredging takes place. "Required Post-SND or Offset Sampling Points" and "Required Sampling Points" shown on CN117 and CN118 shall be sampled, processed, and analyzed in accordance with the confirmation sampling requirements detailed in Section 35 20 23.53, Paragraph 3.5.4.
Residual Cover Placement Cores are not shown on the Drawings and sampling locations will be determined in the field based on extents of Cover Material placed and results of check surveys.

In the event shoaling occurs between SND and environmental dredging, will Contractor be compensated to remove accumulated material? Additionally, will the shoaled sediment be excavated with environmental dredging and paid under this unit rate or will a separate SND dredging event be needed to remove shoaled sediment?
See spec section 35 20 23.43 Strategic Navigation Dredging Paragraph 1.8 Shoal Removal: “If, before the work is completed, shoaling occurs in any section previously accepted by the Government, including shoaling in the finished channel, because of the natural lowering of the side slopes or other natural causes, re-dredging at the Contract unit price, within the limit of available funds, may be performed if agreed upon by both the Contractor and the Contracting Officer.” If additional shoaling occurs between the SND and environmental dredging, additional guidance will be provided by the Contracting Officer at that time.

Please confirm that Contractors are to utilize 7.5% portland cement stabilize sediment destined for the Wisconsin Point Landfill, and 4% Calciment to stabilize sediment destined for Vonco Landfill.
If material that has been gravity dewatered for at least 24 hr meets the requirements for placement in the offsite disposal facilities identfied in the specifications, solidification agent is not required.
If material that has been gravity dewatered for at least 24 hr does not meet the requirements for placement in the offsite disposal facilities identfied in the specifications, a solidification agent must be added. The Contractor is responsible for determining the minimum amount of solidification agent that needs to be mixed into a given stockpile of dredged material for it to meet the requirements for placement in the offsite disposal facilities.
Based on the sediment samples collected for the treatability testing, the percentages quoted in the submitted question were the minimum identified in the treatability study to meet the known disposal requirements.

Attachment A: Dewatering Treatability Study Report indicates that Calciment is to be sourced from Mintek. Mintek has indicated they will not be able to support the project due to the location. Can an alternative amending agent be provided?
The Contractor may submit a proposed alternative source for solidification agent, or an alternative material to be used as the solidification agent, or both for USACE approval.

Can a 2-week extension be provided to afford contractors additional time to prepare a responsive bid and to coordinate with local property owners since the site walk was only conducted on the 16th?
The current response date will not be extended at this time due to the current program schedule. The sitewalk did not alter the specifications provided in the initial solicitation.

For scheduling purposes, what is the approximate turnaround time from the time analytical results for the in-water core samples are submitted to the determination of additional re-dredge or no more action required?
As indicated in Section 35 20 23.53, Paragraph 3.5.4.4, Contractor shall allow at least 2 business days between receipt of the results by the Contracting Officer and determination by Contracting Officer of next steps.

58 What is the maximum depth of possible re-dredge? (i.e. 2 ft? 3ft?)
The estimated quantity of Environmental re-dredging is included in the Bid Schedule.
Re-dredging depths will be determined in the field based on confirmation sampling results. The maximum depth of possible environmental re-dredging is the depth to native clay for the representative area of a given confirmation sample. Existing sediment core logs are provided in Appendix A of the 100% DESIGN DOCUMENT REPORT attached to the specifications.

Can the Former Baxter Area Embayment be closed to only our work activities or do we need to maintain an access road through the area?
The Baxter Embayment area will be closed to contractor work activities within the staging area boundary lines shown on Sheet CN105. The existing access road between the east and west gates must be left open for use by Fraser Shipyards.

Will the ship located in the Cummings Avenue Slip be removed prior to start?
Fraser Shipyards will move the ship in the Cummings Avenue Slip to a different part of the shipyard when it is required by the contractor for access. Fraser will coordinate where it is moved to with the contractor so it is not required to be moved multiple times.

64 Can we use the Cummings Slip Staging Area for soil processing and treatment?
The Cummings Slip Staging Area is surrounded by existing berms that must not be modified. Marine access of the area for loading and unloading would require significant effort. This area must not be used for dewatering but may be used for staging land based equipment and stockpiling materials for upland use. Drawing CN105, Note 5 will be revised to specifically prohibit use of this area for dewatering.

65 Can we utilize the fenced in area for staging at the Erie Pier?
Contractor use of the fenced in area at Erie Pier will be at the discretion of the COR, pending USACE need to use the area for storage of Government owned equipment.

Please clarify WTS sampling/analytical frequency requirements and confirm that continual discharge to sewer is allowable during routine WTS operations.
At a minimum, treated water shall be tested in accordance with Section 02 61 13, Paragraph 3.9.2 and results submitted for approval prior to initial discharge.
Additional testing may be required by the City of Superior.
Once approval for discharge is received, discharge shall comply with Section 02 61 13, Paragraph 3.7.3.3. Discharge during wet weather is prohibited and the discharge location shall be covered when unattended.

Will the material and equipment located near the existing precast concrete barriers be removed prior to start (at Erie Pier)?
The area in question is part of an allowed contractor storage area for a different project that goes through the end of July 2021. That contractor is allowed to store their equipment through the end of that project. The storage area is outside of the allowed access road that is part of the Howards Bay Project. If the Howards Bay Contractor wants to use this area, please reference spec 01 35 13.10 paragraph

The Government has obtained real estate rights that allow use of the area shown on Sheet CN105. The Contractor may pursue additional agreements allowing use of other areas in accordance with Section 01 10 10.

For the sediment processing pad the details shown in the Arcadis drawings and the USACE drawings are different. Which shall be used?
Construct in accordance with the specifications and drawings. Environmental staging area(s) shall have sufficiently low permeability to prevent construction water contact with underlying soil and groundwater.

Is bucket mixing an acceptable means of mixing Portland Cement and Dredge Sediment?
It is not entirely clear what is meant by "bucket mixing". Mixing means and methods shall be capable of achieving a relatively homogenous distribution of solidification agent throughout dredged material (Section 02 61 13, Paragraph 3.8). Contractor shall maintain strict dust control during mixing (Section 02 61 13, Paragraph 3.4;
Section 01 57 19, Paragraphs 1.7.9 and 3.5.4) and methods that minimize dust generations are preferred.
