Initial Question:
3. There are no CLINS for billing unscheduled/special event 8 CY containers, yet the PWS references Special Task 3.4.6 and Special and Temporary Events 3.4.71. and 3.4.7.2. Please advise where the contractor is to bill for 8 CY unscheduled/special event collections and the relocations of the 8 CY containers for these events.
Answer: All requests for 8 CY containers and for the relocation of containers for unscheduled/special events shall be billed from the additional container CLIN.
Follow up Question:
There is not a CLIN for 8 CY additional containers or relocations. We suggest having a CLIN that covers delivery, pickup, and disposal of an 8 CY, all in one CLIN. Recommend adding a CLIN for 100 each annually for 8 YD special event/unscheduled collections (includes delivery, rental and pickup) for each year of the contract.
Follow Up Answer:
Adding a CLIN for 80 each annually for 8 YD special event/unscheduled collections (includes delivery, rental and pickup) for each year of the contract.
Initial Question:
12. CLINS 0007, et seq. “Additional 20 CY Containers”; CLIN 0008 et seq. ADDITIONAL 40 CY
CONTAINERS; CLIN 0009 et seq. ADDITIONAL 35 CY COMPACTORS all have an estimated quantity of 12 months. The detail in the CLIN says clearly that in 0007 et seq. “Provide and Collect additional (30) 20 CY roll‐off open top solid waste containers as ordered; in CLIN 0008, et seq. “Provide and Collect additional
(15) 40 CY roll‐off open top solid waste containers as ordered.”; and in CLIN 0009, et seq. “Provide and
Collect additional (10) 35 CY compactors as ordered”. Please clarify how to bid this line item, or consider revising these line items to the estimated annual quantities that the Government anticipates ordering extra collections and change the Unit to “EACH”, as it is impossible to bid this requirement by the month when the Government is going to be requesting individual containers on an unscheduled basis, and at different locations, to be hauled “as ordered”. The contractor has no way of bidding this by the month with the containers being “as ordered” and in different locations each time one is ordered.
Answer: Unit of measure changed to “Each” on all ordering periods
Follow up Question:
There are not enough individual “eaches” in CLINS 0007, 1017, et seq; CLINS 0008, 1018, et seq; and
CLINS 0009, 1009, et seq, to cover an entire year of work based on previous working knowledge. If not corrected the entire annual amount will be exhausted in less than 2‐3 weeks and would need a major contract modification 2‐3 weeks into the contract. These CLINS currently have 10 each, 10 each, 10 each for base year, and 12 each, 12 each, and 12 each for each option year respectively. Currently, there are anywhere from 50‐100 extra collections monthly performed outside of the container locations listed on
TE 3 for extra 20 and 40 CY containers, and compactor collection. Recommend revising the respective
ADDITIONAL CONTAINERS CLINs to 300 each annually for 20 YD containers, 300 each annually 40 YD containers, and 100 each annually for the 35 CY compactors; for the ADDITIONAL CONTAINERS Clins.
Please specify if this “each” should include delivery, rental and pickup.
Follow Up Answer:
Add additional containers in the amount of 250 each annually for 20 YD containers, 250 each annually
40 YD containers, and 100 each annually for the 35 CY compactors.
