Fort Benning Refuse Questions

1. PWS 1.7 states “Hours of Operation: The Contractor is responsible for conducting business, between the hours of 0700-1800, Monday through Friday except Federal holidays or when the Government facility is closed.” CLIN 0006 requires 6xwk pickup. Please revise times to include Saturday.

Answer: Time and days will be corrected to include Saturday in the Performance Work Statement (PWS).

2. PWS 1.17.1 Project Manager and 1.17.2 Contract Manager seem to be referring to the same person. Please confirm that these sections are referring to the same person and that two people to do the same job are not needed. Please omit one of these from the PWS.

Answer: Paragraph 1.17.2 has been removed from the PWS.

3. PART 3 GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND

SERVICES: Is the contractor given any Government furnished property on this contract?

Answer: This contract does not include any Government furnished property

(GFP).

4. TE-3: Schedule is not accurate, and does not depict the current service levels at Ft Benning. This schedule is back from the contractor in 2004. Please provide a revised TE that will match the CLIN schedule and that will match the frequencies that the CLIN schedule depicts; e.g. CLIN 002 has 220 8 YDS that go 2 x week. These aren’t listed in TE -3. Which containers go 2 x wk? 1 x wk? 3 x wk? 6 wk?

Answer: Technical Exhibit 1 (TE) has been revised and added as an attachment.

See revised TE for service levels, locations and frequencies.

5. TE-3: Schedule is not accurate, and does not depict the current service levels at Ft Benning. Where are the 4x wk and 5 x wk 8 CY containers? Why are these not listed on the TE and CLIN schedule?

Answer: Technical Exhibit 1 (TE) has been revised and added as an attachment.

See revised TE for service levels, locations and frequencies.

6. TE-3: Container quantities do not match current inventory level at Fort Benning, and is from the contract in 2004. Please revise as the 8 CY total is more than two times current inventory level and locations are incorrect, 8CY OCC total is more than 160 more than current level and location levels are incorrect, 35 CY Compactor total is more than double current inventory level and locations are incorrect, 20 CY total is close to current level but locations are incorrect, and 40CY total is close to current inventory level but locations are incorrect.

Answer: Technical Exhibit 1 (TE) has been revised and added as an attachment.

See revised TE for service levels, locations and frequencies.

7. PWS 5.1. states” The Contractor shall be required to manage all wastes generated. The Contractor shall determine the most efficient collection frequency container type, size, and container location to meet the requirements of this PWS.

Historical data on container types and schedules on services is provided in TE-3.” This statement is contradictory to the CLIN schedule that should follow TE-3. As of right now, TE-3 does not have a frequencies listed beside the container locations. These must match in order to bid this contact because otherwise you do not know what container locations go at which frequencies. If you are billing by a certain frequency (1 wk , 2 x 3 wk, etc.) then you have to know which container goes with what frequency.

Answer: Technical Exhibit (TE) 1 has been revised and added as an attachment.

See revised TE for service levels, locations and frequencies.

8. TE-3: The Roll-off CLINS and Compactor CLINS do not match the inventory in TE 3 and the frequencies are not listed in TE-3. These need to match in order to determine what containers would be viewed as extra collections in CLINS 0019, 0021, 0023.

Answer: Technical Exhibit (TE) 1 has been revised and added as an attachment.

See revised TE for service levels, locations and frequencies.

9. TE-3: An example of the TE 3 being incorrect is that Bldg 4000 has no containers listed. It currently has several containers.

Answer: Technical Exhibit (TE) 1 has been revised and added as an attachment.

See revised TE for service levels, locations and frequencies.

10. Overall Bid: If the Government wants to have collections done by the pickup, we suggest the FEL and RO/Compactors respectively, be billed by a total aggregate of pickups, or eaches, following an established, correct container collection schedule, and not broken out by different container frequencies. This would greatly help the Government in tracking container collections. Regardless the CLIN structure, the collection schedule has to match CLIN structure otherwise this contract cannot be bid.

Answer: Collection schedule that is on the solicitation will stay as written. The revised (TE) 1 has collection frequency which allows it to match CLIN structure.

11. Please provide the applicable wage determination for this bid opportunity? Or most current collection bargaining agreement (CBA)?

Answer: The current Collective Bargaining Agreement (CBA) is provided. See attachment

12. Will the government provide, as an exhibit to this solicitation, a copy of Mark Dunning agency level protest dated 25 August 2016?

Answer: The agency level protest submitted by Mark Dunning dated 25 August 2016 will not be provided.

13. What is the status of the IGSA between Fort Benning and the City of Columbus for post wide recycling collection services?

Answer: The status of the IGSA has not been determined, recycle is currently a part of this contract but subject to removal when an agreement has been reached between both parties.

14. What are the details of the bridge contract in which the government is currently operating under the for the existing refuse collection contract performance? Please provide the terms and total amount of the bridge contract amount?

Answer: This information has no bearing on the current solicitation, so it will not be provided.

15. Will the government enact or make any type of age requirement for metal dumpsters and/or roll off containers required to perform this contract? Since this procurement is an invitation for bid – cost is basically the top criteria forward– without some requirement of equipment age the price competitiveness of other bidders will be severely impacted. As a point of reference – Fort Polk had recently required the use of NEW dumpsters on its recently awarded refuse contract. In addition, Fort Bliss provides (as GFE) all dumpsters and roll off containers for it respective and similar refuse collection contract. Any consideration of this request will be greatly appreciated.

Answer: All containers must be serviceable in accordance with (IAW) the standards in the PWS.

16. Section 5.1.8.1.1 – To make the reimbursed tipping fees more easily managed by both parties, would the government considered adding a separate line item into the Clin schedule to keep this expense separate and tractable during the term of the contract?

Answer: No, a separate line will not be considered. CLIN schedule will stay as it is currently listed for tipping fees.

17. Please provide TE A in excel format.

Answer: Technical Exhibit (TE) has been revised and added as an attachment.

See revised TE for service levels, locations and frequencies.

18. Please provide SF 1449 CLIN price schedule in excel.

Answer: Price schedule will not be provided in Excel format.

Answer: A lay down area can be leased to contractors by the DPW Master Planning and Real Property department.

Answer: Technical Exhibit (TE) has been revised and added as an attachment.

Answer: Technical Exhibit (TE) has been revised and added as an attachment.

See revised TE for service levels, locations and frequencies.

23. Could the government please provide the correct number of 40CYD recycle cans?

In Technical Exhibit A when you add the cans up it comes to 5 cans the total shows 10 and in the CLINS it has approximately 60 cans.

Answer: Technical Exhibit (TE) has been revised and added as an attachment.

See revised TE for service levels, locations and frequencies.

24. Does the Government provide a place on Ft Benning for the contractor to store extra equipment and park the trucks when not in use for this contract?

Answer: A lay down area can be leased to contractors by the DPW Master Planning and Real Property department.

25. The compactors listed do not need to go 6 x wk. Furthermore, there are too many compactors listed on the route sheet and not enough listed in the CLIN structure to provide adequate servicing. There is also no mention of the (4) Cardboard Only compactors. Please revise.

Answer: Technical Exhibit (TE) has been revised and added as an attachment.

26. There are currently over 200 8 CY Cardboard only containers on Post. The bid sheet only allows for collections of 64 containers (Note: CLIN structure does not list any containers that go 1 x wk), and the route sheet calls for 345 containers. Please revise.

Answer: Technical Exhibit (TE) has been revised and added as an attachment.

27. Currently, we are needing around (45) 20/40 CY per month in order to assist with the ever changing temporary roll-off work around post. The solicitation is silent on the number of containers needed in order to support this effort. Please consider adding these extra requirements in order to level the playing field for all contractors bidding on this requirement.

Answer: The solicitation will stay as written.

28. The PWS is silent in regards to the current effort required to collect and dispose of scrap metal. The current average of scrap metal collections is around 10-15 per month, and requires several 20 CY containers to accomplish this effort. Furthermore, the PWS does not state if the scrap metal proceeds is to be kept by the contractor or reimbursed to the Government. Please advise.

Answer: See Paragraph 5.1.3.2 of the PWS.

29. PWS Part 1 Section1.21 1.6.4 Contractors Manpower Reporting Numbering is out of order, Will the Government please correct the numbering sequence?

Answer: Numbering sequence corrected to 1.21.

30. PWS Part 5 Section 5.1.3 states "Contractor shall be entitled to compensation for removal of its recycle containers in accordance with the contract price established in the Contract Line Item established for that purpose (CLIN XXX)." Would the Government please clarify CLIN XXX?

Answer: That statement has been removed from the solicitation. See conformed copy of the solicitation for paragraph 5.1.3.

31. PWS Part 5 Section 5.1 states "Historical data on container types and schedules on services is provided in TE-3." Is this statement referring to Technical Exhibit A in PWS Part 6 or is there additional information that will be provided to contractors?

Answer: Technical Exhibit (TE) has been revised and added as an attachment.

See revised TE for service levels, locations and frequencies.
