About this file

This is an amendment (Amendment 0001) to solicitation W911SA25Q3025 for Airfield Services Support at Fort McCoy, WI, issued by the MICC Fort McCoy contracting office. The amendment provides responses to 31 vendor questions about the solicitation requirements.

Key clarifications include: standard operating hours are Monday-Friday 0700-1600, with weekend coverage required April-September for fuel testing and operational inspections (2-3 hours per weekend); staffing requires 2 personnel per section during normal operations; the government will provide most equipment including radios, fire extinguishers, spill response kits, and ground support equipment; contractors must provide their own PPE including chemical resistant clothing, flame-resistant gear, and safety equipment; minimal maintenance is required as most repairs are handled through a DLA contract; fuel dispensers operate at 50 lbs pressure with flow rates of 50-300 GPM; and CDL requirements include both Class A and B with HAZMAT and tanker endorsements. The amendment confirms no extension to the solicitation response deadline.

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

RESPONSE TO VENDOR QUESTIONS

PWS 5.3.8. states’ The Contractor shall determine when necessary to receive fuel by gauging the tank to calculate amount of fuel required.

Q1. Question, will the government provide the fuel tank gauging equipment?

R1: The government has automatic and manual tank gauging equipment on hand and would be joint use.

PWS 5.3.7. states’ The Contractor shall perform cleaning, minor repair, maintenance check and servicing of fuel pumps, motors, valves, strainers, separators, and other fuel distribution equipment.

Q2. Will the government provide the Filter separators?

R2: The Filter separators and most, if not all, maintenance is completed though a Defense Logistics Agency contract. We have only very minor maintenance with guidance provided by DLA on an emergency basis for the fueling system.

PWS 5.3.9. states’ The Contractor shall test fuel according to DoD standards, example: daily (Aqua Glow), monthly, and semiannual testing IAW ATP 4-43. The Contractor shall segregate water from the filter separator of the pump station daily.

Q3. Will the government provide the aviation fuels petroleum test kits, portable petroleum sampling and gauging kits, and other supplies for performing fuel samples?

R3: Yes, we do provide the testing equipment and supplies.

Q4. What is the historic workload per year?

R4. There are two components to this:

1. Airfield Operations are M-F 0700-1600, excluding Holidays.

2. Aircraft Services are 1 Apr-30 Sep, M-F 0700-1500, and weekends for checking fuel (2 Hours). 1 Oct-31 Mar, M-F 0700-1500, and weekends by 72hr advanced notice. This is the basics and can vary throughout the training season.

Q5. Can you confirm the pressure/flow rates of the fueling pits? (This can affect labor required for refueling/timing - In lieu of pressure/flow rates - Average truck fill time and aircraft fill rates are absolutely acceptable) R5. Despensers 1-3 are 50lbs pressure, 50 gallons a minute (GPM), Despenser 4 50lbs, and 300 GPM. Tanker takes about 10-15 minutes to fill.

Q6. Please confirm any specific requirement for contractor employee counts. Based on interpretation we are assuming the government is expecting the airfield services and refueler

"roles" to be somewhat independent and not covered by dually qualified employees, is that correct?

R6. There is a significant training difference between the two career fields. There are also certification standards for each career field.

Q7. Please confirm there is no contractor requirement to provide maintenance services on equipment outside of normal-use and damage as already mentioned in the PWS.

R7. That is correct, all repairs will be accomplished by a DLA contract. Minor lubing and resetting of electronics may be accomplished as directed.

Q8. As we understand it, work required outside of normal working hours as listed in the PWS can/do occur and that no additional contract payments will occur for those "call out/stay over" type events. Can you confirm this and if so estimate how many times this occurred in the last 12 months?

R8. Less than ten.

Q9. How many weekend operations occurred last year?

R9. We rotate all weekends with one person from 1 April through 30 Sept. This task is to Aqua- Glo the system and ensure operational capabilities. 1 Oct through 31 March is conducted by Prior Permission Requests. This depends on training, but happens maybe once a month, and usually for only one day.

Q10. Are the airfield services employees (assuming they are split roles) required on the airfield on the weekends if there is no PPR?

R10. No

Q11. Can the airfield service employees and refuelers be cross-trained to either role?

R11. They could cross train, but then there is a lot of different training requirements as stated in Q2. There is a problem with covering the two different positions simultaneously as Airfield Operations is in the Command and Control, emergency notification response/coordination position, and aircraft services is in the execution of the emergency response.

Q12. Is the refueler CDL requirement a hard requirement for all refueler qualified employees? It appears that it is only required for off airfield excursions and our understanding is that it could be more of an on-call requirement.

R12. Yes, there are times that the fuelers will be required to go to training areas to support aircraft off the airfield. Most locations are within the installation, but there are only public roads once the vehicle leaves the airfield perimeter fence.

Q13. The PWS requirement for a CDL requires a Class B CDL. Please confirm a Class A (Higher) level CDL is also acceptable for that requirement.

R13. Class A is acceptable, but will still require HAZMAT, and Tanker endorsements, and with no airbrake restriction.

Q14. As aircraft tugging/ground movement operations are required will the user or government be providing the contractor wing/rotor walkers? If not, are there any specific requirements as to the number of personnel required for these operations?

R14. There will always be wing walkers, and aircraft brake personnel. These are required to be supported by the aircrew/unit.

Q15. Is vehicle/equipment fuel for the shared equipment provided by the government?

R15. Yes.

Q16. Are there any expected "surge" type operations planned/expected that we should plan on additional personnel for those operations? Is there a history of such and if so can you provide some idea of what those looked like in the recent past? Should this airfield increase in activity/become more active what metrics might be used to identify a level in which we would need to provide additional personnel to maintain the same level of service or should we account for a potential increase in activity?

R16. We surge during the training season, but services personnel would stay the same, just have delays in services provided (mainly aircraft services). This is explained to training units and we have had no issues. We have had a few extremely heavy events that required military units to come in and support operations, but these are covered under our emergency response plans, and would not require additional contract support personnel, but may require maxi-flexing personnel time.

Q17. The PWS mentions consumable supplies, can you clarify the items that might be included in this section?

R17. All operational supplies, i.e., computers, printer, paper, and anything related to spill response/HAZMAT etc., are provided. Although not consumable, we do not supply individual PPE, for aircraft service personnel. We do require appropriate PPE like, warm and cold weather chemical resistant, reflective, and flame-resistant clothing to include gloves, footwear, and eye protection. We do provide basic hearing protection that is limited to earplugs/muffs.

Q18. The PWS requires the contractor to comply with and assist via the FMAAF AOM. Can we get a copy of that document to fully understand the functions and requirements? If not, can we get a more detailed daily/weekly/monthly responsibilities list that the government expects the contractor to provide?

R18. The Airfield Operations Manual is a controlled unclassified information document that contains operational security information and will not be provided. The AOM is how we abide by numerous regulatory documents and tailored to our operation. The primary document that directs our operations is in Army Regulation 95-2, Air Traffic Control, Airfield/Heliport, and Airspace Operations, chapter 10. This document then points to numerous other regulatory documents that range from other Army Regulations, DoD instructions, 14 CFR Part 139, FAA Advisory Circulars/Joint Orders, National Fire Protection Agency (NFPA) 407 for aircraft services, and Wisconsin Statutes pertaining to (Agriculture, Trade and Consumer Protection) ATCP 93 for state requirements.

Q19. Is the Contractor required to have a minimum of four (4) personnel per shift: two (2) Base Operations and two (2) Airfield/ Aircraft Services?

a. Is the minimum of four (4) personnel required at all times per shift or can the Contractor staff one (1) person to cover the shift during sickness/leave/vacation or work slowdowns?

b. Is the Contractor required to have a lead on each shift?

R19. Yes, to the main question.

1a. The schedule is to have 2 per section, and can be conducted with one during un-forecasted events, i.e., leave, sick, etc. If we go below the two for aircraft services and the crew is unable to assist, then we revert to cold fuel operations only.

1b. Yes

Q20. Are there specific certification or training requirements for the contract employees that will be providing fuel support or will qualified Aircraft Servicers suffice?

R20. Yes, we are required to abide by Army Regulations, and other regulations, statutes for the distribution of fuel and environmental compliance. A qualified Aircraft Servicer is good, but will be trained on how we conduct business, i.e., Military Aircraft, especially hot refueling helicopters, and what DoD, and the Army require. There is also the equipment component to this and how it operates.

Q21. PWS Para 5.3.9 states that the contractor shall perform fuel handling and testing JAW Army Regulation (AR) 710-2, Logistics Readiness Center (LRC) Standard Operating Procedure (SOP), will the government provide this SOP to the contractor?

R21. Yes, the government will provide all required publications, forms, etc., (current and future) and the training to meet the standard(s).

Q22. [PWS 4.2] Contractor-Furnished Tools and Equipment Question: Can the Government provide a comprehensive list of equipment and tools that are required to be furnished by the contractor under PWS 4.2? While the PWS states, "The contractor shall furnish all equipment and tools necessary to properly perform the work," can the Government clarify if this includes general maintenance tools (e.g., wrenches, flashlights, torque wrenches) or if this is limited to specialized equipment only?

R22. The Government furnishes all equipment required to accomplish a task, or it is work ordered out for higher level maintenance.

Q23. [PWS 5.2.2] Ground Support Equipment (GSE) Question: The PWS states that the Contractor shall furnish support for aircraft ground handling, fueling, fire guard, and parking assistance. Can the Government specify if the following GSE must be contractor-furnished or Government-furnished?

• Aircraft wheel chocks

• Grounding cables

• Aircraft tow bars

• Fire extinguishers

• Maintenance stands

• Boarding ladders

• Generators / Power Units

• Light carts R23. Government furnishes all equipment.

Q24. [PWS 4.2] PPE Requirements Question: Can the Government confirm if all Personal Protective Equipment (PPE) required to meet OSHA standards is the contractor's responsibility? If so, please provide a definitive list of required PPE (e.g., safety glasses, hard hats, high-visibility vests, gloves, boots, and face shields) to ensure full compliance.

R24. Government does not supply individual PPE for contract service personnel. We do require appropriate PPE like, warm and cold weather chemical resistant, reflective, and flame-resistant clothing to include gloves, footwear, and eye protection. We do provide basic hearing protection that is limited to earplugs/muffs, rubber/neoprene gloves.

Q25. [PWS 5.2.4] Fire Extinguishers Question: The PWS requires the contractor to operate and maintain fire extinguishers. Can the Government confirm if the fire extinguishers will be Government-furnished or if the contractor must furnish fire extinguishers for vehicles, equipment, and airfield areas?

R25. The government provides all fire extinguishers required, and provides annual training for them.

Q26. [PWS 5.3.16] POL Spill Response Equipment Question: Under PWS 5.3.16, the Contractor is responsible for spill containment kits for Petroleum, Oil, and Lubricant (POL) operations. Can the Government confirm the minimum required items for these kits (e.g., absorbent pads, containment berms, disposal bags) and clarify if an on-site hazardous waste disposal container is required?

R26. The government provides all necessary items required for spill containment and provides annual training in the use of this task. The government has multiple satellite accumulation sites, and a central site on the installation.

Q27. [PWS 5.1.18] Communication Equipment Question: PWS 5.1.18 requires the contractor to "maintain communication with personnel working on the airfield or aircraft using UHF/VHF radios." Can the Government confirm if the contractor must furnish the radios and headsets or if the Government will provide them as Government-Furnished Property (GFP)?

R27. The government has all required radios, handheld, desk top, and mobile radios available and furnished as required.

Q28. [PWS 5.2] Coverage Hours & Surge Support Question: PWS 5.2 requires coverage from 6:00 AM to 10:00 PM, Monday to Friday, and support for surge activities. Can the Government clarify if weekend coverage is required every week, or if weekend support is only required during periods of high training demand (12 to 25 aircraft per month)?

R28. The standard operating hours are from 0700-1600, Monday through Friday. Aircraft Services do conduct fuel testing and operational inspections on the weekends from 1 Apr though 31 Sep, from 1 Oct though 31 Mar, we will only require testing with a Prior Permission Request.

This only happens about 3-4 times during this period. We also provide services after the normal hours on a case-by-case basis during the summer or emergency events. During the weekends for aircraft services, we only require one person to conduct the checks, and it takes about 2-3 hours to complete. We flex their schedules to cover this as needed.

Q29. [PWS 1.2.2] Airfield Operations Staffing Question: PWS 1.2.2 requires airfield services for transient aircraft. Is there a minimum staffing level requirement (e.g., 2 personnel on shift at all times), or is the contractor permitted to propose its own staffing model to meet operational demands?

R29. The standard operating hours are from 0700-1600, Monday through Friday, and requires 2 personnel to conduct the required tasks. We can reduce with un-forecasted emergencies, scheduled leave etc. If we go below the 2 for aircraft services, and the crew is unable to assist, then we revert to cold fuel operations as required.

Q30. [PWS 5.2.12] Notification of Aircraft Arrivals Question: PWS 5.2.12 requires the contractor to receive notifications for impending aircraft arrivals and develop parking plans. Does this imply that the Contractor is required to have personnel on-site for every aircraft arrival, or can personnel be on-call to respond as needed for arrival support?

R30. Airfield Operations will develop a parking plan with the units and then it is upon the units to abide by the approved plan. Contractors are not required to be present.

Q31. [PWS 5.2.4] Shift Schedule Question: Can the Government confirm if the shift coverage model for 6:00 AM to 10:00 PM, Monday to Friday, requires a minimum of 2 full-time FTEs on-site at all times, or if coverage can be staggered using 1 lead supervisor plus 1 support technician?

R31. The published standard operating hours are from 0700-1600, Monday through Friday.
