SCOPE OF WORK

Repair Interior and Exterior Facility

TX075 Victoria USARC

1. GENERAL PRE-AWARD:

1.1 The intent of this project is to provide the Government with a complete and usable product at the completion.

1.2 The Contractor shall furnish and install all plant, labor, materials; tools, equipment, and supervision necessary to provide a complete and usable project per the Scope of Work (SOW), Plans, Specifications and manufacturers recommendations. All work shall be free from defects.

1.3 The Plans and Specifications are to prescribe the details for the construction and completion of the SOW, which the Contractor undertakes to perform in accordance with the terms of the contract.

1.4 The Contractor shall visit the work site to verify the site condition. If the Contractor discovers any errors or omissions in the SOW, Plans or Specifications, the Contractor shall immediately call it to the attention of the Contracting Officer (KO) and the Contracting Officer’s Representative (COR).

1.5 Where the Specifications and Plans describe portions of the work in general terms, but not in complete detail, it is understood that all work and materials will be of the highest standard using generally accepted industry practices.

1.6 The Contractor shall not interrupt the service function or disturb the support of any utilities without prior coordination with the COR. If any utilities are disturbed or damaged, the Contractor shall bear costs of repair or replacement.

1.7 The Contractor shall be responsible for and repair any damage to the grounds and structures caused by the Contractor or his/her sub-contractors during the performance of this project.

1.8 Any said work in the Plans and Specifications and not in the written SOW or in the SOW and not in the Plans or Specifications shall be as though shown or mentioned in both.

1.9 The Contractor shall verify all dimensions, site conditions, and any other items required to install a complete and ready to use product, prior to submitting a bid proposal for construction.

1.10 The Contractor shall have at least one qualified superintendent and competent alternate that is capable of reading, writing, and conversing fluently in the English language. The superintendent shall be on the job-site at all times during the performance of contract work. The Contracting Officer may request proof of the superintendent’s qualifications at any point during the course of this contract if the performance of the superintendent is in question.

1.11 The Contractor shall perform all the services of this contract during the normal operating hours of 7:30 A.M. to 4:30 P.M. (0730 to 1630) Monday-Friday. Facilities will be closed on all Federal Holidays.

1.11.1 Federal Holidays are as follows;

New Year’s Day – January 1 Martin Luther King Jr. Birthday – third Monday of January Washington’s Birthday – third Monday of February Memorial Day – final Monday of May Independence Day – July 4 Labor Day – first Monday of September Columbus Day – second Monday of October Veterans Day – November 12 Thanksgiving Day – fourth Thursday of November Christmas Day – December 25

1.11.2 Actual day observed for the following holidays is subject to change when the holiday date falls on a weekend; New Year’s Day, Independence Day, Veterans Day and Christmas Day.

1.12 The Contractor shall provide signs, barriers, and barricades to provide a safe working area. Requirements of Occupational Safety and Health Act, latest edition and U.S. Army Corps of Engineers "Safety and Health Requirements Manual", latest edition, shall be strictly enforced and adhered to at all times at the job site.

1.13 The Contractor shall comply with Army Regulation (AR) 600-63, Army Health Promotion, for controlling smoking in Government buildings and facilities. In general NO SMOKING is allowed within building or within 50’ of any exit or door. Facility personnel can direct personnel to authorized smoking areas.

1.14 The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. This can include storm water permits, US Army Corps of Engineers permits, state water resources permits, US Fish and Wildlife permits, etc.

1.15 Antiterrorism (AT) Level I Training. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days of contract award or prior to submission of final invoice and within 45 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: http://jko.jten.mil.

1.16 iWATCH Training. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity Antiterrorism Officer. This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award or prior to submission of final invoice and within 30 calendar days of new employees commencing performance with the results reported to the COR no later than 45 calendar days after contract award.

1.17 Access and general protection/security policy and procedures. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

1.17.1 Contractors requiring Common Access Card (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a Department of Defense (DoD) facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.

1.17.2 For contractors that are not eligible for CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

1.18 The contractor employees must be adequately trained in the handling and disposal of hazardous waste, in particular, lead paint and asbestos. Hazardous materials must be handled and disposed of appropriately by the contractor. Disposal is at contractor’s expense. The contractor must comply with all local, state, and federal environmental laws, regulations, and policies prior to final approval of work completed. National Environmental Policy Act (NEPA) documents must be completed prior to award of the contract or notice to proceed.

2. GENERAL POST AWARD:

2.1 Where any conflict occurs between the requirements of federal, state, and local laws, codes, ordinances, rules and regulations, the most stringent shall govern.

2.2 The Contractor shall, at all times, keep the premises free from accumulation of waste material and rubbish caused by his work, or his subcontractors. At the completion of work, the Contractor shall thoroughly clean the work site. All debris, rubbish, and waste material shall be removed from the property at the Contractor’s expense and disposed of in an official disposal site.

2.3 The Contractor shall make no changes or deviate from the approved design of this project without written permission from the KO. In the case where a change is required, the Contractor will notify the COR of the requirement and shall not proceed with the change until such time as a modification to the contract is issued by the KO.

2.4 The Contractor shall submit a written construction schedule of work for this project to the KO and COR prior to the start of the project.

2.5 The Contractor shall be responsible for the conditions of the job site, including safety of all persons, and property during performance of the work. Safety shall conform to all applicable Federal, State, local laws, codes and regulations established by the City of Victoria, County of Victoria, and State of Texas.

2.6 All work shall be in compliance with the current applicable federal, state and city codes.

2.7 All work shall be completed within 120 days upon receipt of Notice To Proceed (NTP).

3. SUBMITTALS:

3.0 Prior to ordering any materials, the Contractor shall submit to the COR for approval submittals for all new items being installed on this project. Submittals may be cut sheets, samples, spec sheet, so long as it is clear and easily readable. Submittals must be e-mailed, faxed or sent directly to the office of the COR using Engineer Form 4025-R, dated March 2012, as the coversheet. Where variations in color, finish, pattern, or texture are unavoidable due to nature of the materials, submit sets of samples of not less than three units showing extremes and middle of range. Mark each unit to describe its relation to the range of the variation.

3.1 All materials used for this project will be subject to UFC 1-200-02 Section 2-6.1 for recycled content, biologically-based products, other green products, and ozone depleting substances, and Section 2-5.3.3 for low-emitting materials. Projects will also comply with applicable requirements for the purchase of water efficient (e.g., Water Sense), Energy Star or FEMP-designated (or an "A" or better European Union Energy Label, EU energy efficiency class), and Electronic Product Environmental Assessment Tool (EPEAT) designated products. In addition, project materials will comply with the requirements in ASHRAE 189.1-2014 Section

9.4.1.2 (Regional Materials). Submittal requirements packages will clearly outline the applicable sustainable materials being used. The owner reserves the right to reject any product that does not meet the requirements of the specification list in the SOW.

3.2 The contractor shall maintain proper construction waste management. Waste management must maximize the materials to be salvaged, recycled, or reused. All materials removed shall become the property of the contractor, and be disposed of daily. The contractor shall provide reports of all materials salvaged, recycled or reused.

3.3 Detailed schedule and phase plan for the project. Schedule should be coordinated with the COR. Prior to submitting schedule, all affected parties shall be consulted of work area and work dates.

4. PROJECT OVERVIEW

4.0.1 This is intended to be a Government-Provided Design/Design-Build Project. The government shall provide a 65% design package which includes drawings and a detailed SOW. From this design stage the design-build contractor shall provide a more detailed drawing & specification set to include the requirements for the 90%, and “For Construction” design.

4.0.2 The contractor shall expand the existing MEP Parking area, to include removing the existing grass dividing section, pouring a concrete transition, removing and installing new fencing and a new double swing entrance gates, removing and installing new LED pole lighting and concrete bases, and applying a slurry seal coat to MEP Parking area.

4.0.3 The contractor shall repair, and restripe the POV parking area. This includes removing damaged concrete paving areas and replacing with new concrete, repairing concrete paving cracks, and providing a new striping plan to allow for the most parking spaces and to include ADA parking and No Parking areas.

4.0.4 The contractor shall design and build a new dumpster surround containment area.

4.0.5 The contractor shall remove the existing concrete loading ramp, and build a new single level concrete loading ramp in the MEP parking area.

4.0.6 The contractor shall remove the existing flooring and provide new epoxy flooring system, new carpet, paint interior walls, install new interior and exterior doors, remove and install new bathroom fixtures, refinish/glaze existing bathroom tile, and other miscellaneous repairs/upgrades throughout the Training Building. The contractor shall paint the interior of the work bay areas of the Maintenance Shop building, install new exterior doors, new roll-up doors, new bollards for door opening protection, paint the wash rack and training pavilion structure and other miscellaneous repairs/upgrades.

4.1 GENERAL NOTES:

4.1.1 The provided “Reference Drawings” are for reference and clarification purposes only, and are not drawn to scale. The contractor shall visit the site and buildings to field verify all dimensions, site conditions, and any other items required to provide a complete and ready to used finish product to the government.

4.1.2 The contractor shall be responsible for their own field verified measurements and estimates. This also applies to the estimated size of the MEP and POV Parking areas, roadways/driveways, and concrete areas, etc. The supplied Reference Drawings are for planning purposes only. The contractor shall determine all the necessary equipment and materials to provide a complete product.

4.1.3 Due to size of the interior and exterior portions of the project, the contractor should complete the project in stages, giving ample time to allow building occupants to move any government items, or vacate spaces (offices, common areas, etc.) before any demolition, construction, or painting is to begin. At no time can the facility be completely vacated to allow for construction activities. This also applies to adequate traffic and parking control during the exterior MEP and POV Parking area construction, repairs, and parking lot striping. Scheduling shall be coordinated with COR.

4.1.4 Contractor will be responsible for moving and replacing all furniture, cabinets, bulletin boards, or any other objects/obstructions necessary to complete the task. The Government will move all military, computer, or personal items located in working areas. Once the painting and flooring projects are complete, the contractor shall move these items back to their original place. This to include but not limited to furniture, bulletin boards, showcases, shelving etc.

4.1.5 Contractor shall take care to prevent any over painting or paint splatters onto existing surfaces that are not being painted or sealed during this project to include but not limited to furniture, government equipment, trim, doors, door frames, window coverings, floorings, fixtures, lighting, storage caging, etc. Any over painting onto adjacent surfaces shall be removed without damaging those surfaces at no additional cost to government. Painting work to also include protective work to contain dust and paint splatters (vinyl/cloth dust/paint shields) and any other supply necessary to perform this type of work.

4.1.6 Contractor shall avoid damage and contamination to any areas adjacent to project work areas. To include but not be limited to curbing, signage, turf, plants/vegetation, drains, grates, manholes, light poles, flag poles, fencing, bollards, doors, buildings, etc. Any damage or contamination to any areas or structures is the responsibility of the contractor, and shall be restored to original or better conditions to match existing grade and surrounding area by type. This to include any disturbed ground, concrete, pavement, curbing, or turf. This is to include any paint striping overspray, which shall be immediately removed.

4.1.7 The contractor is responsible for any damage to the grounds and structures caused by the contractor and /or sub-contractors during the project.

4.1.8 All materials and methods used for paving/concrete/asphalt/crack filling shall conform to Texas DOT specifications for the intended use and application of all phases of the job. Material delivery and application shall conform to the recommended standards and quality control of materials.

4.1.9 Any and all waste materials generated shall be removed off-site from property and properly disposed of by contractor. This to include a final cleaning of the work site of all construction debris and equipment, leaving the areas clean, safe, and ready to use.

4.2 TRAINING BUILDING MISC. INTERIOR & EXTERIOR IMPROVEMENTS

4.2.1 Remove and install new electrical switches, receptacles, and switch/receptacle covers throughout the entire building. This shall include but not be limited to offices, latrines, break area, storage areas, assembly hall, kitchen, gym, mechanical rooms, etc. The proper electrical code for receptacles in latrines and wet areas shall be followed. The new switch/receptacle covers shall be either stainless steel or a color determined by the COR (Typically white).

4.2.2 The contractor shall remove and replace existing lighting control switches with ceiling mounted motion occupancy sensors throughout the entire building. This shall include but not be limited to offices, latrines, break area, storage areas, assembly hall, kitchen, gym, mechanical rooms, etc.

4.2.3 Remove the existing drinking fountain located in the corridor next to the women’s latrine and install a new drinking fountain with bottle filler in the same location. The proper ADA guidelines for height should be followed when installing. The tile surrounding the water fountain should be removed to expose the CMU block, or if cannot be removed without damaging the wall, then the tile surround should be properly prepared and refinished/re-glazed in the same manner as the latrines and breakroom. The color shall match that of the interior paint in the corridor.

4.2.4 The contractor shall install new acrylic or metal custom room number signage with changeable window inserts at each room located in the Training Building. The new signage should be installed on the latch side of the room doors, installed at the appropriate height and installed per ADA guidelines. The design and color scheme of the new signage shall match that of the paint color scheme found in the building and be coordinated with the COR.

4.2.5 The new signage room descriptions shall match that of the use of the room. Example include women’s restroom, men’s restroom, mechanical, janitor, office, classroom, breakroom, conference room, etc. The room numbering and naming convention shall be coordinated with the COR.

4.2.6 The contractor shall remove the old existing (green) chalkboards found in room’s #115A and #115B. Care should be taken to not damage the wood surrounding the chalkboards while they are being removed.

4.2.7 Once the chalkboards are removed, the contractor shall install new dry-erase “white boards” to closely match the size of the chalkboards that were removed, and to fit in the exact location that the chalkboards were removed. Care should be taken to not damage the wood surrounding the new dry-erase “white boards” while they are being installed.

4.2.8 The contractor shall remove the accordion style room divider and all associated divider hardware located between room’s #115A and #115B. Once removed the contractor shall install a new updated accordion style room divider and new hardware in the same location as the one that was removed. Style and color of the new accordion style room divider shall be coordinated with the COR.

4.2.9 The contractor shall properly refinish the existing wood floor stage and the existing wood trim found around the newly installed dry-erase white boards found in room’s #115A and #115B. This includes but not limited to striping, sanding, repairing any damaged wood/trim areas, finish staining and properly sealing the wood with a polyurethane sealer. The new stain color shall be coordinated with the COR.

4.2.10 While sanding and refinishing, the contractor shall take all precautionary measures to prevent any dust from entering any other part of the building. Once the refinishing is complete, the contractor shall makes sure rooms #115A and #115B are free of any dust that has accumulated from the refinishing process. This should include, but not limited to floors, window sills, window blinds, HVAC vents, etc. (See also section 4.1.5 and 4.1.6 of the Scope of Work.)

4.2.11 The contractor shall power wash the exterior of the Training Building. This to include but not limited to siding, soffits, gutters, masonry, brick, foundation, doors, exterior roll up doors, etc. Extreme caution shall be taken not damage any items on the exterior of the building (vegetation, siding, gutters, lighting, camera systems, and any mechanical/electrical/plumbing systems, etc.). Contractor shall be responsible any damage caused during power washing.

4.2.12 Once the power washing is complete and had time to properly dry, apply 2 coats of a waterproof sealer to all exterior masonry and brick on the Training Building. Correct type of sealer should be applied per facility location and weather found in the Corpus Christi area of Texas. Sealer should also be applied per manufacturer’s specifications. Contractor shall be responsible any damage caused during sealer application.

4.2.13 Remove and replace the existing damaged exterior door entrance stairs treads with like or similar treads to match the treads being removed. The exact location and the new style/type of new treads shall be coordinated with COR before installation.

4.2.14 The contractor shall inspect the exterior of the Training Building’s masonry for damage, cracks, holes, mortar damage, etc. If any issues are found, then any repairs and/or replacement of the damage should be completed, and closely match the existing masonry.

4.3 INTERIOR TRAINING BUILDING / FLOORING DEMOLITION AND INSTALLATION

4.3.1 The contractor shall remove and discard all the VCT tile and carpet flooring found in the Training Building. Approximately 6,570 SF (See Attached Reference Drawings)

4.3.2 Remove and discard of any rubber base molding found in the areas where the VCT tile and carpet are being removed. (See Attached Reference Drawings)

4.3.3 While removing the old VCT tile and carpet flooring, care should be taken in the event asbestos exists. Proper testing should be conducted, and if asbestos is found, the proper remediation guidelines shall be followed.

4.3.4 Once the existing flooring is removed the subfloor shall be properly prepared per manufacturer’s specifications for the new epoxy flooring system that is to be installed. To include but not limited to scraping any old adhesive, fixing any cracks or holes, leveling, grinding or any other methods required by the manufacturers specifications for the type of surface the new epoxy flooring will be installed on.

4.3.5 Once complete the contractor shall install a new epoxy flooring system per manufacturer’s specifications. The new epoxy flooring system installed should be for high traffic areas, chemical resistant, impact resistant, and slip resistant. The new epoxy flooring system should be installed seamless and continuous up the wall a minimum of 6” inches, or to cover the existing tile “wall blocks” found at the bottom of the walls. Parts of the building contain tile “wall blocks” and while other areas of the building contain CMU block. The height of the epoxy flooring running up the walls, shall be constant and consistent throughout the entire building. (See Attached Reference Drawings)

4.3.6 The contractor shall install new carpet tiles in Office #111, and then install new rubber base cove molding in this office only. Type of carpet tiles and color scheme of carpet tiles and rubber base cove molding shall be coordinated with the COR. (See Attached Reference Drawings)

4.3.7 The contractor shall install thresholds that allow for a smooth transition where the new epoxy flooring system meets the flooring areas of carpet or concrete found in the building. The new thresholds shall allow for proper operations of the doors found in the facility. The type of threshold installed shall work with the new flooring types, and be coordinated with the COR.

4.3.8 The contractor shall install a rubber mat flooring system in gym/exercise room #110B. The new rubber system type shall be that used in weight room applications, and cut to fit the room. (Cut to fit, clean installation) Once the flooring is installed, the contractor shall install new rubber base cove molding that matches the rubber mat flooring system in color. The color scheme of the rubber mat flooring system and type shall be coordinated with COR. (See Attached Reference Drawings)

4.4 INTERIOR TRAINING BUILDING / WALL PREPERATION AND PAINTING

4.4.1 Due to size or project, the contractor should complete the painting portion of the project in stages, giving ample time to allow building occupants to move any government items, or vacate spaces (offices, common areas, etc.) before any demolition, construction, or painting is to begin.

4.4.2 Contractor will be responsible for moving and replacing all furniture, cabinets, bulletin boards, or any other objects/obstructions necessary to complete the task. The Government will move all military, computer, or personal items located in working areas.

4.4.3 Contractor shall properly prepare interior Training Building wall surfaces to include but not limited to: removing any screws, nails, tape, or any residues from walls, patch or fill any holes/flaws/damage, and properly sand to a smooth finish, and scraping flaking paint. Wall surfaces include but are not limited to CMU block and gypsum board. Care is to be taken to contain dust, and dust protection shall be used when preparing walls as to not spread sanding dust/debris throughout parts of the building not being prepared to paint. All surfaces to be painted shall be prepared in accordance to manufacturer’s application instructions, providing proper adhesion and coverage on walls be painted.

4.4.4 Caulking should also be carried out by the contractor as part of the paint preparation. This shall include but not be limited to casing around windows and windowsills, door frames, moldings, wall joints, expansion joints, etc.

4.4.5 Once the walls and surfaces are prepared, contractor shall paint the tasked wall spaces with two coats of good quality paint to either match existing paint color on walls or with a new paint color that is coordinated and picked out by the COR.

4.4.6 Contractor shall take care to prevent any over painting or paint splatters onto existing surfaces that are not being painted during this project to include but not limited to furniture, government equipment, base cove molding, trim, doors, door frames, window coverings, floorings, fixtures, lighting, etc. Any over painting onto adjacent surfaces shall be removed without damaging those surfaces at no additional cost to government.

4.4.7 When any portion of the project is complete, all areas shall be free of any debris, and left clean and ready for use. Contractor shall remove and dispose of any and all paint related materials off-site.

4.5 TRAINING BUILDING DOORS (INTERIOR and EXTERIOR)

4.5.1 The contractor shall remove and dispose of all interior doors and hardware. If possible the existing door frames shall be kept intact. Care should be taken during the removal as to not damage the existing frames.

4.5.2 Install new ADA compliant interior doors. To avoid any damage to the interior walls of building, the existing frames shall be left intact and undamaged if possible. The latrines, mechanical rooms, electrical rooms, janitor closets, and arms/vault rooms shall have a solid door, while the offices, classrooms, and rest of building shall have doors installed with a glass vision lite. Doors with a steel louver may also be required to be installed. The exact type and location for each type of door to be installed shall be coordinated with the COR. This also applies to the type of interior door to be installed, either a wood or metal door.

4.5.3 Install new door hardware to include hinges, lockable lever handles, and heavy duty closers. Push/pull handles and kick plates shall also be installed where applicable. Keying of the new locks shall be coordinated with the COR.

4.5.4 Contractor shall then properly prepare the newly installed interior doors. Once complete, the contractor shall apply one primer coat and two finish coats of paint to both sides of the door. If a metal door is installed, it should be painted in a rust and corrosion proof finish for metal/steel surfaces. If a wood door is installed, then it should be prefinished or stained. Specific type of door and paint/stain colors should be coordinated with the COR.

4.5.5 Properly prepare (caulking, cleaning, scraping, fixing damage, sanding, etc.) and paint the frames/trim of the doors with two coats of paint. Type of paint used should be a rust and corrosion resistant finish for metal/steel surfaces. Paint colors shall be coordinated with COR.

4.5.6 Remove and replace the existing front main entrance aluminum and glass entry double doors, and sidelights. This shall include an exterior and interior caulking, etc. The new doors shall be ADA compliant and closely match type/style as the doors and sidelights that were removed. Install new door hardware to include hinges, deadbolts, heavy duty commercial type closers, emergency alarms, and heavy duty commercial type panic bar exit devices. Keying of the new locks shall be coordinated with the COR.

4.5.7 Remove and replace all the existing exterior doors. To avoid any damage to exterior of building, the existing frames shall be left intact and undamaged. New doors shall be ADA compliant and match type/style as the doors being removed. (Rather solid doors, or glass vision lite doors) Install new door hardware to include hinges, deadbolts, lockable lever handles, heavy duty closers, emergency alarms, and heavy duty commercial type panic bar exit devices. Push/pull handles and kick plates shall also be installed where applicable. Keying of the new locks shall be coordinated with the COR.

4.5.8 The contractor shall then properly prepare (caulking, cleaning, scraping, sanding, etc.), and then paint all of the newly installed exterior doors. Once complete, the contractor shall apply one primer coat and two finish coats of paint to the interior and exterior of the door using rust and corrosion resistant finishes for metal/steel surfaces.

4.5.9 The contractor shall properly prepare (caulking, cleaning, scraping, sanding, etc.) and paint the interior and exterior frames/trim of the exterior doors with two coats of paint using the same type of rust and corrosion resistant finishes for metal/steel surfaces.

4.5.10 The interior of the doors and frames/trim shall be painted to match the color scheme of the frames/trim and doors being painted inside the building. The exterior of the doors and frames/trim shall be painted to match that of the existing building trim color scheme. Paint colors shall be coordinated with COR.

4.6 TRAINING BUILDING WOMENS LATRINE #112

4.6.1 The contractor shall remove all of the existing latrine fixtures to include but not limited to toilets, flush valves, toilet paper dispensers, handicapped accessories, sinks, vanity countertop, paper towel dispensers, soap dispensers, trashcans, mirrors, faucets, drains, shower heads, shower handles/valves, privacy curtain rods, privacy curtains, floor drain covers, HVAC vents, ventilation covers/grates, lighting, wall switches, receptacles, and covers.

4.6.2 During the demolition, if possible the contractor should take care as to not the damage the existing partitions and hardware. If necessary, these shall be removed during the project, and replaced after. These existing partitions should be checked to be in proper working condition and if needed, repair or replace any broken or un-useable partition hardware.

4.6.3 Check all existing plumbing/drains for proper working condition, leaks, and/or corrosion. Repair/replace if and when needed.

4.6.4 Check existing floor tiles, wall tiles, and shower/dressing area for damaged tiles, damaged grout, cracks, water damage, etc. Repair and replace when and where needed. One part of the dressing area has possible water damage, and should be properly repaired. This to include but not limited to new subfloor and tile. Any replaced or repairs done should be matched as closely as possible to the surrounding existing areas, so when finished, there is a seamless unnoticeable difference after the refinishing/re-glazing process.

4.6.5 The contractor shall properly clean the wall and floor tiles, to include the shower walls and floor. Once clean the contractor shall properly prepare tile to be refinished/re- glazed with a high quality commercial grade durable finish for bathroom areas. This should include the floor tiles, wall tiles, and shower/dressing areas. Floor tile and shower floor tile refinishing/re-glazing should be done in an anti-skid finish for wet areas. Preparation of existing tiles and installation of new product shall follow any and all manufacturer’s specifications. The color scheme shall be coordinated with the COR.

4.6.6 Properly prepare and paint interior walls above the newly refinished/re-glazed tile. This shall also include the ceiling. Painting shall be completed in accordance with Section 4.4 of the Scope of Work. The wall color scheme shall match that of the interior color of the building, and be coordinated with the COR.

4.6.7 Properly prepare and paint the existing vanity cabinet, and then install a new vanity countertop and vanity hardware. Type of countertop and color to be coordinated with the COR.

4.6.8 The contractor shall install new water usage compliant shower heads, shower handles/valves, faucets, and toilets, along with piston style flush valves, and associated drains/plumbing. Install new sinks, mirrors, soap dispensers, paper towel dispensers, trashcans, privacy curtain rods, privacy curtains, and towel/clothing racks, All new fixtures shall be ADA compliant where applicable.

4.6.9 Install (2) new commercial style hand dryer(s). Exact location of new dryers shall be coordinated with COR.

4.6.10 Install new HVAC or ventilation vents/grates. The contractor is to also ensure all ventilation systems are in proper working condition. Systems found not working are to be corrected/replaced. If no ventilation system is found, then the contractor is to install a new ventilation system/exhaust fan and controls.

4.6.11 Remove and replace existing lighting with new energy efficient LED lighting.

4.7 TRAINING BUILDING MENS LATRINE #105

4.7.1 The contractor shall remove all of the existing latrine fixtures to include but not limited to toilets, urinals, flush valves, toilet paper dispensers, handicapped accessories, sinks, paper towel dispensers, soap dispensers, trashcans, mirrors, faucets, drains, shower heads, shower handles/valves, privacy curtain rods, privacy curtains, floor drain covers, dressing area seating, HVAC vents, ventilation covers, lighting, wall switches, receptacles, and covers.

4.7.2 During the demolition, if possible the contractor should take care as to not the damage the existing partitions and hardware. If necessary, these shall be removed during the project, and replaced after. These existing partitions should be checked to be in proper working condition and if needed, repair or replace any broken or un-useable partition hardware

4.7.3 Check all existing plumbing/drains for proper working condition, leaks, and/or corrosion. Repair/replace if and when needed.

4.7.4 Check existing floor tiles, wall tiles, and shower/dressing area for damaged tiles, damaged grout, cracks, water damage, etc. Repair and replace when and where needed. Any replaced or repairs done should be matched as closely as possible to the surrounding existing areas, so when finished, there is a seamless unnoticeable difference after the refinishing/re-glazing process.

4.7.5 The contractor shall properly clean the wall and floor tiles, to include the shower walls and floor. Once clean the contractor shall properly prepare the tile to be refinished/re-glazed with a high quality commercial grade durable finish for bathroom areas. This should include the floor tiles, wall tiles, and shower/dressing areas. Floor tile and shower floor tile refinishing/re-glazing should be done in an anti-skid finish for wet areas. Preparation of existing tiles and installation of new product shall follow any and all manufacturer’s specifications. The color scheme shall be coordinated with the COR.

4.7.6 Properly prepare and paint interior walls above the newly refinished/re-glazed tile. This shall also include the ceiling. Painting shall be completed in accordance with Section 4.4 of the Scope of Work. The wall color scheme shall match that of the interior color of the building, and be coordinated with the COR.

4.7.7 The contractor shall install new water usage compliant shower heads, shower handles/valves, faucets, toilets and urinals, along with piston style flush valves, and associated drains/plumbing. Waterless fixtures are not authorized. Install new sinks, mirrors, soap dispensers, paper towel dispensers, trashcans, privacy curtain rods, privacy curtains, towel/clothing racks, and new benches in the shower dressing area. All new fixtures shall be ADA compliant where applicable.

4.7.8 Install (2) new commercial style hand dryer(s). Exact location of new dryers shall be coordinated with COR.

4.7.9 Install new HVAC or ventilation vents/grates. The contractor is to also ensure all ventilation systems are in proper working condition. Systems found not working are to be corrected/replaced. If no ventilation system is found, then the contractor is to install a new ventilation system/exhaust fan and controls.

4.7.10 Remove and replace existing lighting with new energy efficient LED lighting.

4.8 TRAINING BUIDING UNISEX LATRINE #107

4.8.1 The contractor shall remove all of the existing latrine fixtures to include but not limited to toilets, flush valves, toilet paper dispensers, handicapped accessories, sinks, paper towel dispensers, soap dispensers, trashcans, mirrors, faucets, drains, lighting, HVAC vents, ventilation covers, wall switches, receptacles, and covers.

4.8.2 During the demolition, if possible the contractor should take care as to not the damage the existing partitions and hardware. If necessary, these shall be removed during the project, and replaced after. Install a new sinks, mirror, soap dispenser, paper towel dispenser, and trashcan. Install new ADA compliant accessories in the stall area. All other new fixtures shall be ADA compliant where applicable.

4.8.8 Install a new commercial style hand dryer. Exact location of new dryer shall be coordinated with COR.

4.8.9 Install new HVAC or ventilation vents/grates. The contractor is to also ensure all ventilation systems are in proper working condition. Systems found not working are to be corrected/replaced. If no ventilation system is found, then the contractor is to install a new ventilation system/exhaust fan and controls.

4.8.10 Remove and replace existing lighting with new energy efficient LED lighting.

4.9 TRAINIGNG BUILDING BREAK ROOM #106

4.9.1 The contractor shall follow Section 4.1 for removal of the appliances and items in the breakroom before work is to begin.

4.9.2 The cabinets and countertops will not be removed. Caution should be taken as to not damage the existing cabinets, countertops, sink, faucet, etc. during this portion of the project.

4.9.3 The contractor shall remove the existing VCT tile flooring. The preparation of the subfloor and the installation of the new flooring shall follow the rest of the building flooring installation found in Section 4.3 of the Scope of Work.

4.9.4 Check existing tile “wall blocks” for any damage, damaged grout, cracks, water damage, etc. Repair and replace when and where needed. Any replaced or repairs done should be matched as closely as possible, so when finished, there is a seamless unnoticeable difference after the refinishing/re-glazing process.

4.9.5 The contractor shall properly clean the tile “wall blocks”. Once clean the contractor shall properly prepare the tile “wall blocks” to be refinished/re-glazed with a high quality commercial grade durable finish. Preparation of existing tile “wall blocks” and installation of new product shall follow any and all manufacturer’s specifications. The color scheme shall be coordinated with the COR.

4.9.6 Properly prepare and paint the soffit wall area above the newly refinished/re-glazed tile. This shall also include the ceiling. Painting shall be completed in accordance with Section 4.4 of the Scope of Work. The wall color scheme shall match that of the interior color of the building, and be coordinated with the COR.

4.9.7 Remove and replace existing lighting with new energy efficient LED lighting.

4.10 TRAINING BUILDING STORAGE ROOM #101

4.10.1 The contractor shall install a new ceiling grid, acoustical tiles, and insulation. The same size ceiling grid, and same type acoustical ceiling tile shall be used to match that of the existing ceiling found in the rest of the training building.

4.10.2 Remove existing lighting and install new energy efficient LED lighting to match in size and type to the existing lighting found in the rest of the training building.

4.10.3 Install any new HVAC vents or diffusers as needed. These should match in size and type to the existing vents and diffusers found in the rest of the training building.

4.10.4 The contractor shall remove the existing VCT tile flooring. The preparation of the subfloor and the installation of the new flooring shall follow the rest of the building flooring installation found in Section 4.3 of the Scope of Work.

4.10.5 The contractor shall also paint the walls of the Storage Room in accordance with Section 4.4 of the Scope of Work.

4.11 TRAINING BUILDING ASSEMBLY HALL #103

4.11.1 The contractor shall prepare and paint the Assembly Hall walls, ceilings, steel support structure, columns, and all surfaces associated with the walls and ceiling. The contractor will be responsible for moving and replacing any storage racks and other objects/obstructions necessary to complete the task. The Government will move all military items located in the Assembly Hall. Once the painting and concrete sealing is complete, the contractor shall move these items back to their original place.

4.11.2 The contractor shall properly prepare the ceiling, steel structure, columns, and any other metal/steel surfaces for painting. This shall include but not limited to scraping of peeling/flaking paint, removal of rust, dirt, dust, grease, insulation, and any contaminants that would prevent proper adhesion and coverage of applied paint. Once properly prepared, the contractor shall apply one primer coat and two finish coats of paint using corrosion and rust resistant finishes for metal/steel surfaces. Paint scheme shall match that of existing shop building trim and be coordinated through the COR.

4.11.3 The contractor shall properly prepare the walls for painting. This shall include but not limited to scraping of peeling/flaking paint, dirt, dust, grease, and any contaminants that would prevent proper adhesion and coverage of applied paint. All surfaces to be painted shall be prepared in accordance to manufacturer’s application instructions, providing proper adhesion and coverage. (Metals, CMU block, gypsum board)

4.11.4 Once properly prepared, the contractor shall apply (2) finish coats of paint using the correct type of paint for the wall surfaces. Paint scheme color scheme shall match that of the steel structure and ceiling, and be coordinated through the COR. The contractor shall use discretion and coordinate with the COR on painting of any items attached to the Maintenance Shop Building walls, structure or ceiling. (Mechanical or electrical conduit already painted, ventilation vents found in walls, etc.) Rule of thumb, the any of these existing items are currently painted to match the walls, then they should also be painted when the walls are newly painted.

4.11.5 Contractor shall take care to prevent any over painting or paint splatters onto existing surfaces that are not being painted during this project to include but not limited to wire caging units, government equipment, doors, door trim, flooring, lighting, mechanical systems, heaters, fire system, roll up door operations systems, etc. Any over painting onto adjacent surfaces shall be removed without damaging those surfaces at no additional cost to government. Any damage or contamination to any areas during the project shall be restored to original or better conditions.

4.11.6 Properly clean the existing assembly hall concrete floors. Once the floors are clean and dry, the floors shall be properly sealed.

4.11.7 Remove and replace existing ceiling mounted heaters with new celling mounted forced air heaters. The proper size heaters shall be installed to adequately heat the maintenance shop work bay(s) area.

4.11.8 Properly prepare the interior and exterior of the assembly hall roll-up door and interior/exterior door trim for paint. Once complete, the contractor shall apply one primer coat and two finish coats of paint using rust and corrosion resistant finishes for metal/steel surfaces. Exterior paint color shall match that of the existing trim/siding on building and the interior paint scheme shall match that of the newly painted assembly hall interior. Both paint schemes shall be coordinated with the COR.

4.12 TRAINING BUILDING KITCHEN / PREP /…
