About this file
This document is a Technical Data Package (TDP) for Operational and Training Panels related to a federal contract opportunity.
The TDP provides detailed information on the drawings, manufacturing instructions, quality assurance provisions, and special packaging instructions for the Operational, Operational 2, and Training Panels. It includes changes to the Assay Strip Assembly drawing, such as updating the source of supply, storage temperature, shelf life, and distribution statement. The panels are components of the Operational 2 Bio Sampling Kit (NSN 6665-01-616-4590, P/N: LFI-0-BSK-01V). The TDP specifies the panel configurations, labeling requirements, and packaging instructions. The quality assurance provisions cover first article inspection, conformance inspection, and certification requirements.
The related federal contract opportunity is for the Assembly/Manufacture, Storage, and Distribution of Defense Biological Product Assurance Office (DBPAO) Products, solicitation number W911SR_24_R_0008, issued by the Department of the Army Materiel Command, Army Contracting Command Aberdeen Proving Ground.

Manufacturing Instructions for
Operational and Training Panels
1. The single assay tray (HHA-0004) shall be made from GP-PVC (general purpose poly vinyl chloride) or R-PVC, color clear, thickness: 0.0175”
2. Each panel consists of inserting eight individual HHAs into a single assay tray (Fig. 1)
Figure 1
3. Snap each HHA into the assay tray using the appropriate coded configuration outlined in
Table 1 and illustrated on drawings HHA-JPO-10 and HHA-JPO-10A. Uncoded panels will be prepared in a configuration provided by the Government. Fold the cover over to secure them in place.
Table 1: Panel Configurations
4. Ignore the silica packet (Find no 13) and the pouch (Find No 14) on drawings HHA-JPO-10 and HHA-JPO-10A. Instead use the desiccant and bag specified in the Special Packaging Instructions (SPIs.)
5. Package each panel in accordance with SPI PJPOHHA-10, PJPOHHA-20, P0-HHA-01UN or PLFI-0-BSK-01V*, as applicable. In addition, the sealed bag shall also be marked with the following information. Every item in the lot shall be inspected for critical and selected major characteristics. If an item is found that does not conform to a characteristic inspected 100%, the non-conforming item shall be removed from the lot. For each of the other characteristics in Part III, failure of any sample item to conform to the characteristic shall be cause for rejection of the lot represented. The following inspections apply to each of the Panel configuration.

PART III. CERTIFICATION REQUIREMENTS
Inspection equipment. Inspection equipment used to perform the examinations and tests in this QAP should be designed, documented and maintained by the contractor using ISO 10012 as guidance, including any fixtures necessary to accommodate the test procedures.
Panels - P14
Inspection equipment should incorporate the appropriate measurement capability, precision and accuracy to assure rejection of nonconforming product. Equivalent inspection equipment standards may be accepted when such alternative(s) provide an equivalent or better level of quality, and provided they have been described in a written proposal, which has been approved by the Government.
