SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been added by full text:
QUESTIONS AND ANSWERS PART TWO
Original question: Please provide quantities of lights and any other electrical/date required to help bidding purposes. Answer: There is an estimated 129 lights in varies size and locations. However, the Contractor is still responsible for their own measurements and quantities.
Concern: The answer of 129 lights has a significant impact on our pricing as there are approx... 316 light fixtures indicated to be replaced in the 5 buildings.
Answer: The approximant quantities of lights to be replace is 300. This includes building 301, 301B, 301C, 301J and bldg. 296 restroom.
Original question: Will the raised access floor in 301 be part of the SOW? Answer: Yes the raised floor will be part of the SOW to replace missing floor panels.
Concern: Please provide product data (manufacturer, catalog number) on the type of existing floor panels required. Also, can the Government provide an estimated number of missing floor panels? This SOW was not identified as part of the RFP at the time of the site visit, and as a result we did not note the number of missing panels.
Answer: The flooring does not have any manufacturer or catalog number seen on the panels. The estimated amount of panels to be replace is about 50.
Original question: Reference the SOW line item number 347 thru 349: States, “Furnish and install toilets, sinks with counter top, faucets, soap and sanitizer dispensers, and grab bar, bathroom tissue dispenser (fold/multi F fold paper). Additionally, contractor shall furnish and install new bathroom stalls to each bathrooms with privacy locks”. Will the new fixtures, bathroom accessories, and partitions need to be ADA/ABA compliant? Please advise. Answer: Yes, the fixtures, bathroom accessories and partition will need to be ADA/ABA.
Concern: Due to the limited space requirements in many of the restrooms, the toilets and the toilet partitions may have to be reconfigured to meet the ADA/ABA requirement. As a result, the total number of toilets and urinals in the restrooms may have to be reduced. Please confirm that reducing the number of toilets is acceptable.
Answer: Reducing the number of toilets is not acceptable. Contractor shall replace the partitions utilizing the same configuration. The only building that will be receiving partitions is building 301 and building 296
Original question: Will the new lighting and controls be required to meet current State of California Title 24 requirements? Answer: Yes.
Concern: Because the majority of existing light fixtures (T5 fluorescent lights) are replaced with new LED type light fixtures, the lighting control system and devices will change drastically in order to meet the current State of California Title 24 requirements. This entails lot more than just replacing the existing light switches. Sometimes it requires a whole new LED lighting controls system. Please confirm that the intent of the RFP is to provide a complete new LED lighting controls system so as to meet the State of California Title 24 requirements.
Answer: Each building will have the lights fully replaced. However, the State of California Title 24 is not required. The RFP is intended to add new dual lighting controls system that can sense heat and noise. Interior/exterior lighting system and controls shall meet most current UFC Standards.
Original Question: Will any architectural, engineering, mechanical plans or shop drawings be necessary for the awarded contractor to provide? Answer: Yes.
Concern: My understanding is that this is a bid build and NOT a Design Build Project. Most of our work is design build so it would not be an issue so long as all contractors understand the same thing and price the work accordingly. We definitely understand needing shop drawings but do we need to provide a full design team and drawings/specifications for construction?
Answer: No, full design team and drawings/Specification is not needed. However, drawings are needed for the exterior work for buildings 301B, 301C, &301J for the roofing and wall panels replacement. Shop drawings and submittals are required (i.e. lighting, painting, electrical, flooring etc..) for review and approval from the Government.

In response to the COVID-19 pandemic and the President’s declaration of a National Emergency concerning COVID-19 on 13 March 2020, MICC Ft McCoy is following the recommended safety guidelines imposed by the World Health Organization (WHO) and the Centers for Disease Control and Prevention (CDC) to mitigate the spread of COVID-19, therefore, the procedures for bid submission and public bid openings are hereby changed as follows.
Bid Submission: Due to the current COVID-19 public health crisis, electronic bids submitted through DoD Secure Access File Exchange (SAFE) (https://safe.apps.mil) will be the only accepted method for submission of bids for this solicitation. Traditional paper bids will not be accepted. Non-CAC users will not have the capability to upload proposals or documents without a Drop-Off request. Offeror's are reminded to allow sufficient time for their submittals' files to upload, transmit, and timestamp. Therefore, waiting until the last minute to attempt transmission of your proposal could result in your submittal being deemed late should the website encounter performance or technical issues.
NOTE: Upon successful upload, there is a confirmation screen that informs you that your upload is successful, if you get a blank screen your upload DID NOT work, please submit until you get a confirmation screen. Submit your documents early enough so you have time in case the upload does not work.

The public bid opening teleconference will occur after the time that the bids are due in order to facilitate the transfer of bid submission via DoD SAFE to the MICC as well as set up the teleconference call. All times are listed above. Late Bids received after the Bid Due date/time will not be considered for award; even if they are received before the Public Bid Opening. Screen Shots of the DoD SAFE submission will be taken to confirm each contractor bid was received by the bid due date/time.
Bid abstracts and Screen Shots of the DoD SAFE submission will be posted on www.beta.sam.gov at the conclusion of the Public Bid Opening Teleconference.
The bidder’s failure to include information required by this solicitation may result in the bid submission being found non-responsive and may therefore be ineligible for award.
