Armor OSUT Questions
ARMOR 1 RFI
1. Ammo Point, C2, Latrine Facility Please verify that the design intent is to be strictly followed with regard to colored smooth face CMU masonry. In other words would alternative materials be allowed in lieu of colored smooth face CMU (ex. pre cast, pemb, etc.).
Answer: There is some discrepancy between the SOW's. The CMU block shall be colored integral split face masonry. The buildings outlined in the Armor OSUT projects shall be conventionally constructed. No pre-cast, pemb, etc.
2. Ammo Point Facility Will a face of wall or face of jamb mount coiling counter door be acceptable for use in lieu of the detailed cmu jamb and head wrapped frame (Sheet AP-A2 Detail A1). There is a significant cost difference between the two.
Answer: No, estimate cost based on design provided.
3. Could I get the attendees list - for your site visit on 07/10/19?
Answer: List will be provided with amendment 0003
4. The scope reads that erosion control will be required for any individual item breaking the one-acre threshold. Most likely none of the improvements individually will exceed one acre. Is my reading correct and is erosion control required?
Answer: All local and State laws must be followed. This will have to be determined by the design team. Fragmenting per site is not allowed.
5. Is any site plan/topo required at Warner Range? Based on the site visit, I assume we would topo the entire area behind the firing line?
Answer: Contractor to provide site plan and if required contractor can survey as needed.
DPW can provide 2014 Lidar contours if needed.
6. C-2 Facility. C2-A1 Shows the demolition of an existing C2 facility. Please confirm that the demolition of an existing C2 Facility IS NOT required and that this sheet was included in error.
Answer: The demolition plan on sheet C2-A1 was provided in error.
7. Page 3 of the solicitation shows Items 0001 and 0002 for CLIN Proposal Amounts, however there is no designation as to what sites are included within the CLINS. Please clarify what sites are to be included in CLIN 0001 and CLIN 0002.
Answer: No sites are included in either CLIN. Provide your total price on CLIN 0001 only.
8. During the site visit all contractors were shown the C-2, Ammo Point, Latrine, and CMU Tower for reference. All of which utilized smooth face integral color cmu. However, the scope of work for the new C-2 and Latrine state “split face integral color CMU” is to be utilized and the CMU Tower calls for standard grey cmu. Please confirm that all new buildings shall utilize smooth face integral color cmu.
Answer: All C2, Ammo Point, Latrine and Towers are to have “split face integral color
CMU”.
9. Specifications call for SSPC QP1 painter certification. Please verify that this requirement can be omitted as it generally applies to fuel tanks and shipyards.
Answer: Omit requirement. Contractor to have a minimum of 5 years’ experience of similar work.
10. The CMU Tower windows specify that the windows are to be forced entry resistant, however the scope does not dictate to what degree or specification they are to meet.
Please clarify the required criteria / testing that the windows must meet.
Answer: Doors - An exterior hollow metal door that is secure, with heavy duty hardware and hinges and can be lockable. A reasonable approach is to match what is existing on the Oscar Ranges. Windows – 1” insulating laminated glazing in an aluminum frame.
