About this file

This document contains the Technical Data Package (TDP) for the Biological Sampling Kit (BSK), which is required under the federal contract opportunity for the Assembly/Manufacture, Storage, and Distribution of Defense Biological Product Assurance Office (DBPAO) Products (Solicitation Number W911SR_24_R_0008).

The TDP provides detailed manufacturing instructions, drawings, quality assurance provisions, and special packaging requirements for the BSK, which consists of various components such as an operational panel, applicator swabs, a buffer solution, and packaging. Key requirements include maintaining strict storage and manufacturing conditions, inspecting all components for critical characteristics like degradation, and ensuring that all components are present and undamaged. The TDP also outlines the first article inspection process and conformance inspection procedures. This document is necessary for potential offerors to understand the technical specifications and requirements for producing the BSK under the referenced federal contract opportunity.

PART II. QUALITY PROVISIONS

1. First Article Inspection.

a. Sample Quantity. Contractor shall produce 50 biological sampling kits of each type using the same methods, materials, equipment, and processes as will be used during regular production. The first article samples shall be submitted for inspection and approval in accordance with the terms of the contract.

b. Inspection procedure. This inspection applies to each of the 4 Biological Sampling Kit configurations. From the 50 samples above, 20 random samples shall be used for the first article inspection as described in Table 1; the remaining 30 samples shall be used for the packaging inspection as specified in applicable Special Packaging Instructions.

2. Conformance inspection.

a. Lotting. A lot shall consist of the items produced by one manufacturer, at one plant, from the same materials, under essentially the same manufacturing conditions, and at essentially the same time. Lot number format shall be in accordance with MIL-STD- 1168. The contractor shall also record the lot numbers of the other components used in each lot of carriers produced.

b. Sampling. Attribute type normal inspection sampling in MIL-STD-1916 shall be used.

MIL-STD-1916.

d. Inspection. Inspection shall consist of examination and test of all the characteristics contained in the Classification of Characteristics of this QAP. Every item in the lot shall be inspected for critical and selected major characteristics. If an item is found that does not conform to a characteristic inspected 100%, the non-conforming item shall be removed from the lot. For each of the other characteristics in Part III, failure of any sample item to conform to the characteristic shall be cause for rejection of the lot represented.

PART III. CERTIFICATION REQUIREMENTS

Inspection equipment. Inspection equipment used to perform the examinations and tests in this QAP should be designed, documented and maintained by the contractor using ISO 10012 as guidance, including any fixtures necessary to accommodate the test procedures.

Inspection equipment should incorporate the appropriate measurement capability, precision and accuracy to assure rejection of nonconforming product. Equivalent inspection equipment standards may be accepted when such alternative(s) provide an equivalent or better level of quality, and provided they have been described in a written proposal, which has been approved by the Government.
