1.5 WORK AREAS AND RESTRICTIONS

1.5.1 General

The work under this contract shall be performed at North Park Lake, the Wildwood Mine Sediment Disposal SiteWildwood Sediment Placement Area, and the haul routes to the disposal site, all located in Allegheny County, Pennsylvania. North Park Lake is located within North Park, a County-operated recreation facility that lies about 10 miles north of the City of Pittsburgh, Pennsylvania. The park is located in north central Allegheny County within McCandless, Pine, and Hampton Townships. Covering over 3,000 acres of diverse habitat, North Park is the largest and most heavily used park in Allegheny County. North Park Lake is located entirely within McCandless Township. The Pine/McCandless Township Line divides Marshall Lake, a small lake located upstream of North Park Lake on the North Fork of Pine Creek (in the northwestern section of the park). A small portion of the southeastern section of the park (located just downstream from North Park Lake) lies within Hampton Township.

Pine Creek dam, which forms North Park Lake, backs up water from Pine Creek flowing from the west and from the North Fork of Pine Creek flowing from the northwest. The dam is about 15 miles upstream of the mouth of Pine Creek, which empties into the Allegheny River near Etna at river mile 4.7.

The North Fork of Pine Creek flows first into Marshall Lake and then into North Park Lake.

Pine Creek Dam is an earthen embankment approximately 1,130 feet long and 33 feet high; it has a 60-foot wide crest with a 2H:1V slope on both the upstream and downstream faces. It has an impervious core consisting of a concrete cutoff wall. Over the years, fill has been placed on the eastern (downstream) side of the dam's crest increasing its width approximately 400 feet. A four-lane road (Babcock Boulevard) crosses the crest and is a main thoroughfare through North Park. Completed in 1936, the dam was constructed under the Works Progress Administration Program.

The flood discharge facilities of the dam consist of a combined primary and emergency spillway located near the left abutment (looking downstream).

The spillway structures include an arc-shaped ogee crested weir that discharges into a rectangular concrete discharge channel. The crest of the ogee overflow section of the spillway is located at an elevation approximately 10 feet below the lowest point of the dam's crest.

The outlet works consists of an intake tower and a 560-foot long reinforced concrete conduit through the embankment. The conduit is rectangular in

SECTION 01 30 00.10 Page 5 cross section with inside dimensions of 5 feet by 5 feet. A manually operated sluice gate located at the intake tower controls flow to the conduit. This outlet system constitutes the emergency draw down facility of the dam.

The lake is maintained at elevation 960 feet National Geodetic Vertical Datum (NGVD), which is the elevation of the uncontrolled spillway crest.

At this elevation, the lake (when initially constructed) was 75 acres in size and approximately 24 feet deep near the face of the dam. Due to sedimentation, the lake now provides about 63 surface acres of open water and has lost approximately half of its depth. The 12 acres lost occurred in the Pine Creek arm of the lake which receives the highest inflow and consequently the highest suspended sediment loads.

1.5.2 Work Areas

The work areas under this contract shall be at the North Park Lake, the Wildwood Mine Sediment Disposal Site, and all haul roads utilized to the disposal site. As required by the Contract Clause "OPERATIONS AND STORAGE AREAS", all operations of the Contractor shall be confined to areas shown on the drawings required to accomplish the work under this contract, and as authorized and approved by the Contracting Officer. The limits of the Contractor's work areas are as shown on the Contract Drawings. All work areas shall be coordinated with the Contracting Officer prior to commencement of work. Work area images have been provided at the end of this section.

1.5.2.1 Phase I

Phase I consists of excavation from the upstream end of North Fork Pine Creek arm to an area near the dam as shown on the drawings. Water depths in the North Fork Pine Creek arm currently range from a few inches to about 2 feet. Excavation of this area would create depths that range from shallow shoreline areas to approximately 12 feet at the most downstream end of the lake arm. The volume of excavation shall be as specified in the Bid Schedule. Excavation would be performed in the dry. Following excavation, habitat structures (rock humps, porcupine cribs, etc.) would be placed to provide cover for fish and to increase benthic production. Coir logs would be placed along portions of the shoreline to prevent erosion and encourage wetland vegetation growth near shore. These habitats are important for fish spawning and provide nursery areas for young fish. Phase I work shall also include installation of the Pearce Mill and Rose Barn lake access ramps; installation, staging, and removal of temporary stream diversions, including temporary crossings; and wetland vegetation planting, including coir log plantings and surrounding shoreline plantings.

1.5.3 Access to Project Site

1.5.3.1 Lake and DisposalSediment Placement SiteArea Accesses

Access to North Park Lake will be accomplished on existing park/public roads via Pearce Mill Road, Babcock Boulevard, Wildwood Road, and Ingomar Road. The Local Sponsor, Allegheny County, owns all of the land needed for access to the lake and for work in the lake. A temporary work area will be located in the lake bed and will be used for excavation of the lake.

Access to the temporary work area for this construction phase shall be within the lake bed via haul access roads constructed by the Contractor and will be referred to as the Pearce Mill, Goldstar, and Rose Barn Access Sites. The access sites and surrounding local roads are shown on the

SECTION 01 30 00.10 Page 6 contract drawings.

Temporary work area easements will be required for the Wildwood Mine Sediment Disposal SiteWildwood Sediment Placement Area, staging, and support areas. The haul roads from the lake to the disposal areas are shown on the contract drawings.

1.5.4 Existing Roads and Property

1.5.4.1 General

The Contractor's traffic on roads selected for hauling material to and from the site shall interfere as little as possible with public traffic. When intending to transport any heavy loads on roadways, the Contractor shall investigate all weight limits for the roads he intends to use and shall secure any required bond(s) from the respective owner(s).

The Contractor shall document the existing condition of the roadways that he will be using, with the owners thereof. In the past, video recordings of the original roadway conditions have provided satisfactory documentation. Prior to beginning any construction, the Contractor shall videotape on DVD format all existing structures including, but not limited to, local roads, public and private property, and any other areas as directed by the Contracting Officer. The owners of such roadways and other property should be present at the time of the documentation. An unedited copy of all video recordings shall be given to the owners and the Contracting Officer within 5 days after documentation. All damage to transportation facilities, public or private property, or utilities caused by the Contractor's operations shall be repaired to the satisfaction of the Contracting Officer, at no additional cost to the Government. Any damage to the roadways, caused by the Contractor's operations, shall be repaired in kind by the Contractor and at his own expense. Roads shall be kept clear of all debris generated by the Contractor's operations. Roads shall be cleaned of any spillage. Upon completion of all work requiring use of the local roads, the roadways shall be restored to their pre-construction condition by cleaning and/or reconstruction of damaged drainage facilities, base courses, and pavements as necessary. Repairs shall be made in the same manner as the original construction. No separate payment will be made for maintaining and restoring the condition of the roads, and all costs in connection therewith shall be considered as incidental to performance of the work.

1.5.4.2 Hauling Permits
