DESCRIPTION OF PROJECT

Preform scheduled maintenance on CCTV systems and door alarms at the listed buildings on Fort Benning Buildings 4313, 4314, 4315, 4316, 4317, 4323, 4324, 4325, 4326, 4327, 4210, 4210, 4215, 4220, 425, 4230 in Harmony Church, and Buildings 3005, 3015, 3035, 3105, 3210, 3240, 3245, 3305, 3405, 3425, 3435, 3440, 3445, 3450, 3455, 3505, 3510, 3515, 3520, 3525, 3565, 3570, 3575, 3580, and 3585 in Sand Hill.

WORK REQUIREMENTS

CCTV systems

1. The Contractor shall inspect the CCTV systems at each building to insure proper surveillance and recording of each system that pertains to the systems camera and housing, wiring and cables, and control equipment.

2. The contractor shall schedule a site visit to each building revolving every 180 days to change the sd cards on the network video recorders (DVRs) and insure the sd cards are given to the unit command group and signed for.

3. The Contractor shall follow the inspection list being sure to check off each section, sign and date.

4. The Contractor shall note any deficiencies on the reports and repair them.

5. The Contractor shall have a log book for each building to record any deficiencies and equipment replacements.

6. If the contractor has to replace any faulty equipment, DVRs , or cameras that equipment must be turned back in to the unit in which it was removed from.

Inspections

For the system’s camera and housing, verify the following:

1. Camera/lens focus and auto iris is adjusted properly.

2. Camera field of view is adjusted to customer’s requirements.

3. Camera/housing viewing window is clean, inside and out.

4. Camera lens is dust free.

5. Interior of camera enclosure is clean and dry.

For the systems wiring and cables, verify the following:

1. Check wiring and cable harnesses for wear and fray.

2. Check to make sure cable is dressed properly.

3. Check connectors and cable entry points for loose wiring.

4. Check that the coaxial is transmitting an adequate video signal to control room. Signal should be free of distortion, tearing, hum-bars. EMI, and rolling

5. Make sure coaxial connectors are insulated from conduit and pull boxes.

For the systems control equipment, verify the following:

1. Monitors are free from picture burn-in and distortion.

2. Monitors have proper contrast and brightness.

3. NVRs are functioning properly and providing distortion free recording.

4. Check that all control equipment is operational. This means that switches allow proper sequencing, multiplexers are properly encoding and decoding, and matrix switcher keyboards are fully operational.

5. Clean all monitor screens, control panels, and keyboards with a diluted cleaning solution.

6. Check all coaxial connectors on the back panels for loose connections.

7. Check all power connections to ensure AC plugs are not loose.

Door alarms

Door alarm inspection:

1. Check all magnetic switches in the tops of the doors and ensure they have not been removed or tampered with.

2. Arm the control panel and open each door to be sure the alarm sounds on the panel and is audible.

3. Inspect the panel on the wall at the CQ desk for proper operation being sure that the lights are operable arming and disarming.

4. Clean the control panel, it should be free of dust and nothing stuck to it that was not part of the original equipment.

Equipment replacement

Any equipment that needs to be replaced shall be replaced with like and kind and annotated on the building log. The contractor shall inform the unit commander whenever a DVR is replaced and the contractor will ensure that recording data is transferred to the new DVR. The contractor shall keep on hand extra DVRs, cameras, and magnetic door switches to immediately replace those that are critical to the surveillance and alarming of each buildings. Contractor will be responsible for disposal of the replaced equipment.

Help Desk Support

The contractor shall provide help desk support which will provide 24/7/365 support on responding to emergency’s. The contractor shall respond to emergency calls within two hours of receiving the call Monday thru Friday and two hours on nights, weekends and holidays

TECHNICAL SPECIFICATIONS

1. CCTV Surveillance System:

a. Video recording resolution shall be 5MP, 3MO, 1080P, UXGA, 720P, VGA, 4CIF, DCIF, 2CIF, QCIF.

b. Video and alarm management software under single front end and open platform with support to camera brands like (Axis, Pelco, Honeywell, Panasonic, Sony, Speco, Hikvision. etc.)

c. System shall have an incoming bandwidth of 80 MPS and an outgoing bandwidth of 240MPS. Frame rate of 30 fps on the main stream and sub stream.

d. The system shall provide activity controlled frame rate, which in turn reduces the Bandwidth and the storage requirements.

e. Provide broadcast quality video across IP network.

f. Provide real time recording at a minimum of 25 fps with no frame loss.

g. Provide camera controls and binary input/output controls.

h. Provide recording for evidence purposes and user authentication to protect data integrity.

i. All the cameras shall be configured with SD card installed.

2. Indoor Color Cameras:

a. Camera must provide 1/3” progressive scan CMOS image sensor.

b. The cameras shall have a maximum resolution of 2048x1536 and @ 60 Hz. 15fps (2048x1536, 30 fps 1920x1080.

c. Minimum illumination: 0.17LUX A F1.6, AGC 0n, 0Lux with IR.

d. The camera shall support a motorized VF lens, 2.7-9mm A F1.6, angle of view 101-30.4 degree.

e. The hardware must incorporate multiple processors to ensure best video quality and other functions even at maximum processor load.

f. The camera shall support either MPEG-4/H.264/MJPEG video compression.

g. The cameras shall have a built in firewall and other non IP address specific security measures.

h. The cameras must be compatible to support advanced software which shall be able to perform intelligent motion detection.

i. The cameras shall have a minimum of 1 alarm inputs and 1 relay outputs.

j. The cameras shall support redundant recording by streaming video to its assigned DVR and additional storage on the cameras SD card.

k. The cameras shall be able to detect motion based on localized area, object size and direction.

l. The cameras shall be able to reset back to factory default configuration without losing IP address information.

m. The cameras shall be able to use one particular frame rate and resolution at daytime and automatically switch to another frame rate/resolution profile when low light conditions occur.

3. Outdoor Cameras:

a. Camera must provide 1/3” progressive scan CMOS image sensor.

b. The cameras shall have a maximum resolution of 2048x1536 and @ 60 Hz. 15fps (2048x1536, 30 fps 1920x1080.

c. Minimum illumination: 0.17LUX A F1.6, AGC 0n, 0Lux with IR.

d. The camera shall support a motorized VF lens, 2.7-9mm A F1.6, angle of view 101-30.4 degree.

e. The hardware must incorporate multiple processors to ensure best video quality and other functions even at maximum processor load.

f. The camera shall support either MPEG-4/H.264/MJPEG video compression.

g. Cameras must be provided with a heater and fan and be IP^^ outdoor rated.

h. Cameras shall be powered by PoE (802.3at) or 24 vac.

i. The cameras shall have a built in firewall and other non IP address specific security measures.

j. The cameras must be compatible to support advanced software which shall be able to perform intelligent motion detection.

k. The cameras shall have a minimum of 1 alarm inputs and 1 relay outputs

l. The cameras shall support redundant recording by streaming video to its assigned DVR and additional storage on the cameras SD card.

m. The cameras shall be able to detect motion based on localized area, object size and direction.

n. The cameras shall be able to reset back to factory default configuration without losing IP address information.

4. Video Operation, Recording and Processing Software.

a. The DVR shall be 16 channel embedded plug and play.

b. The hard drive shall be at least 12TB, 4 SATA interface for 2HDDs or 4 HDDs.

c. The DVR software shall be capable of working on the latest Windows and Windows server platform.

d. The DVR shall provide PoE power 9802.3at) for the cameras, 200 watt max.

e. The DVR software shall be provided as one unit and not multiple units and shall support free distribution of multiple clients to multiple machines.

f. The software shall not have operator seat based licensing and shall allow for any number of user installations on the video network to be added and shall allow for any number of user installations on the video network to be added for future scalability at no management software cost or licensing cost.

g. The system shall allow for live view, playback and system configuration of the video system.

h. The system shall have several simultaneous live picture connections of cameras in the network. It shall be capable of showing pane layouts including 2x2, 3x3, 4x4, 5x5, and 8x8 and custom layouts.

i. The system shall be able to listen to audio from individual cameras that are connected to a microphone. (Outdoor cameras only).

j. The system shall be able of handling camera and alarm icons. The area map should be configured to pop up upon the receipt of an alarm received from a video code on the map.

k. The DVR shall be able to carry out a motion search on recorded video and highlight motion in the playback bar and also provide motion event based thumbnails to navigate straight to that event in recording.

l. The system video recorder shall have no limitations on the kind of storage to be used and shall be capable of recording up to 128 remote connections.

5. Additional Equipment Specifications:

a. 23 awg annealed bare solid copper, CAT-6 UTP cable Channel optimized to 350 MHZ.

b. Monitors shall be 42” min and wall mounted

c. Computer shall be 500GB/inteli7 processor/RAM16GB.

d. UPS power supply shall be able to support the NVR and computer for 30 minutes minimum.

e. Remote keyboard and USB expander shall be supplied for remote control for the NVR’s and computer.

f. Microphones shall be outdoor rated and have a sensitivity of -45db, frequency response of 50 Hz. to 5 KHz.
