W911SR-24-R-0008 Amendment One (1) Questions
06 August 2024
1. Section L.9 and L.11.1- NDA: Can you please provide contact information for the listed contractors required to sign the NDA for proposal evaluation?
Government Response: As stated in Section L.9, the two (2) contracts involved as “Non- Government Advisors” will be Joint Research and Development, Inc. and Kalman & Company, Inc.
2. Section L.11.6- SBSP: Does a small business need to provide a small business subcontracting plan?
Government Response: No, small businesses do NOT need to provide a small business subcontracting plan. This is only a requirement for large businesses.
3. Attachment 15- Cost Template: The pricing spreadsheet has a column “weight”. Is this weighting of the price for each quantity for evaluation purposes?
Government Response: Yes. The weights are used to arrive at a weighted average evaluation price for each identified supply.
4. Attachment 15-Cost Template: When orders are placed, is the pricing calculation cumulative across the option year, or is the price applied to the volume placed on the awarded order each time?
Government Response: The quantity specific to a given Delivery Order will be the quantity used to determine the applicable price. For example, two different orders for 2,500 units would both be at the price for the 2,500-4,999 range (not the 5,000-10,000 range).
5. Attachment 15- Cost Template: As it is indicated in the cost template, the destruction is to be included in the monthly storage costs- correct? If yes, can the 20,000 lbs. be the maximum expected per year to include in the pricing? And if an increase of greater than 10% occurs in one year, can an adjustment be requested?
Government Response: Correct, the destruction will be included with storage costs. We’ll cap any required destruction at 20,000 pounds per year. Destruction above that amount will be subject to an equitable adjustment to be agreed to before destruction takes place.
