W911SF-16-B-0006 Questions 29 May 2018

1. Are offerors to complete Technical Exhibit 01 and provide it with the proposal?

Do we complete all 3 capability levels and how will these capability levels be used on this contract? (attached TE 1)

1a. What is the purpose of this document? Will it be used to for modifications to the contract or future pricing?

Answer: TE-1 provides the minimum level of service required. If used will operate under capability level 3. No pricing is required on this document. TE-1 will be removed as a technical exhibit.

1b. Why does TE1 reference pricing MFH collection containers? Please confirm that MFH is not a part of this contract.

Answer: Military Family Housing (MFH) is not a part of this contract.

2. PWS 2.1.12.1 Key personnel states “The contractor shall submit resumes and an organization chart (to include contact info) for initial key personnel…” and 2.2.13 Contract Manager states “The contractor…shall provide a contract manager who shall be responsible….The name of this person and an alternate …shall be designated in writing…” Does the Government want this information provided in the proposal or after contract award?

Answer: After contract award.

3. There are no CLINS for billing unscheduled/special event 8 CY containers, yet the PWS references Special Task 3.4.6 and Special and Temporary Events 3.4.71. and

3.4.7.2. Please advise where the contractor is to bill for 8 CY unscheduled/special event collections and the relocations of the 8 CY containers for these events.

Answer: All requests for 8 CY containers and for the relocation of containers for unscheduled/special events shall be billed from the additional container CLIN.

4. There are numerous areas in the PWS that mention the contractor providing recycling containers under this contract (E.g. PWS 3.4.4.2, 3.4.4.9, 3.4.6.2, etc.), yet there aren’t any recycling containers listed in TE 3 (except for the 4 recycle compactors), and there are no CLINS to bill for recycling containers. Please clarify if recycling is a part of this contract and if so, please add CLINS so that the contractor can bill for them.

Answer: Recycling is not a part of this contract, removed from the PWS in paragraphs mentioned.

5. PWS 3.4.6.2.mentions placing recycle containers at special events. Please clarify what size, type, and quantity of recycling container the contractor is responsible for providing, if required.

Answer: Recycling is not a part of this contract, removed from the PWS in paragraph mentioned.

6. In TE 3, there are (4) recycle compactors listed; however, the PWS is silent on whether or not we are to provide these compactors specifically for recycle collection.

Please advise what type of material is going in these compactors and where the contractor is supposed to take the material. If the contents are OCC, can the contractor keep the proceeds or does the Government receive the proceeds?

Answer: Those 4 compactors are to be delivered to the Material Recycle facility (MRF). Government keeps proceeds.

7. PWS 2.1.4.2 Hours of Operation states the hours are 7:00 AM to 6:00 PM, yet Saturday collections are needed year round. Please advise whether or not the Government will allow the contractor to operate on Saturdays and start earlier than 7:00

AM.

Answer: PWS section 2.1.4.2 revised to 7am-6pm Monday to Saturday.

8. PWS 3.4.4.5 states that “containers must be clearly marked to identify names, telephone numbers, and emergency telephone numbers.” Please confirm that the Government wants all of the containers under this contract decaled with company logo and appropriate phone numbers. Please be very clear to what the Government wants as decaling ALL containers this is an expensive requirement, and current containers on the same contract DO NOT have any identification.

Answer: Mark containers in accordance with paragraph 3.4.4.5 of the PWS.

9. PWS 3.4.3.8 states “Where yard waste is collected and placed curb-side in clear plastic bags, it is the responsibility of the Contractor to load bags into collection vehicles. The Contractor shall provide a minimum one (1) weekly pickup of Yard Waste from curbside on Post. The Contractor shall provide pick-up within eight (8) working hours from notification of the COR/ACOR requesting the pick-up. If bag containing yard waste breaks and spills contents, it is the Contractor’s responsibility to remove broken bag and notify COR/ACOR by telephone of location of loose yard waste, to be picked up by others”. The current contract does not have these collections and this looks like a new requirement, or is this actually a MFH housing requirement? If it is, please advise if

MFH is now in this contract. If this is required in the contract, please provide collection locations and historic data on how much weight and how often these collections are made. Under what CLIN should these requirements be bid, as this requirement will take substantial labor in order to meet this requirement?

Answer: MFH is not a part of this contract removed from the PWS.

10. Please confirm that if the Government requires additional, permanent containers over the amount listed in CLIN 003, et seq. (609 - 8 CY), CLIN 004 et seq. (49 -20 CY), CLIN 005 et seq. (16 - 35 CY Compactors), and CLIN 006 et seq. (20 – 40 CY), that these will be added via negotiations between the contractor and the Government and once agreed, then by contract modification.

Answer: If the need arises the Government will request additional permanent containers via contract modification.

11. PWS 2.1.3.1 states that the Base Ordering Period is from 07/25/2018 - 05/31/2019 (10 months); however, CLINS 0003, 0004, 0005, 0006, 0007, 0008, and 0009 are for 12 months. Please revise to the correct base ordering period. If the base year is actually 10 months not 12, and vice versa, this can greatly affect the IFB pricing evaluation for all offerors.

Answer: The base ordering period adjusted to 10 months.

12. CLINS 0007, et seq. “Additional 20 CY Containers”; CLIN 0008 et seq.

ADDITIONAL 40 CY CONTAINERS; CLIN 0009 et seq. ADDITIONAL 35 CY COMPACTORS all have an estimated quantity of 12 months. The detail in the CLIN says clearly that in 0007 et seq. “Provide and Collect additional (30) 20 CY roll-off open top solid waste containers as ordered; in CLIN 0008, et seq. “Provide and Collect additional (15) 40 CY roll-off open top solid waste containers as ordered.”; and in CLIN 0009, et seq. “Provide and Collect additional (10) 35 CY compactors as ordered”.

Please clarify how to bid this line item, or consider revising these line items to the estimated annual quantities that the Government anticipates ordering extra collections and change the Unit to “EACH”, as it is impossible to bid this requirement by the month when the Government is going to be requesting individual containers on an unscheduled basis, and at different locations, to be hauled “as ordered”. The contractor has no way of bidding this by the month with the containers being “as ordered” and in different locations each time one is ordered.

Answer: Unit of measure changed to “Each” on all ordering periods

13. CLIN 0010 Maintain Dumpster Appearance has an estimated quantity of “1” and a Unit of “Job”. CLIN 1009, et seq. has the same description/requirement, yet, an estimated quantity of “1” and a Unit of “Years”. Please advise which is correct, and elaborate on the intention of this CLIN. “Isn’t “Maintain Dumpster Appearance; Patch holes, perform corrosion control, paint to match garrison color scheme, repair damage”, part of the overall contract requirements? What is the purpose of this CLIN being separate?

Answer: Unit of issue should be “Job”. Total amount is yearly cost to maintain dumpsters.

14. In regards to CLINS 0003, 0004, 0005, and 0006 et seq., all of these CLINS reference collections in accordance with IAW PWS 3.4.1.2. Please confirm that the containers that are to be collected in these CLINS are the containers listed in TE 3 (attached).

Answer: CLINS 0003, 0004, 0005 and 0006 et seq. are the containers listed in TE3.

15. PWS3.4.3.7 states, “Toner Cartridge Items. Where toner cartridges and electronics are collected, they must be palletized and shrink wrapped by the Contractor.

The Government will sell toner cartridges and electronics when they are ready for shipment.” To what extent is the contractor responsible for this requirement? Please provide a location listing of where toner cartridges and electronics are being collected and shrink wrapped, and provide historical tonnage/quantity data of such collections.

Once palletized and shrink wrapped where does the contractor take these items for Government sale? Under what CLIN should these requirements be bid, as this requirement will take substantial labor in order to meet this requirement?

Answer: Not a part of this contract, removed from the PWS.

16. PWS 3.4.3.9 states, “Yard Waste Areas. Where wood is collected, the collection points must be maintained neatly and orderly. Wood will be chipped. Wood operations require the removal of all materials destructive to grinding machines. The Contractor shall remove any wood that is painted, stained, varnished or chemically treated to resist weather as well as any furniture. Any metal or other foreign objects that will cause damage to machines must also be removed prior to grinding.” To what extent is the contractor responsible for this requirement? Please provide a location listing of where wood is being grinded, and provide historical wood chipped tonnage of this operation.

Will the Government give the contractor a location On Post to grind this material? Is the contractor or the Government responsible for the grinding machines? Under what CLIN should these requirements be bid, as this requirement will take substantial labor in order to meet this requirement?

Answer: Not a part of this contract, removed from PWS.

17. PWS 3.4.3.4 Bulk Items states, “The Contractor shall collect and dispose of bulky items (e.g., shipping cartons, scrap lumber, discarded furniture, appliances, toys, wood pallets) placed at collection stations, curb side or outside a refuse container. The Contractor shall report on the monthly report to the COR/ACOR the collection of any such items that appear to be personal items as opposed to Government property.”, and PWS 3.4.3.5 states, “Hazardous Items. Items such as refrigerators, freezers, and window air conditioner units that may contain chlorofluorocarbon CFC shall be picked up only with the approval of the Government. The Government will insure all CFC’s have been removed and notify the contractor by email when they can pick them up.” Is there a location that the Government would like these items to be delivered to or is the collection and disposal the responsibility of the contractor? Under what CLIN should these requirements be bid, as this requirement will take substantial labor in order to meet this requirement?

Answer: These areas will be cleaned up/collected by military units providing the labor. Contractor shall haul to an authorized disposal landfill.
