SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
QUESTIONS AND ANSWERS
1. On page 16, item 10 discusses the bid bond and bond guarantee and it states that a payment and performance bond will be required to be in the maximum amount of $1,500,000.00 for each year. The contract has a minimum guarantee of $200,000.00 (see page 11, item 3.C.) for each year. By having the payment and performance bond at the Maximum amount this may tie up bonding capacity for the small business’ if the maximum amount is not contracted and a lessor amount is awarded. This may harm the small business and may actually end up hurting the awarded contractor.
a. Per AFARS 5117.9004-2(g) “Bonding must be sufficient to cover the stated estimated annual maximum contract value.”
2. We would like to propose that a payment and performance bond be provided in the amount of $200,000 and then provide additional bonds for each additional task order or block of task orders.
a. Please see above.
3. The bid documents show that this project is a HUB Zone set a side contract. FBO.GOV states that the contract changed from a HUB Zone Set a side to having no set a side. Can you please clarify what type of set a side contract this is, if any?
a. This solicitation is set-aside as a Hub-zone per Solicitation and www.fbo.gov information has been confirmed that Hub-zone set-aside is annotated 2/16/16.
4. Was there a prior Buckeye JOC? If so could we get the previous coefficient?
a. Award Notification that was publicly released at the time of Award will be released showing this information.

5. Page 15 of the solicitation, paragraph 8f speaks to the “Lincoln JOC Facilities coefficient schedule.”
What is meant by the “Lincoln JOC?”
a. This is a typographical error that will be fixed with this amendment. That sentence should read “Buckeye JOC”. The Lincoln JOC is a separate solicitation listed under solicitation number W911SA-16-B-0002.
6. Will Division 1 line items be allowed?
a. Where applicable, line items in Division 1 are allowed.
7. If you can use Division 1 line items, on page 14-15 of the solicitation you exclude several of these items from Division 1. Are we to expect that these costs, such as, Project Manager, Superintendent, traffic signs and barriers will be expected to be built into our coefficient? Or will these cost be allowed to be built into the proposal utilizing the line items provided in Division 1?
a. See response to above question. The coefficient definition calls out what is considered in-direct costs and part of the coefficient.
8. From the RS Means catalog will we be required to use the bare costs or the line item total including O & P
a. Bare Costs
9. C.1.4 c. TECHNICAL / PROJECT MANAGEMENT STAFF. The Contractor shall maintain sufficient technical design and project management personnel to perform the scope of the required work, and to respond to the Government’s requirements within the times specified for multiple, concurrent actions which will require simultaneous execution. How do we know or estimate the number of simultaneous executions that may take place so there is sufficient technical and management staff?
a. After minimum guarantee is met, delivery orders will be issued and there is no way of knowing the number of delivery orders to be issued.
10. It takes time to put estimates together and costs time and money and some projects do not get handled under the JOC, how would the contractor get paid for the time to take the estimates especially the projects that the Government decides not to do after the estimate is done?
a. Part of your coefficient, technical design and project mgmt. costs
11. How many total facilities does this contract include?
a. All facilities are listed on the coefficient schedule
12. On page 12 of the solicitation, paragraph 5a, second paragraph states that “The approved UPB cost data and associated software shall be utilized to produce the cost proposal.” Specific Question: There are variety of ways that this could be answered. In the most basic form, RS Means offers for purchase, an electronic version of their database which can be utilized with Microsoft Excel to provide an electronic estimate. Beyond that, there are systems which manipulate the RS Means database more efficiently than others. Does the government have a preference in what software system is to be used?
a. No, but the government is currently using e4Clicks and is very compatible to the required needs for negotiations
13. Page 13 of the specification, paragraph 7, speaks extensively to the use of a government credit card for order less than $25,000. Questions: Is the use of the credit card “typical?”
a. Yes, for all projects under $25,000.00
14. How does the contractor recover the credit card processing fee?
a. Part of your coefficient

WELDERS - Receive rate prescribed for craft performing operation to which welding is incidental.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
